Although research has documented the majority of homelessness experienced by individuals and families in the US to be transitional rather than chronic, the mechanisms by which some families successfully escape homelessness while other do not remains relatively unclear. To provide more information to this area of inquiry, this study analyzed the transitional nature of homelessness for a sample of families with school-aged children who were homeless under the McKinney-Vento definition. By conducting a survey with over 1000 homeless families with children enrolled in two public school systems in Central Florida, we find that over a quarter of families exit homelessness in less than six months. We compare these families to those that remained homeless to examine the potential importance of demographic differences and other potential barriers to securing housing. Many of the commonly assumed barriers were not significant predictors of continued homelessness; the most salient difference between the groups was income underscoring the importance of employment opportunities for families to allow them to exit homelessness. 相似文献

The main threat to continued American leadership abroad is social problems at home. These include poverty and the decline of the working class, both of them caused initially by falling levels of work and marriage. Policymakers have traditionally tried to counter these trends by changing social benefits and incentives, but the problems are really cultural, reflecting a decline in individualism. The best answer is more structured schools and social programs that promote the disciplines essential to a free society, especially working. We develop a model of leadership in which an informed leader has some degree of coercive influence over her followers (agents). Agents benefit from coordination but face two distinct challenges: dispersed information and heterogeneous preferences. The leader's coercive power facilitates coordination by weakening the effect presented by both of these challenges through “binding” agents to a strategically chosen policy. The leader's policy choice becomes more informative to the agents about the leader's privately held information as her coercive capacity increases. By adjusting her policy choice in response to available private and public information, the coercive leader achieves her preferred average of agents' actions, and in so doing, neutralizes the possibly deleterious coordinating influence of public information. We develop implications of our analysis for understanding autocratic leadership in different political and organizational contexts. 相似文献

Opportunistic electoral fiscal policy cycle theory suggests that all subnational officials will raise fiscal spending during elections. Ideological partisan fiscal policy cycle theory suggests that only left‐leaning governments will raise election year fiscal spending, with right‐leaning parties choosing the reverse. This article assesses which of these competing logics applies to debt policy choices. Cross‐sectional time‐series analysis of yearly loan acquisition across Mexican municipalities—on statistically matched municipal subsamples to balance creditworthiness across left‐ and right‐leaning governments—shows that all parties engage in electoral policy cycles but not in the way originally thought. It also shows that different parties favored different types of loans, although not always according to partisan predictions. Both electoral and partisan logics thus shape debt policy decisions—in contrast to fiscal policy where these logics are mutually exclusive—because debt policy involves decisions on multiple dimensions, about the total and type of loans. 相似文献

Portrayals of China's bureaucratic behavior tend to emphasize either streamlined central control via top‐down directives emanating from a Leninist system, or a highly fragmented organization characterized by continuous horizontal bargaining. While both views have merit, they miss important but little‐recognized dynamics of Chinese bureaucratic behavior. Examination of the 30‐year evolution of a single organization, China's 863 Program, allows us a unique look inside the “black box” of decision making. First, we highlight a largely unrecognized mechanism of top‐down control: a signal‐response process that fosters substantial uncertainty for officials in the system. Second, our case highlights a circumstance in which reformers made radical moves—deployed as a “band‐aid” layer of rational‐instrumentalism—to meet a perceived external security threat. These moves demonstrate efforts to incorporate Weberian norms, and suggest sources of dynamism and learning in a “hybrid adaptive” bureaucracy. 相似文献

Responding to recent articles in Governance highlighting the need for improved measurement of bureaucratic characteristics, this article describes efforts to map Brazil's federal agencies on three dimensions—capacity, autonomy, and partisan dominance—derived from data on more than 326,000 civil servants. The article provides a “proof of concept” about the utility of agency‐level measures of these variables, demonstrating how they relate to an output common to all agencies: corruption. The article provides a first step in the direction of building a comparative research program that offers objective evaluation of bureaucracies within nation‐states, with the intent of better disentangling their impact on governance outcomes. 相似文献

The Economic Stimulus Act of 2008 dramatically but temporarily increased the mortgage loan amount eligible for insurance through the Federal Housing Administration (FHA). We use the implementation and expiration of these loan limits as a source of exogenous variation in the availability of FHA insurance to measure the impact on the overall mortgage market and conventional lending. We find that the introduction of higher loan limits increased the number of loan originations, but that the expiration of those loan limits roughly 6 years later did not significantly decrease affected loan originations. The substitution between loan products and small net impact on the overall mortgage market when the ESA loan limits expired may be explained by the return of a stronger conventional lending industry than existed during the housing crisis. 相似文献

After the 2008 global financial crisis, both the United States and the United Kingdom introduced austerity policies targeted at particular elements of their national budgets. The purpose of this article is to compare the nature of this retrenchment; the similarities and differences in how it was implemented; and its initial impacts on one of the expenditure areas particularly affected: affordable rental housing programs and housing support for low-income households. Using a wide range of data sources, we find evidence of political and fiscal policy analogies in the timing and forms of the initial policy choices and how these were modified in the face of economic and political pressures. There are considerable similarities both in the instruments used to reduce housing expenditures and in the early impacts on support mechanisms and recipients. However, we find different histories and trajectories of support between the two countries that suggest that the longer term differences in outcomes may be more important. 相似文献
