PROTECTING YOUTH PLACED IN UNLICENSED,UNREGULATED RESIDENTIAL “TREATMENT” FACILITIES

Throughout the country, there is considerable inconsistency in how states regulate residential treatment programs for youth. In states with little oversight, the health and safety of youth are unprotected and they may be subject to substandard treatment, rights violations, and/or abuse. Three initiatives to address this issue are reported: (1) an Internet survey of youth who are former residents, (2) a four‐state pilot study of how states regulate and monitor residential programs, and (3) a bridge‐building conference between residential treatment providers and mental health leaders. Recommendations address the next steps for lawmakers, lawyers, judges, mental health and education professionals, and parents.

New Models for Language Understanding and the Cognitive Approach to Legal Metaphors

The essay deals with the mechanism of interpretation for legal metaphorical expressions. Firstly, it points out the perspective the cognitive approach induced about legal metaphors; then it suggests that this perspective gains in plausibility when a new bilateral model of language understanding is endorsed. A possible sketch of the meaning-making procedure for legal metaphors, compatible with this new model, is then proposed, and illustrated with some examples built on concepts belonging to the Italian Civil Code. The insights the bilateral model of understanding provides are compared with the practice followed by legal communities for dealing with the metaphorical expressions they coin and use.     

YouTube: A Political Advertising Tool? A Case Study of the Use of YouTube in the Campaign for the European Parliament Elections 2009

Political campaigns are made to attract the attention from citizens. The beginning of its adaption is linked to the appearance of the social media and user-generated content. Since the number of users of social network sites in Europe constantly grows, 2009 was the first time that these websites were used in political marketing purposes for the European Parliament elections. This is an exploratory study of the nature and extent of video-based social media, studied through the content analysis of YouTube videos created for the electoral campaign for the 2009 European Parliament . Results have shown the specificities of political advertising on the YouTube, a raising interest in social media among citizens in Europe, and the development of this way of campaigning.
