ABSTRACT This article follows aspects of the current debate on racism as embodied in the AIDS-HIV controversy. It discusses President Thabo Mbeki's AIDS letter to world leaders in terms of the religious reality it invokes and his reaction to opposition at home regarding his stance on the link between AIDS and HIV. His handling of opposition is analysed in terms of Emmanuel Levinas's concept of the Other and J Hillis Miller's concept of the law of the text. The article concludes that the debate on racism is still stifled by essentialist thinking on both sides of the racial spectrum, making it very difficult to transcend the situation. 相似文献

SUMMARY In the era of postcolonialism the idea of an ‘African mind’ is tempting. However, constructing a notion such as the decolonised mind is theoretically problematic, as ‘African’ thought is located within the Western discourses of modernity. In order to theorise ‘African’ thought in its positivity, it is necessary to move beyond the binary oppositions of coloniser: colonised and West:Africa, and thus outside the Western teleological discourses of modernity that provided the conditions for colonial expansion in the first place. This article argues that an approach which takes local culture seriously is possible in a theory of articulation. It is necessary to realise that ‘Africa’ itself is a political, economic and cultural construct, and that this construction is the effect of complex articulations of political, economic, cultural and other discourses and practices. This entails that the very enabling conditions of postcoloniality, and the application of the term, have to be examined. A cultural studies using a theory of articulation would look at the way in which ‘Africa’ and ‘African thought’ are mobilised within the conditions of global capitalism. 相似文献

Abstract This article aims to help communication practitioners know which cultural dimensions are associated with communication satisfaction. The meta-theoretical framework is the Excellence Theory of Public Relations and Communication Management (Dozier, Grunig and Grunig 1995, 35). The conceptual theoretical framework; cultural dimensions by Geert Hofstede (Hofstede and Hofstede 2005, 39) and communication satisfaction by Downs and Hazen (1977, 68) and Gray and Laidlaw (2004, 427) fit into the Excellence Theory of Public Relations and Communication Management. The research design was a quantitative survey with an online questionnaire as a data collection method distributed among a random sample. Validity was improved through pilot tests and the sampling technique. In terms of reliability this survey's scores sufficed as accurate and consistent, scoring above the acceptable score of 0.7 (Van Heerden 2001); 0.72 for national culture and 0.83 for communication satisfaction. Regression analysis was used to analyse the relationship between cultural dimensions (independent variables) and communication satisfaction (dependent variable). The findings clearly showed that national cultural dimensions have significant relationships with communication satisfaction. The implication was that internal communication practitioners could now be informed about the dynamics of the interaction between the cultural dimensions prevalent amongst South African employees and internal organisational communication satisfaction. 相似文献

This article examines Yugoslav national programs of ruling political elites and its concrete implementation in education policy in interwar Yugoslavia. It is argued that at the beginning of the period Yugoslavism was not inherently incompatible with or subordinate to Serbian, Croatian or to a lesser degree Slovenian national ideas. However, the concrete ways in which Yugoslavism was formulated and adopted by ruling elites discredited the Yugoslav national idea and resulted in increasing delineation and polarization in the continuum of national ideas available in Yugoslavia. Throughout the three consecutive periods of political rule under scrutiny, ruling elites failed to reach a wider consensus regarding the Yugoslav national idea or to create a framework within which a constructive elaboration of Yugoslav national identity could take place. By the end of the interwar period, the Yugoslav national idea had become linked exclusively to conservatism, centralism, authoritarianism and, for non-Serbian elites at least, Serbian hegemony. Other national ideas gained significance as ideas providing viable alternatives for the regime's Yugoslavism. 相似文献

The World Bank has played an important role in China's economic transformation since the late 1970s. China used the World Bank well and the Bank was responsive to China's needs. The Bank did not recommend early or comprehensive market liberalization or privatization, as it did in some other transition economies, but supported China's pragmatic—learning-by-doing—approach to economic reform. It pushed at the margin for critical institutional and policy reforms, presenting perspective based on international experience, while providing technical assistance in numerous areas, often through Bank-supported projects. As the Chinese gained expertise, confidence and access to international capital markets, the role of the Bank in China inevitably shrank. China now uses the Bank mainly for selective technical, institutional and conceptual innovations for development. China and the World Bank both gained from their interaction.

SUMMARY In this article the author argues that the ongoing process of redefining public broadcasting can be related to the nature of the technopological society of the late twentieth century and the existing postmodern condition. In this society the emphasis moved away from television as a cultural product to television as a consumer product or commodity. Based on Neil Postman's work he briefly discusses the nature of the technopological society and its influence on public communication. It is my aim in this article to engage with development and its promises at a time when many people are distancing themselves from the appalling reality of the development industry and the disastrous effects of its interventions. Rather than rejecting the notion of development, I contend that ‘engaging with development’ remains important in relating to Third World people's dreams and desires. In other words, people's desires for development must be taken seriously and its promises should not be forsaken. I elaborate on the political and ethical implications of the rejection of this notion of development and argue that, through the abandonment of the notion, the very ‘object’ of development is lost. In other words, the disavowal of development signifies the betrayal of its promise. To elaborate this position, I propose a Lacanian/Deleuzian perspective on development as a ‘desiring machine’—which produces endless desires—so as to explore the radical, constitutive disjunction between the ‘virtual’ world of the development machine and the ‘actual’ workings of development interventions. 相似文献

Abstract This article, which is based on a focused synthesis of a range of historical, political, policy, regulatory and other factors, proposes a normative policy model for community radio broadcasting in Zambia. It starts with a historical analysis of the factors that have influenced the development of community radio broadcasting in the country, particularly in the period before and after 1991. It is argued that community radio broadcasting in Zambia is largely reflective of the state-centric policy-making regime. This policy-making regime is itself a legacy of British colonialism. The policy proposal put forward in this article is informed by the assumptions of the group and organised anarchy models of policy-making and seeks to promote community radio broadcasting in terms of its vision, regulatory structures, funding, training, technology, production of local content and research. 相似文献

Abstract In this article it is argued that should the South African public service broadcaster, the South African Broadcasting Corporation (SABC), be expected to play a development and nation-building role in the South African society, as it is mandated to do, then policy makers should return to the basic principles underlying the philosophy of public service broadcasting. This needs to be done in a changed media environment characterised by privatisation, internationalisation and digitisation, all leading to increased competition and commercialisation. The argument is developed against the background of a discussion on (1) the reasons for the decline of public service broadcasting, (2) the ways in which public service broadcasters are responding, (3) an overview of the state of public service broadcasting in South Africa at the time of writing (April 2003), (4) a motivation for why South Africa needs a strong public service broadcaster and (5) what can be done to secure the future of public service broadcasting in South Africa. A return to the basic principles of public service broadcasting as the only way out, is suggested. This would require a complete revision of South African broadcasting policy. 相似文献
