The article investigates the impact of local policies on human development indicators in Brazilian municipalities. This is an attempt to investigate the role of the legislative branch in reducing inequality and poverty through budget amendments, usually seen in derogatory form as pork barrel politics. We assess the effect of pork on municipalities using up‐to‐date policy evaluation techniques. Brazil is a case of extreme inequality and an active legislative branch in disbursing monies. The data set contains over 60,000 observations from all 5,500+ Brazilian municipalities for over a decade. We use matching and longitudinal data analysis techniques, treating pork as exogenous shocks, mapping how its effect reverberates on social and economic indicators in succeeding years. The results indicate a positive impact of such policies in improving local level development. However, these results are not sustainable over time, thus suggesting inclusion with a dissipative profile. 相似文献

This article analyses the agenda of the World Bank after the Washington Consensus, arguing that it became more encompassing, politicised and intrusive. This agenda expanded and recycled itself since, in addition to liberalisation, privatisation and macroeconomic adjustment, it also advocated the wide-ranging reconstruction of the economy, the relationship between society and nature, the state, civil society and visions of the world and social practices from a neoliberal perspective. It is argued that the fight against poverty was incorporated by the institution, which functioned as an auxiliary mechanism for this liberalisation. The importance of the incorporation of New Institutional Economics for this expansion and recycling is highlighted. 相似文献

Allele frequency distributions and population data for 12 Y-chromosomal short tandem repeats (STRs) included in the PowerPlex®Y Systems (Promega) were obtained for a sample of 200 healthy unrelated males living in São Paulo State (Southeast of Brazil). A total of 192 haplotypes were identified, of which 184 were unique and 8 were found in 2 individuals. The average gene diversity of the 12 Y-STR was 0.6746 and the haplotype diversity was 0.9996. Pairwise analysis confirmed that our population is more similar with the Italy, North Portugal and Spain, being more distant of the Japan. 相似文献

Framed by the Belief in a Just World theory (BJW; Lerner, M. J. (1980). Belief in a just world: A fundamental delusion. New York: Plenum Publishing Corporation), this article presents two studies that analyze people’s reactions to the suffering
of victims belonging to an ingroup and an outgroup. In Study 1, participants viewed a videotaped film containing the victimization
story. The victim was presented as a non-categorized, ingroup or outgroup (Gypsy) victim. Threat to BJW was measured using
the modified Stroop task developed by Hafer (J Pers Soc Psychol 79:165–173, 2000). In the second study, a non-victimization story was introduced and a 2 (victim, non-victim) × 2 (ingroup, outgroup) between-subjects
design was used. Both studies show that the ingroup victim is more threatening to the BJW than the outgroup victim. The expected
secondary victimization of the ingroup victim was only obtained in the second study when a non-obtrusive derogation measure
was used.

The Karimojong, an African group from the Karamoja region of Northeast Uganda, were genetically analysed using a decaplex system for X chromosome short tandem repeats (X-STRs). A total of 255 individuals (117 males and 138 females) were genotyped for the following loci: DXS8378, DXS9898, DXS7133, GATA31E08, GATA172D05, DXS7423, DXS6809, DXS7132, DXS9902 and DXS6789. Allele frequencies and parameters for forensic evaluation were calculated for each STR. No association was found between any pairs of loci studied. DXS6789 was the most polymorphic marker in this sample, followed by DXS6809, with gene diversities of 84.79% and 83.94%, respectively. The less discriminating locus observed was DXS7133, with a gene diversity of 39.79%. High overall values of power of discrimination were obtained for female (1 in 1.8 × 1010) and male samples (1 in 1.6 × 106), as well as high power of exclusion in father/mother/daughter trios (99.9997%), in father daughter duos (99.9862%) and in half sisters with same father (99.0331%). This article presents a novel way to explain managerial collapse in criminal justice agencies by analyzing traditional organizational perspectives. While recognizing the advances of human relations and contingency management theories, most criminal justice agencies in the twenty-first century remain hierarchical Weberian organizations characterized by mechanistic and formalistic operations, with specialized tasks and division of labor that create a narrow range of duties. Along with Weber, Fayol, and more recently, DiIulio and Wilson have argued that managerial quality determines organizational performance. This article extends that focus by using the theoretical perspective called managerial disorganization and administrative breakdown, hypothesizing that management is responsible for well-functioning and/or dysfunctional organizations. Through a series of examples from case studies where criminal justice agencies have failed, the article concludes that agencies experiencing administrative breakdown and managerial disorganization are not implementing their basic mission and inappropriately utilizing the organizational principles of division of labor, unity of command, span of control, accountability, hierarchy of authority, and communication. 相似文献

The fact checking field has grown tremendously in the past decade, as has academic interest in the practice, with dozens of studies testing the effectiveness of corrections. However, research on fact checking is not yet optimised to help fact checkers address the global challenges of mis- and disinformation. In this paper, we review the literature on fact checking’s effects and identify two key gaps. First, we discuss the limited diversity and external validity of existing studies, which have overwhelmingly been conducted in Western countries and under artificial, experimental conditions. Second, we argue that research has narrowly focussed on the short-term, corrective effects of individual fact checks, largely ignoring the multiple ways fact checkers conceive of their impact. Thus, research has overlooked the cultural and systemic changes that fact checkers pursue. We conclude by highlighting opportunities for further research and for improving communication between academics and fact checkers. 相似文献

Most emerging or re‐emerging infections are vector‐borne or zoonotic and can be disseminated worldwide by infected humans or animals. They are a major public health problem and cause a great impact on economy. Zoonotic outbreaks began to be characterized in the 90s, after the creation of Europol and the FBI. Such investigations are carried by forensic pathologists and other specialists to determine whether an outbreak is natural or deliberate. This review will discuss ten zoonotic outbreaks nonrelated to wars focusing on forensic management. In conclusion, some points should be highlighted in the management of a zoonotic outbreak: (i) its diagnosis and detection by forensic pathologists and the coordination of efforts between other specialists are key factors; (ii) communication guidelines and an efficient healthcare system are crucial for any emergency response; (iii) biosafety of all specialists involved must be guaranteed. 相似文献
