‘Off with their heads’: public executions with Klossowski,Caillois and Foucault

In this article there is both theoretical argument and historical analysis. The main substantive focus is the ancien régime and the French Revolution. Foucault’s work has contributed greatly to the understanding of the nature of these, but the concepts, categories and historical accounts of Caillois and Klossowski are here deployed to enrich, and to some significant extent, displace his analyses. A primary concern is with contributing a further sociological dimension to the debates concerning the execution of Louis XVI/Louis Capet.     

Sub-national Responses to Climate Change in England: Evidence from Local Area Agreements

Abstract

The machinery of governance to address climate change at the sub-national level in England continues to evolve. Drawing on documentary evidence and the views of civil servants and local authority officials from the English West Midlands, this article explores the process through an examination of the inclusion of climate change indicators in the recent round of Local Area Agreements (LAAs), negotiated between central government and local authorities and Local Strategic Partnerships. Considerable popularity has been accorded these indicators nationally, but there are important variations in the pattern of take up. Moreover, significant uncertainties surround the contribution of local measures to reduce CO₂ emissions and the targets attached to measures to adapt to climate change are seen as undemanding. Conversely, the impending Carbon Reduction Commitment will act as a powerful incentive for public bodies to cut CO₂ emissions from their estates. Although potentially contributing to greater coherence in tackling climate change, achieving collective action through LAAs will prove problematic.

With data from a 1990–1992 panel survey determinants and political consequences of attitudes towards the abortion law in Germany are investigated. Compared to other issues, the topic is found not to be personally very salient to the average respondent. If it is perceived as highly important, however, such attitudes can be well accounted for, and have significant effects on voting intentions. General value orientations emerge as most important determinants, and the strongest impact on partisan preferences is found among women in the former GDR.     

Effect of Enabling Resources and Risk Factors on the Relationship between Intimate Partner Violence and Anxiety in Ever-Married Women in Minya,Egypt

The effect of intimate partner violence (IPV) on mental health remains understudied in the Arab world. Using data from 608 ever-married women in rural Minya, Egypt who took part in the 2005 Egypt Demographic Health Survey (EDHS) and a 2012 follow-up survey, we assessed how a woman’s enabling resources and risk factors influenced the association of her exposure to IPV with her generalized anxiety. Results from multivariate regression models showed that proximity to natal kin, prior schooling, and engagement in market work 12 months before marriage had protective effects on generalized anxiety associated with IPV. Childhood abuse from mother also had a protective effect on this relationship. Similar abuse from the brother exacerbated the effects of anxiety when a woman was exposed to IPV. Empowerment programs can encourage women to attend school and engage in market or subsistence work, while suggesting strategies to improve the relationship of women with natal kin.     

Is social change fundable? NGOs and theories and practices of social change

Northern NGOs have come under critical scrutiny since the 1990s, often with negative conclusions as organisations which had supported radical social change in the 1970s and 1980s have since turned themselves into a professionalised and bureaucratic aid sector. The article focuses on the Northern NGOs that purport to fund progressive social change and which encourage beneficiaries to question market and political power, and on the NGOs to which they channel funds in Latin America. After examining various types of critique, the article asks whether it is not only dangerous in practice to fund social change but also misguided in principle, or whether there remain ways to use resources to enhance the capacity of local change agents to make the choices that they deem appropriate. It concludes that much depends on the theory and practice of social change that underpin the resource transfer, particularly in relation to the transformation of power (as opposed to ‘empowerment’), to social activism, and to the robustness of efforts within NGOs to resist or modify bureaucratic imperatives from back-donors.     

Challenges for Effective Counterterrorism Communication: Practitioner Insights and Policy Implications for Preventing Radicalization,Disrupting Attack Planning,and Mitigating Terrorist Attacks

Growing concerns about small-scale, low sophistication terrorist attacks, and the difficulties they present for security services, make public coproduction of security increasingly necessary. Communication to ensure that the public(s) is aware of the role they can play will be central to this. This article, based on interviews with thirty expert practitioners, explores challenges associated with communication designed to prevent radicalization, interdict attack planning and mitigate the impacts of a terrorist attack in the United Kingdom and Denmark. The interplay between these challenges and the contemporary terrorist context are analyzed, highlighting that new, or adapted, communications and approaches may be necessary.
