ABSTRACT

This article analyzes Chinese contributions to the Afro-Asian Writers’ Bureau’s efforts to reinvent World Literature from an anti-imperialist and anti-capitalist perspective. The Afro-Asian Writers’ Bureau was founded as a counter-narrative to Eurocentric conceptions of World Literature and universal culture. The AAWB’s vision was inspired by a Marxian understanding of worldliness. Relying on Chinese archival materials, this article shows how Chinese representatives to the AAWB, including Zhou Yang and Mao Dun, shifted from an explicitly Soviet, socialist-realist model for World Literature inspired by Maxim Gorky to a progressively independent, nationalist course in the wake of the Sino-Soviet split. The story of the AAWB is one of competing universal visions. The Chinese contributions to the AAWB are also reflected in China’s current expanding cultural influence and soft power in the Global South.  相似文献

The article reviews four recent economic books on efficiency in democracy. Special emphasis is given to two ambitious competing approaches: Mancur Olson's theory of encompassing interests and Donald Wittman's Myth of Democratic Failure . It is argued that the thesis that democracy should generally be presumed to be efficient is problematic in several respects. Sweeping conclusions are reached by virtue of a superficial application of economic analogies, which abstracts away many crucial characteristics of democratic politics, such as information imperfections, weak incentive structures, and collective action failures. The basic explanation for efficient outcomes may have more to do with the size of rulers' stakes in the economy than with voluntary Coasean bargaining.  相似文献

Strong institutional constraints and better-informed voters may lead re-election seeking incumbents to shift the use of political business cycle mechanisms away from monetary and fiscal policy towards other policy domains that are more easily manipulable, targetable, and timeable. We investigate teacher employment patterns at the state level in Germany and find strong evidence of cycling mechanisms, in the form of electioneering and honeymooning. Against a backdrop of a continuously shrinking total teachers’ pool, German state-level incumbents accelerate the hiring of new teachers during election periods and partly reverse this during politically safer points in the electoral cycle. Cycles are mediated by issue salience: heightened attention to German public schooling after the notorious PISA-2000 tests further strengthens the manipulation of new teacher hiring for electoral purposes.  相似文献

This article examines the effects of the structure of intermunicipal cooperatives (IMCs) on the perceived transaction costs and benefits of IMCs. Hypotheses based on a polycentric theory of regional governance are tested using data from Dutch municipalities. The findings are mixed. In line with polycentric theory, networks characterized by a multiplicity of territorial scales reduce IMC transaction costs. Contrary to polycentric theory, however, if IMCs are organized under a uniform legal regime, lower costs and higher benefits are reported. Structural factors that dominate the debate between polycentrism and monocentrism prove to be of limited importance. On the other hand, the results indicate support for the hypotheses that intermunicipal trust (as a cultural variable) contributes to perceptions of effective and efficient cooperation.  相似文献

Social scientists have the freedom to adopt different methodological approaches when researching development. This article illustrates how four common social scientific methodologies (positivism, social constructivism, action research, and normative political theory) differently conceptualise the effects of sustainability certification on Indonesian smallholder farmers. It shows that each approach results in different insights, offering a web of information to practitioners. Better understanding the different methodologies may help practitioners to take position in dilemmas, not in a linear process of knowledge accumulation, but in an iterative process of research consultation and practices.  相似文献

A ‘Behavioural Insights’ movement has emerged within governments. This movement infuses policymaking with behavioural scientific insights into the rationally bounded nature of human behaviour, hoping to make more effective and cost-efficient policies without being too obtrusive. Alongside sustained admirations of some, others see in Behavioural Insights the threatening revival of technocracy, and more particularly a ‘psychocracy’: a mode of public decision-making that wrongfully reduces the world of policymaking to a rational-instrumental and top-down affair dictated by psychological expertise. This article argues, however, that the claims of technocracy and psychocracy are overgeneralizations, emanating from a frontstage-focused debate that ignores a vast backwater of emerging behavioural policy practices. Grounded in four case studies on behavioural policymaking in Dutch governance, it will be demonstrated that at least part of this backwater is neither so technocratic nor so psychocratic as the critics claim.  相似文献

