Chinese university patenting has gained importance in recent years. Using a comprehensive dataset of university patents by 155 leading Chinese universities from 1991 to 2009, our study pursues two objectives: First, we analyze the quantity and quality of patents filed by leading Chinese universities. Second, we analyze the role of subsidy programs with regard to university patenting in China. With regard to the first objective, our results show that university patents witnessed rapid growth in terms of quantity while patent quality did not increase to a similar degree. Regarding the second objective, we find that a subsidy program to promote research excellence at selected universities is a significant driver of patent quantity and quality. In contrast, a subsidy program that decreases the costs of patent applications seems to enhance patent quantity but not patent quality. We conclude that innovation policies which aim to stimulate patents of higher quality should focus primarily on increasing university R&D, and to a lesser extent on decreasing the costs of university patenting.  相似文献

IntroductionVole captive bolt devices are powder actuated spring guns that are used as a pest control mean. After having triggered the explosion of the blank cartridge by touching a metal ring around the muzzle, the vole is killed by the massive propulsion of the gas jet. Improper use and recklessness while handling these devices may cause severe injuries with the hand of the operator at particular risk. Currently, there are no experimental investigations on the ballistic background of these devices.MethodsAn experimental test set-up was designed for measurement of the firing pressure and the dynamic force of the gas jet of a vole captive bolt device. Therefore, a vole captive bolt device was prepared with a pressure take-off channel and a piezoelectric transducer for measurement of the firing pressure. For measurement of the dynamic impact force of the gas jet an annular quartz force sensor was installed on a test bench. Each three simultaneous measurements of the cartridges’ firing pressure and the dynamic force of the blast wave were taken at various distances between muzzle and load washer.ResultsThe maximum gas pressure in the explosion chamber was up to 1100 bar. The shot development over time showed a typical gas pressure curve. Flow velocity of the gas jet was up to 2000 m/s. The maximum impact force of the gas jet at the target showed a strong inverse ratio to the muzzle's distance and was up to 11,500 N for the contact shot distance. Energy density of the gas jet for the close contact shot was far beyond the energy density required for skin penetration.ConclusionThe unique design features (short tube between cartridge mouth and muzzle and narrow diameter of the muzzle) of these gadgets are responsible for the high firing pressure, velocity and force of the gas jet. These findings explain the trauma mechanics of the extensive tissue damage observed in accidental shots of these devices.  相似文献

This article provides a first step towards a better theoretical and empirical knowledge of the emerging arena of transnational climate governance. The need for such a re-conceptualization emerges from the increasing relevance of non-state and transnational approaches towards climate change mitigation at a time when the intergovernmental negotiation process has to overcome substantial stalemate and the international arena becomes increasingly fragmented. Based on a brief discussion of the increasing trend towards transnationalization and functional segmentation of the global climate governance arena, we argue that a remapping of climate governance is necessary and needs to take into account different spheres of authority beyond the public and international. Hence, we provide a brief analysis of how the public/private divide has been conceptualized in Political Science and International Relations. Subsequently, we analyse the emerging transnational climate governance arena. Analytically, we distinguish between different manifestations of transnational climate governance on a continuum ranging from delegated and shared public–private authority to fully non-state and private responses to the climate problem. We suggest that our remapping exercise presented in this article can be a useful starting point for future research on the role and relevance of transnational approaches to the global climate crisis.

A 79-year-old man, who was in a helpless situation due to cardiac decompensation, suffered dog bite injuries on the left thigh and in the genital region while still alive. Two extensive soft-tissue defects with contused and bruised wound edges were surrounded by multiple slit-like skin lesions. The outer genitals were almost completely missing. Because of surgical emergency treatment, molecular biological investigations were no longer possible. Therefore, the cause of the bite injuries had to be determined solely on the basis of the documented morphology of the wounds.  相似文献

Levels of civic engagement are assumed to vary according to numerous social and psychological characteristics, but not much is known about online civic engagement. This study aimed to investigate differences and similarities in young people’s offline and online civic engagement and to clarify, based on Ajzen’s theory of planned behavior (TPB), associations between motivation for civic engagement, peer and parental norms, collective efficacy, and civic engagement. The sample consisted of 755 youth (native German, ethnic German Diaspora, and Turkish migrants) from two age groups (16–18 and 19–26; mean age 20.5 years; 52 % female). Results showed that ethnic group membership and age moderated the frequency of engagement behavior, with Turkish migrants taking part more than native Germans, who were followed by ethnic German Diaspora migrants. Analyses based on TPB showed good fit for a model relating intention for offline and online civic engagement to motivation for civic engagement, peer and parental norms, and collective efficacy. Ethnic group moderated the findings for offline civic engagement and questioned the universality of some model parameters (e.g., peer and parental norms). This study showed the utility of the TPB framework for studying civic engagement but also reveals that the predictive utility of peer and parental norms seems to vary depending on the group and the behavior under study. This study highlights the importance of including minority samples in the study of civic engagement in order to identify between-group similarities and differences.  相似文献

ABSTRACT

Transitional justice, which is typically part of a liberal peacebuilding strategy, often seems distant, ineffective or even counter-productive. The concept of resilience, to which transitional justice discourses and scholarship have remained relatively indifferent, appears useful to explore justice initiatives in conflict or post-conflict situations. This article argues that much can be gained from better understanding the relevance of – and significant risks associated with – resilience thinking in this context. Through a critical approach to resilience, and embedded within a legal-pluralist framework, it examines some of the ways of dealing with political violence, with a particular focus on the Central African Republic.  相似文献
