Domestic Judicial Institutions and Human Rights Treaty Violation

Democratic and autocratic states routinely violate their international agreements protecting human rights. Scholars typically link ratification and compliance behavior theoretically but test their models separately; however, if the behaviors are jointly determined then we should treat them that way empirically. We consider how domestic judiciaries influence the joint choice to ratify and comply with international human rights regimes. Using data on the ratification status of states under the Convention Against Torture (CAT), states' torture practices, and a series of measures of judicial effectiveness, we examine whether legal institutions are likely to constrain state behavior and by implication raise the costs of ratification.     

Universities and the market for intellectual property in the life sciences

The realms of science and technology in the life sciences are converging through the commercialization of university research. Major changes in the mandate of research universities were facilitated by both federal legislation that has promoted technology transfer, and the increased reliance of business firms on university research and development (R&D). This article discusses the primary factors that are blurring the division of labor between industry and academia in the life sciences, and analyzes the consequences for universities of treating knowledge as intellectual property. Universities’ efforts to enhance the commercial value of life sciences research is causing increased politicization of government research funding, a growing winner-take-all contest between the “have” and “have-not” universities, and subtle but potentially profound changes in the culture of academic research.     

Facing the challenges of research‐informed knowledge mobilization: ‘Practising what we preach’?

The political imperative to make public services more evidence based has contributed to the growth in the past two decades of both research and practice in the field of knowledge mobilization: the range of approaches to encourage the creation, sharing and use of research‐informed knowledge alongside other forms of knowledge. Paradoxically the growth of the field has made the challenge of encouraging research use much more complex and uncertain, and the roles of knowledge mobilizers much more diverse and demanding. This in‐depth interview study of knowledge mobilization in 51 agencies concerned with knowledge for public services breaks new ground in exploring a paradox at the heart of knowledge mobilization practice: the challenges that research agencies face in practising in research‐informed ways themselves.     

Urgent issues and prospects at the intersection of culture,memory, and witness interviews: Exploring the challenges for research and practice

The pursuit of justice increasingly relies on productive interactions between witnesses and investigators from diverse cultural backgrounds during investigative interviews. To date, the role of cultural context has largely been ignored by researchers in the field of investigative interviewing, despite repeated requests from practitioners and policymakers for evidence-based guidance for the conduct of interviews with people from different cultures. Through examining cultural differences in human memory and communication and considering specific contextual challenges for investigative interviewing through the lens of culture, this review and associated commentaries highlight the scope for considering culture and human diversity in research on, and the practice of, investigative interviewing with victims, witnesses, and other sources. Across 11 commentaries, contributors highlight the importance of considering the role of culture in different investigative interviewing practices (e.g., rapport building, questioning techniques) and contexts (e.g., gender-based violence, asylum seeking, child abuse), address common areas of cultural mismatch between interviewer–interviewee expectations, and identify critical future routes for research. We call for an increased focus in the investigative interviewing literature on the nature and needs of our global community and encourage constructive and collaborative discussion between researchers and practitioners from around the world to better identify specific challenges and work together towards evidence-based solutions.     

Pathways to national economic benefits from ATP-funded technologies

An important component of the Advanced Technology Program’s (ATP) economic evaluation plan for tracking project progress and outcomes is the administration of an electronic survey on a regular basis to participants in all projects funded since 1993. Progress of projects is compared against business plans and projected economic benefit goals outlined in their proposals. The resulting Business Reporting System (BRS) database is used for ATP project management and for evaluation research. Based on BRS data compiled through December 31, 1996, filed by 480 companies in 210 projects, funded in 19 competitions, this paper provides an overview of pathways to achieving targeted commercial and broader economic goals. Progress reports for the group of projects provide a variety of evidence of (a) opportunities for economic spillovers and national economic benefit and (b) activities supporting technology diffusion.     

Face Transplant: Real and Imagined Ethical Challenges

Ethical lapses associated with the first facial transplant included breaches of confidentiality, bending of research rules, and film deals. However, discussions of the risk-benefit ratio for face transplantation are often deficient in that they ignore the needs, experience, and decision-making capability of potential recipients.
