The viability of the thesis that liberalization and democracy foster peace, security and development is at stake. The main critique is that more liberties and elections lead to more conflict and abuses of power. There are three principal responses to this critique. The liberal argument calls for improving the democratic institutions; the institutions first thesis prioritizes strengthening the rule of law and state capacity over democracy; whilst the transformation argument proposes using fledgling democracy to foster gradually more favourable relations of power and popular capacity towards more substantial democracy. This article analyses the relevance of these theses to the remarkable dynamics of peace-building in Aceh, from the introduction of Indonesian democracy in 1998, the impact of the tsunami in 2004 and the Helsinki peace agreement in 2005 to the general elections in 2009. The study concludes that the liberal argument is congruous with the democratic opportunities for peace, while the institutions first and the transformation arguments give prominence to the dynamics that made peace-building possible but also difficult. While the institutions first argument responds to these difficulties by resorting to power sharing, the transformation thesis proposes more citizen participation coupled with interest and issue group representation.  相似文献

This article demonstrates how democracy and peace-building can interlink at the micro-level, as demobilisation, disarmament and reintegration (DDR) programmes feed into democratisation via their rarely studied political impact among individual ex-combatants. Using the reintegration experiences of ex-combatants in Liberia and the literature on policy feedback, this article demonstrates the varying impacts of current peace-building on the politics of ex-combatants, and develops a framework to analyse this relationship further in other cases. This theoretical framework offers a tool to grapple with and make sense of the political consequences of DDR, thereby clarifying how reintegration programmes structure and condition the ex-combatants' continued political voice. In particular, it is suggested that reintegration programmes influence the politics of ex-combatants either through resources obtained in the programmes, enabling access to politics in a different way, or through their institutional design and procedural traits, offering cognitive cues that either emphasise democratic norms or promote conflict in politics at large.  相似文献

This article investigates the responsive and purposive consequences of overpayment by studying changes in job satisfaction and absenteeism over time. Overpayment is defined as the positive deviation from the net earnings subjectively considered being fair. Two theoretical approaches are tested providing differing predictions: The self-interest model predicts that any increase in earnings always increases individual job satisfaction and that no changes arise in the number of days absent. The justice model predicts that overpayment reduces individual job satisfaction, and that absenteeism decreases in the period that follows. These predictions are tested with longitudinal data from a large-scale survey by means of fixed-effects regression analysis. The results show that increases in pay that are perceived as overpayment decrease job satisfaction and reduce absenteeism in the subsequent period.  相似文献

Increasing evidence indicates that children are at risk of homicide in the context of domestic violence. Using a retrospective case analysis of 84 domestic homicide cases, this study sought to identify the unique factors that place a child at risk of homicide. Three groups of domestic homicide cases in which there were no children in the home (No Child in the Home, n?=?44), a child was targeted (Child Target, n?=?13), and a child was present, but not targeted (No Child Target, n?=?27) were compared. Overall, there were no significant differences amongst cases involving children (targeted or not) on major factors except for the higher number of agencies involved with couples with children. Few cases had risk assessment or safety plans completed. Despite the study limitations, the findings speak to the need for professionals to assess child risk and include children in safety planning in all cases of domestic violence.  相似文献

Sino–Russian relations have swayed considerably in the second millennium. During the Yeltsin era, China–Russia relations were still strong, but this changed abruptly after Putin's accession to the presidency in 2000 and his initial pro-Western adventures. This was, in no small part, due to Russia's involvement in the war on terror, together with Russia's complicity in a US military presence in Central Asia which did not go down well in Beijing. Putin's domestic constituency found his swing into Washington's fold equally awkward, which created no small amount of criticism in Russia. Convinced that things could not get much worse, Putin's acceptance of NATO's expansion into the Baltics, his approval of US withdrawal from the ABM-treaty, and his quiet consent for an American military presence in Georgia raised additional fears in the Duma, within Russian public opinion, and to some extent among the Chinese. This was perceived as a direct surrender to American superiority and aggression, and it would not last for long.  相似文献

The year 2012 was the 30th anniversary of William H. Riker’s modern classic Liberalism against populism (1982) and is marked by the present special issue. In this introduction, we seek to identify some core elements and evaluate the current status of the Rikerian research program and its empirical applications. Special attention is given to three phenomena and their possible empirical manifestations: The instability of social choice in the form of (1) the possibility of majority cycles, (2) the non-robustness of social choices given alternative voting methods, and (3) the possibility of various forms of manipulation of the decisions (heresthetics). The presence of heterogeneity in treatment effects can create problems for researchers employing a narrow experimental pool in their research. In particular it is often questioned whether the results of a particular experiment can be extrapolated outside the specific location of the study. In this article, we use a population-based field experiment in order to test the extent to which treatment effects for impersonal mobilisation techniques (direct mail and telephone) are sensitive to where they are carried out (geography) and the context of the election in which they were conducted. We find that on the whole it does not much matter where an experiment is conducted: the treatment effects are to all intents and purposes geographically uniform. This has important implications for the external validity of get-out-the-vote field studies more generally, especially where single locations are used. However, there is one important exception to this: experiments carried out in high turnout locations at high salience elections may show larger effects than those carried out in low turnout areas.  相似文献

The United Kingdom is often considered a leader in multiculturalism. However, recent statements by British politicians, community leaders, and academics question the multiculturalist direction in policymaking. This article reports interviews about multiculturalism, national identity, social cohesion, and future policy directions with leading figures in the debate, including Home Affairs Select Committee members, authors of major reports, experts, researchers, and academics. The attitudes expressed when discussing overall policy directions in most cases indicate disquiet at the assumed segregative effects of current policies. However, when specific issues (sharia law, faith schooling, dress codes including veiling, dietary practices, political representation) are considered, most interviewees express a concern to accommodate differences in cultural and traditional standpoints through dialogue. We conclude that multiculturalism in Britain is not “dead,” as some have argued. Instead it is developing in a more pragmatic direction that emphasizes the importance of interaction and accommodation rather than top‐down interventions.  相似文献