Does the increasing politicisation of Europe signify a step towards the legitimation of the Union? This could be the case if the increased public intensity of debate and polarisation of opinion brought about by politicisation do not fragment the audience and if arguments presented in public are sufficiently clear about the desired nature of the polity. To answer this question, the focus of this article is on dynamic contestation in the public sphere using original data of news platforms and political blogs in 12 EU Member States and transnational websites during the European Parliament election campaign of 2009. The results are, first, that diffuse eurosceptic evaluations dominate public debates despite large variation in the intensity of debate across Member States. Second, a majority of evaluations made, particularly those by citizens leaving comments online, are negative in all countries included in this study. A gap between elites and citizens persists, but it appears less pronounced than often proclaimed in the literature. And third, democracy is a primary concern in EU polity contestation, especially for those evaluating the EU negatively. Although little evidence is found of a fragmentation of audiences, the prominence of diffuse euroscepticism poses a major challenge to legitimation of the Union.  相似文献

Abstract

In South Africa the African moral philosophy ubuntuism is periodically raised as a framework for African normative media theory. At this stage, the ubuntu discourse cannot be described as a focused effort to develop a comprehensive theory on the basis of which media performance could be measured from ‘an African perspective’. It should rather be seen as an intellectual quest to rediscover and re-establish idealised values of traditional African culture(s) and traditional African communities. Yet, given South Africa's history of apartheid in which Christian nationalism was misused as a moral philosophy to mobilise a patriotic media in the service of volk (nationhood) and vaderland (fatherland), it is not too early to ask critical questions about ubuntuism as a possible framework for normative media theory. Such questioning is the purpose of this article. Against the background of postmodern and postcolonial perspectives on normative theory, questions related to the following are raised: the expediency of ubuntuism in the context of changed African cultural values, the distinctiveness of ubuntuism as an African moral philosophy, the vulnerability of moral philosophy to political misuse, ubuntuism in the context of the future of normative theory in a globalised world and changed media environment, and the implications of ubuntuism for journalism practice. It is concluded that ubuntuism may pose a threat to freedom of expression. Given the nature of contemporary South African society and its media system, the postmodern emphasis on diversity and pluralism as the cornerstone of future normative theory, is supported.  相似文献

Abstract

Globalisation is increasingly placing greater pressure on economies of countries to become competitive and to develop higher levels of skills. In order to compete effectively on a global level, education and development must be based on a good foundation. Although formal education in South Africa is presently reaching the majority of children between the ages of seven and fifteen years, actual educational attainment is low. According to the Third International Mathematics and Science Study, South African pupils performed poorly in Mathematics and Physical Science compared to other participating countries.

This low attainment could be addressed by stimulating a learning culture through the medium of telematics. There have been a number of such nationwide initiatives aimed at transforming the country into a 'knowledge-based society' through the use of ICTs. One such initiative is the University of Pretoria's 'TeleTuks' educational satellite broadcasts to schools.

This article concentrates on the benefits of tele-education for schools participating in TeleTuks as perceived by teachers and by learners. This study was also done to determine to what extent schools are able to participate in the various ICT-related options available; and what problems participating schools are experiencing. It was found that satellite TV is effective in supplementing classroom education by fostering an interactive learning culture, although it has not been utilised and implemented widely enough.  相似文献

Abstract

In this article the need to revisit South African normative media theory and communication policy against the background of fundamental audience research is emphasised. This is done in view of the postmodemist argument that ‘classic’ normative media theory is no longer suitable as a yardstick for the measurement of media performance, quality and ethics in postmodern societies, in a changing media landscape. Bearing in mind that South Africa cannot be fully characterised as a postmodernist and advanced capitalist society, but based on the nature of its First World media system functioning in a multi-cultural, multi-racial, multi-ethnic and multi-linguistic society, the tendency to see ubuntuism as a point of departure for such revision is questioned. This is done in favour of an approach in which difference and diversity are acknowledged, including the different roles the media can play and the different forms in which it can (and do) contribute to social responsibility. As far as policy research is concerned, it is emphasised that such research should be based on normative theory about the role of the media in South African society. If not, South African communication policy will continue to be fragmented and responsive to mainly technological developments and opportunities, instead of being based on communicative goals and needs. This article concludes by emphasising that both normative theory and policy should be based on fundamental audience research, which is argued to be neglected in South African communication research.  相似文献
