Implementing e‐government in the contemporary American state is challenging. E‐government places high technical demands on agencies and citizens in an environment of budget austerity and political polarization. Governments developing e‐government policies often mobilize frontline workers—also termed “street‐level bureaucrats”—to help citizens gain access to services. However, we know little about how frontline workers cope in these challenging circumstances. This article fills this gap by examining frontline workers implementing the Patient Protection and Affordable Care Act. Based on a qualitative analysis, the authors find that frontline workers “move toward clients” when coping with stress: they bend the rules, work overtime, and collaborate in order to help clients. They are less inclined to “move away” or “move against” clients, for instance, through rigid rule following and rationing. In other words, frontline workers try to serve clients, even “when the server crashes.” Frontline workers, then, can play a vital role in the successful implementation of e‐government policies.  相似文献

This article, part of a larger work in progress, uses archives, key secondary sources, and oral histories from participants in the 1970 United States postal wildcat strike for better pay and working conditions to argue that this was a monumental event both unique and representative of the times. It was a rank-and-file effort that began in New York City – with a history of labor militancy – and rapidly spread across the country. The strike defied federal statute outlawing federal employee strikes, and also union leaders who opposed striking. A spike in 1960s hiring of blacks, veterans, women, and young people, combined with established labor unity tradition, a nationwide workplace and long-simmering frustrations produced the strike. But its dual character (both spontaneous and organized by local union officials and activists) allowed it to grow and maintain for eight days with no central coordination. Besides winning a living wage, the strike triggered the transformation of the US Post Office Department into the US Postal Service (USPS) with full collective bargaining rights for postal unions representing its employees. Moreover, it brought rank-and-file politics into postal unions while contributing to the increased strength of postal unions, public union organizing, and the labor movement in general.  相似文献

Land grab appears to be a phenomenal expression of deepening contradictions in the corporate food regime. In particular, the end of cheap food (signaled in the 2008 ‘food crisis’) has generated renewed interest in agriculture for development on the part of the development industry, matched by a rising interest in offshore land investments, driven by governments securing food and fuel exports and financiers speculating on commodity futures and land price inflation. This paper interprets these developments as illusory solutions to a fundamental accumulation crisis of the neoliberal project. While this new (and final?) enclosure registers a restructuring of the food regime, as its geopolitical relations and productive content re-centers on Southern land and an emergent bioeconomic imperative, it is likely to only buy time (and space) in the short run for political and economic elites and a global consuming class. In the longer run, the attempt to resolve food regime contradictions by a spatial fix may well be catastrophic.  相似文献

To fully understand the effects of factors that encourage rebellion, we must differentiate between the way such factors influence mass decisions to join an ongoing rebellion and the way they influence the level of concessions offered by the government. We analyze a three-player bargaining model that allows us to do so. Our results indicate that governments tolerate a greater risk of conflict with their chosen concessions when any conflict that does occur is likely to take the form of a limited, rather than popular, rebellion. We demonstrate that rebellions are more likely to be popular when the general populace is relatively dissatisfied with the status quo and when the government is relatively incapable of putting down rebellions. Widespread poverty and low state capacity might therefore be associated with a lower likelihood of conflict, but a greater probability that the general populace will participate in any conflict that does occur.  相似文献
