Toward a republic of Taiwan or republic of China: a hypothetical analysis

Two Taiwanese republics have been mentioned in this paper, namely, the Republic of Taiwan (ROT) and the Republic of Taiwan (ROT). The ROT briefly existed in 1895, and the ROT is yet to be created. Two Chinese republics have also been discussed, the Republic of China (ROC), which was created by Dr. Sun Yat‐sen in 1912, and the Republic of China (ROC) or Zhonghuagongheguo, which may be created by the Chinese Communists with the blessings of Deng Xiaoping. If Beijing, indeed, changes its national title from the People's Republic of China (PRC) to the ROC, Taipei's formal ties with other capitals may have to come to an abrupt end. Such a move will also shatter the hope of those Taiwan independists in creating a new country in Taiwan or frustrate those who are for the Taiwanization of the ROC. However, it will also mean the “end” of Communism in China, if one does not believe in Marxist Utopia.     

Many Borders to Cross: Is Immigration the Exclusive Responsibility of the Federal Government?

In a period when many policymakers in Washington are attemptingto push an unprecedented number of programs and functions backto state and local jurisdictions, immigration stands out asa policy area that is universally regarded as the exclusivedomain of the federal government. This article challenges thispervasive understanding of policies toward legal as well asillegal immigrants. It does so by examining the historical evolutionof state-federal responsibilities in this area and then by scrutinizingcontemporary evidence of state and local efforts to influenceimmigration flows. Finally, the unique political dynamics ofimmigration will be explored to explain why—in the faceof so much evidence to the contrary—this one-sided viewof state-federal responsibilities persists in this increasinglyvolatile policy domain.     

Turning around local economies: Managerial strategies and community assets

Nontraditional “invisible” sources of growth are identified through a case study of a diversified industrial region in Massachusetts. Firm-specific managerial strategies are found to be an important element in the determination of economic growth. Customized and hybrid firms characterize major departures from the product-cycle model in which product specialization and service specialization attached to traditional products allow them to avoid productcycle maturity. The interaction of these business strategies with invisible community factors such as labor force quality and the labor-management environment significantly influences local economic growth. These findings indicate the importance of targeting development efforts at the firm as opposed to the industry level and the need to better utilize local invisible factors as a basis for boosting local economic growth.

Retrospective voting: An experimental study

This essay reports on some experiments designed to study two candidate electoral competition when voters are ‘retrospective’ voters. The experiments consist of a sequence of elections in which subjects play the part of both voters and candidates. In each election the incumbent adopts a policy position in a one-dimensional policy space, and voters are paid (on the basis of single peaked utility function over that space) for the position adopted by the incumbent. Neither voters nor candidates are informed of the voter utility functions, and the only information received by the voter is the payoff he has received from the present and previous incumbent administrations. Despite the severely limited information of candidates and voters, we find that, generally, candidates converge toward the median voter ideal point.     

A general constitutional possibility theorem

Arrow's Impossibility Theorem shows that there exist no transitive social preferences in nonoligarchic societies for all possible profiles of individual preference orderings. Similarly, a generalization of Sen's Theorem of the Impossibility of a Paretian Liberal implies under the same conditions that non-Pareto-optimal outcomes may be present in the resulting cyclical preference relations. This essay changes the customary perspective. It demonstrates that, for any profile of individual preferences, we can always find a nonoligarchic assignment of rights to different subsets of society, to decide between pairs of outcomes, together with adequate decision rules, which escapes these problems. This assignment of rights can be a purely liberal one even for each profile, but not one in which everybody participates in all decisions and which uses simple or qualified-majority voting (Total Direct Democracy). The adequate purely liberal constitution, on the other hand, may imply an oligarchy if too few outcomes are present.
