Pax Democratica: The Gospel According to St. Democracy

The thaw of the Cold War ended the chess game between the superpowers and seemingly gave new momentum to the revival and spread of liberal democracy and its corollary, capitalism. Just as missionaries once offered Christianity to "save" colonised peoples, democracy has become the new gospel promising "salvation". Both donor and recipient countries appeal to democracy, hoping that it will reverse decades of misfortune. Donor nations and multilateral financial institutions preach democratic governance. "Born again democratic" national leaders in the South who are intent on clinging to power attend to their sermons. None appear to have a genuine faith in democracy. While some nations and NGOs do give altruistically, most use foreign aid as another means of pursuing their national interest. Democracy is an elastic concept. Indeed it seems, at least at this point, that the new gospel of democracy is but a convenient tool used by different players for they own selfish reasons.     

The sabotage of patriarchy in colonial Rhodesia,rural african women's living legacy to their daughters

Evidence from a University of Zimbabwe oral history project suggests that many rural women in colonial Rhodesia played an active role in undermining patriarchal customs which they experienced as oppressive. These women defied family norms by choosing their own marriage partners, prioritizing the formal education of their daughters and finding ways to generate income to secure greater degrees of autonomy. This study compliments other research which depicts women's primary form of resistance to be moving from rural to urban areas, by showing what options some women exercised while remaining within rural society.     

Risk and the Outsourcing of Risk Management Services: The Case of Claims Management

Outsourcing of risk management activities is a well-established practice, involving a range of services from actuarial audits to loss control training to risk financing management to claims administration services. Surprisingly, little work has been done to examine the risks associated with outsourcing risk management activities. This article examines the outsourcing of claims management services by reviewing the research on outsourcing risks and by interviewing leading practitioners. In doing so, the authors draw some provisional observations about risks and risk costs associated with outsourcing claims management services—observations that seem generalizable to all risk management outsourcing.     

Accountability and Coercion: Is Justice Blind when It Runs for Office?

Through their power to sentence, trial judges exercise enormous authority in the criminal justice system. In 39 American states, these judges stand periodically for reelection. Do elections degrade their impartiality? We develop a dynamic theory of sentencing and electoral control. Judges discount the future value of retaining office relative to implementing preferred sentences. Voters are largely uninformed about judicial behavior, so even the outcome of a single publicized case can be decisive in their evaluations. Further, voters are more likely to perceive instances of underpunishment than overpunishment. Our theory predicts that elected judges will consequently become more punitive as standing for reelection approaches. Using sentencing data from 22,095 Pennsylvania criminal cases in the 1990s, we find strong evidence for this effect. Additional tests confirm the validity of our theory over alternatives. For the cases we examine, we attribute at least 1,818 to 2,705 years of incarceration to the electoral dynamic.     

Southeast Asia and cross‐strait relations: The policy of separation of politics and economics

During the periods of July‐August 1995 and mid‐March 1996, China initiated a series of missile tests and military exercises in the Taiwan Strait, and the mainland for many was considered responsible for the rising tensions across the Taiwan Strait. But, Southeast Asian countries held Taiwan responsible for stimulating the mainland's military actions because of the island's claim for independence. Why? There are three different theoretical arguments on this issue, i.e. those of political primacy, economic determinism, and the separation of politics and economics. This paper contends that the principle of separation of politics and economics is the policy that Southeast Asian countries pursue in developing their relations with the PRC and the ROC, i.e. maintaining official and full‐scale relations with the PRC, but keeping unofficial and economic links with Taiwan. Therefore, for Southeast Asian countries, the PRC's military exercises in the Taiwan Strait were a political and not an economic problem, and one between the mainland and Taiwan. This is the key factor in explaining attitudes in Southeast Asian nations toward the Taiwan Strait crisis.
