This paper jointly examines the importance of parental influences, prices, and tobacco control policies on the smoking behavior of youths. Data are drawn from the Audits & Surveys (A&S) 1996 survey of high school students across the United States from “The Study of Smoking and Tobacco Use Among Young People” to examine the impact of parental influences on the probability of youth smoking in the context of both specific observable parenting behaviors and in terms of youths' perceptions of the importance of their parents' opinions. The key finding is that specific parental influences (such as communication/bonding (extent of discussions about daily issues between parent/adult and child), limit‐setting with regard to free time, home smoking rules, and parental smoking behavior) and the extent to which teenagers value their parents' opinions play a significant role in youth smoking decisions. Our results by age reveal that specific modifications related to improving communication channels and implementing home smoking rules and more general changes that improve the quality of the parent‐child relationship so teens place a higher value on their parents' opinions are likely to be particularly effective in the early teen years. © 2005 by the Association for Public Policy Analysis and Management.  相似文献

This article provides an overview of issues relating to the use of knowledge by development organisations. It starts by exploring the various definitions of knowledge that exist in a world of many cultures and intellectual traditions, and the role of language. It considers their relationship with each other and with the many and varied ‘informational developments’ – information-related changes in work, culture, organisations, and technology across the world. It argues that these issues pose a number of fundamental strategic challenges to the development sector. The second part considers where, in practice, development organisations get their information and knowledge from and identifies problems with many of the channels used. Its conclusion is that most current practice consistently militates against the type of relationship and type of communication that are essential if development policy and practice is to be anything other than an imposition of external ideas, however well intentioned.  相似文献

There are 9 million prisoners worldwide, but it is uncertain what proportion have intellectual disabilities. Such prisoners have been identified as a vulnerable group at risk of victimization and mental illness. Psychiatric surveys based on interviews of unselected prison populations were sought, involving diagnoses of intellectual disabilities. The search was performed by computer-assisted searches, scanning of relevant reference lists, hand-searching of journals, and correspondence with authors of relevant reports. Prevalence rates of intellectual disabilities by gender and other potentially relevant study characteristics were abstracted from publications, supplemented by information from authors of reports. Ten relevant surveys from four different countries were identified that included a total of 11,969 prisoners (mean age: 29 years; 92% male; 23% violent offenders). No formal calculation of a summary estimate of prevalence was undertaken due to substantial heterogeneity. The results suggest that typically 0.5-1.5% of prisoners were diagnosed with intellectual disabilities (range 0% to 2.8% across studies). We conclude that the number of prisoners with intellectual disabilities is considerable and discuss implications for policy and practice.  相似文献

Purpose. Three studies examined the degree to which investigative interviewers' adherence to best‐practice guidelines is consistent across similar mock interviews. Method. In each study, two interviews were administered within a period of several hours. Further, group and individual stability of interviewer performance was analysed, and performance was measured by calculating the proportion of open‐ended and leading questions as well as the presence of predetermined problem behaviours. The studies varied depending on the type of interview paradigm employed. Interviewer performance in Study 1was measured in a group context where participants rotated between the role of interviewer, child respondent, and observer. In Study 2, an adult played the role of a child recalling abuse but this occurred in isolation (participants did not observe others or play the child). Study 3 was similar to Study 2 except that in each interview an unfamiliar child aged 5–7 years recalled an innocuous event. Results. Interviewer performance was relatively stable across tasks, although the strength of the relationship between measures varied across analyses. Improvement in open‐ended question usage occurred in Study 1 but not Studies 2 and 3. Irrespective of the assessment context, the dichotomous rating scale yielded greater consistency than when questions were tallied. Further, group stability overestimated individual stability. The practical implications of these findings for trainers and researchers are discussed.  相似文献

One of the most contentious issues involving federal, state,and local relations today is Internet taxation. North Dakota, the taxability of online transactionshas been governed by the court's physical presence nexus rule.This nexus rule has recently been called into question by variousorganizations, corporations, and elected officials. Proposalsto alter the nexus rule abound from various sources. This article provides a systematic evaluation of the options for incremental health insurance reforms aimed at older Americans nearing age sixty-five. It presents three basic arguments for giving special consideration to this age group: (1) early retirement and its effect on access to employer insurance; (2) changes in health and health care expenses associated with increasing age; (3) the vulnerability to unexpected economic or health "shocks" that will affect people throughout their retirement. The analysis of policy options begins by specifying criteria for evaluating alternative approaches to reform. The proposed criteria emphasize that reforms for this age group should be designed to fit with other financial plans and decisions made during such a transitional stage of life. Policy options should be judged according to fundamental goals such as equity and efficiency, not simply ranked according to the number of uninsured who will gain coverage. After offering a comprehensive catalog and evaluation of available options, the analysis identifies and discusses a preferred approach-which preserves choices while offering universal and subsidized access to Medicare before age sixty-five.  相似文献

There have been few successful attempts in the history of the organized bar since 1870 to establish alternative bar groups that challenge the dominance of the large comprehensive local and state bar associations over the representation of lawyers' interests. Founded in 1969, a product of the social ferment of the 1960s, the Chicago Council of Lawyers provides an example of one such attempt. This paper examines the conditions under which a reform-oriented counter-bar association is likely to arise, the factors that permitted its successful establishment in Chicago, and the functions it serves within the legal profession as an alternative to the Chicago Bar Association.
While the violence surrounding the 1968 Democratic National Convention in Chicago may have sparked the formation of an alternative bar association, it was intraprofessional matters that deeply concerned the founders of the Council particularly the performance of the organized bar in providing legal services to the poor and in improving the quality of the judiciary. Within the legal profession itself there was also a striking disjunction between the age of the leadership of the bar and of the numerous young lawyers who flooded in-to the bar in the 1960s. Preexisting networks of young activist lawyers greatly facilitated organizational formation.
As a reformist group with a small and relatively homogeneous membership, and lacking strong ties to powerful institutions, the Council can afford to take strong stances on controversial issues. By aggressively supporting positions at odds with those of the more established bar associations, and thus providing the media, the public, and legislators with an alternative viewpoint, the Council contributes to shattering the myth of a unified profession and to the demystification of professional authority.  相似文献
