A New Way to Compare Horizontal Connections of Policy Sectors: “Coupling” of Actors,Institutions and Policies

This paper proposes an innovative framework to compare the coordination of policy sectors in an encompassing way. Building on recent contributions to the literature, this paper proposes a typology to analyze the coordination of policy sectors from a comparative perspective. To this end, the paper adapts Karl Weick’s concept of coupling to the comparative analysis of public policies, particularly to horizontal relations of policy sectors. The paper argues that it is possible to distinguish four forms of sectoral coupling: tight coupling, loose coupling, de-coupling and non-coupling. In order to demonstrate the usefulness of this typology for empirical research, the paper applies coupling to analyze the relations of the healthcare and public health sectors. To conclude, the paper discusses the possibilities and limits of the typology, and suggests other examples the approach could be transferred to.

Die Metamorphosen der AfD-Wählerschaft: Von einer euroskeptischen Protestpartei zu einer (r)echten Alternative?

Within a very short time the German party “Alternative für Deutschland” (AfD) was able to position itself as a representative of neglected groups and taboo issues. At the occasion of the federal election 2017, the party received more than ten percent of the votes and is now represented in the German Bundestag. However, it still remains unclear if the AfD will establish itself in the German party landscape in the long-run. Until today, the development of the AfD is marked by continuous quarrels about political positions and leaders. These conflicts and the associated changes may have an important impact on the party’s prospect of establishment. Of particular interest is whether the AfD already has a loyal electorate or the party is primarily elected by volatile voter segments motivated by protest and anti-party-sentiments. Applying a longitudinal perspective the article outlines that the party’s success depends heavily on volatile voter segments. However, a certain increase of loyal voters has also been observed – albeit on a low level.     

Integration,functional differentiation and problem‐solving in multilevel governance

The European Union (EU) is currently facing unprecedented challenges to its problem‐solving capacity, such as those represented by pressing transnational crises and by bottom‐up criticisms towards the European integration process. Moreover, the EU is said to compensate its weak input legitimacy with an enhanced problem‐solving capacity. However, the notion of problem‐solving itself has remained remarkably vague in the multilevel governance (MLG) literature. This symposium analyses problem‐solving in different MLG settings. In this introduction, we identify procedural and operational notions of problem‐solving in MLG, and present a structural framework to guide the comparative analyses of multilevel systems along the dimensions of political integration, functional differentiation and decentralization. The contributions to the symposium illustrate how structural elements of different multilevel systems shape both the policy‐making process and the politics of problem‐solving within these systems. In doing so, they pave the way for further comparative research.     

A Resilience Approach to Transitional Justice?

ABSTRACT

Transitional justice, which is typically part of a liberal peacebuilding strategy, often seems distant, ineffective or even counter-productive. The concept of resilience, to which transitional justice discourses and scholarship have remained relatively indifferent, appears useful to explore justice initiatives in conflict or post-conflict situations. This article argues that much can be gained from better understanding the relevance of – and significant risks associated with – resilience thinking in this context. Through a critical approach to resilience, and embedded within a legal-pluralist framework, it examines some of the ways of dealing with political violence, with a particular focus on the Central African Republic.     

“The Right to Self-determination”: Right and Laws Between Means of Oppression and Means of Liberation in the Discourse of the Indigenous Movement of Ecuador

The 1970s and 1980s meant an ethnic politicization of the indigenous movement in Ecuador, until this moment defined largely as a class-based movement of indigenous peasants. The indigenous organizations started to conceptualize indigenous peoples as nationalities with their own economic, social, cultural and legal structures and therefore with the right to autonomy and self-determination. Based on this conceptualization, the movement developed demands for a pluralist reform of state and society in order to install a plurinational state with wide degrees of autonomy and participation for indigenous nationalities. A part of those demands was the double strategy to fight for legal pluralism while already installing it at the local level. Even if some degrees of legal pluralism have been recognized in Ecuador since the mid-1990s, in practice, the local de facto practice prevails until today. Another central part of the demand for plurinationality is the representation of indigenous peoples in the legislative organs of the state, developing since their first appearance in the 1940s in a complex way. This article will analyze the development of right-based demands within the discourse of the indigenous movement in Ecuador, the visions of the implied state-reform and the organizational and political background and implication they have. Based on an analysis of the central texts of the indigenous organizations, conceptualizations of rights and laws and their appropriation within an autonomist discourse and a local practice will be highlighted.
