Organisations involved in delivering international democracy assistance are engaging increasingly with questions about how to assess their activities. A double shift in the terms of reference, from the ex post evaluation of assistance projects or programmes to ex ante appraisal of the broader democracy promotion strategies, could make democracy promotion more effective. This does not mean abandoning the former; on the contrary its status would be enhanced. Improving the chain of learning that leads from assistance evaluations to the formulation of promotion strategies could improve decision-making over how and whether to promote democracy abroad. Because strategies for democracy promotion are constitutive of the political relationship with countries, different strategies have different implications for the possibilities of political self-determination. For that reason and because democratisation and hence effective democracy promotion may be beneficial for human development, international peace and national security, strategies that reflect informed appraisal would be an improvement on a defective status quo. The challenges include: more systematic data gathering; innovative ways of comparing the various democracy promotion options; and institutional changes that connect the research findings to the high politics of policy-making.  相似文献

The salience of judicial appointments in contemporary American politics has precipitated a surge of scholarly interest in the dynamics of advice and consent in the U.S. Senate. In this article, we compare alternative pivotal politics models of the judicial nominations process, each capturing a different set of potential veto players in the Senate. We use these spatial models to guide empirical analysis of rejection patterns in confirmation contests for the lower federal courts. Using data on the outcomes of all nominations to the U.S. Courts of Appeals and the U.S. District Courts between 1975 and 2006, we show that models incorporating the preferences of the majority party median and the filibuster pivots best account for confirmation patterns we observe at the appellate and trial court levels, while advice and consent for trial courts has more recently been influenced by home-state senators.  相似文献

Research into e-government is relatively new. Nevertheless, much contemporary thinking and writing about e-government is driven by normative models that appeared less than a decade ago. The authors present empirical evidence from three surveys of local e-government in the United States to test whether these models are accurate or useful for understanding the actual development of e-government. They find that local e-government is mainly informational, with a few transactions but virtually no indication of the high-level functions predicted in the models. Thus, the models do not accurately describe or predict the development of e-government, at least among American local governments. These models, though intellectually interesting, are purely speculative, having been developed without linkage to the literature about information technology and government. The authors offer grounded observations about e-government that will useful to scholars and practitioners alike.  相似文献

Using panel data for 143 countries over the period 1973–2002, this paper empirically analyzes the influence of US aid on voting patterns in the UN General Assembly. We use disaggregated aid data to account for the fact that various forms of aid may differ in their ability to induce political support by recipients. We obtain strong evidence that US aid buys voting compliance in the Assembly. More specifically, our results suggest that general budget support and grants are the major aid categories by which recipients have been induced to vote in line with the United States. When replicating the analysis for other G7 donors, no comparable patterns emerge.  相似文献

The environmental Kuznets curve (EKC) hypothesis conjectures a nonlinear relationship between pollution and economic growth, such that pollution per capita initially increases as countries economically develop, but then reaches a maximum point before ultimately declining. Much of the EKC literature has focused on testing this basic hypothesis and, in studies that find evidence of an EKC, estimating the “turning point” level of development at which the per capita pollution‐growth relationship changes sign. This approach has not emphasized the policy relevance of specification issues or the potential role of policy variables. This research explores a modified EKC specification which conditions the pollution‐growth relationship on a country's level of debt and degree of democratization. These variables turn out to be significant, implying that different political and economic contexts can shift EKCs and their turning points. These findings suggest that policies to relieve debt burdens and institute political reform, in addition to their usual justifications, also could be used as a strategy to reduce carbon emissions from developing countries. © 2008 by the Association for Public Policy Analysis and Management.  相似文献
