Understanding Organizational Reforms in the Modern State: Specialization and Integration in Norway and France

This article examines the challenge Norway and France face in coordinating specialized government activities after 10 years of comprehensive reforms. The focus is on the tension between territorial and sectoral specialization and between vertical and horizontal specialization. We describe both sector‐specific administrative reforms and more overarching general reforms, looking at similarities and differences in the reorganization choices made by the two countries and also at what drives change. We argue that a combination of factors is required to explain outcomes. These factors include not only home‐grown reforms but also sectoral challenges, diffusion and learning from abroad, adaptation to the financial crisis and budget deficit, and choices made by powerful political executives. Sometimes these factors work together and reinforce each other, producing radical reforms; at other times they have a mutually constraining influence, resulting in only minor changes.     

Between Mendez and Brown: Gonzales v. Sheely (1951) and the Legal Campaign Against Segregation

On March 26, 1951, three years before the historic Brown decision, in Gonzales v. Sheeley ( 1951 ) , Judge Dave Ling of the United States District Court of Arizona ruled that the segregation of Mexican American students in a separate "Mexican School" was unconstitutional. In this article, we trace the legal arguments in Gonzales through two prior cases, Mendez v. Westminster (1946 ) and Delgado v. Bastrop (1948 ). We analyze how racialism, the social science critique of racism and legalism, shaped the arguments in the three cases. Our analysis suggests that Gonzales was a departure from Mendez and Delgado because it was the first case in which a court made an unqualified argument against segregation. The trajectory of the legal arguments across the three cases highlights how new cultural ideas about race were slowly incorporated into civil rights case law, a process that was also shaped by the institutional norms and practices of the legal system.     

Enhancing prisoner reentry through access to prison-based and post-incarceration aftercare treatment: experiences from the Illinois Sheridan Correctional Center therapeutic community

In an attempt to enhance dramatically the access of Illinois’ prison inmates to substance abuse treatment services within prison and following their release, the Sheridan Correctional Center was opened in 2004 by the Illinois Department of Corrections as a fully-dedicated substance abuse treatment prison operating under a therapeutic community design. During the first 5 years of implementation and operation, the program has improved the rate of aftercare admission and completion through enhanced pre-release planning and coordination, the development of community-based partnerships, and a transformation of the parole model and, in doing so, has overcome many of the barriers to effective offender re-entry. The analyses illustrate how aftercare admission and completion has improved during the course of implementation, and what factors appear to predict aftercare entry and completion. The article discusses the implications of how this improved access to aftercare impacts upon post-release outcomes (i.e., recidivism).     

Girls and Culture˜ in Delinquency Intervention: A Case Study of RYSE

Given the growing trend of girls in the juvenile justice system, there has been increasing attention toward providing gender‐specific programming. The Reaffirming Young Sisters' Excellence (RYSE) program was one of Alameda County, Calif., Probation Department's intervention programs designed to address both gender and cultural factors in girls programming. ANCOVA analyses of 350 randomized girls did not provide support for the gender‐specific hypothesis that girls who received RYSE intervention will have a lower recidivism score than girls who received traditional probation services. However, the cultural hypothesis was partially supported with African American girls who participated in the RYSE intervention faring better than Hispanic, White, and Asian RYSE girls, and their African American control counterparts.     

Is the EU held accountable for economic performances? Assessing vote and popularity functions before and after membership

The EU has become increasingly responsible for the state of national economies over the last decades. Meanwhile, many observers have claimed that this increased responsibility has not translated into more accountability. In this article, we revisit this literature and analyse vote-popularity functions before and after accession because it provides a situation when the EU is an incumbent and when it is not. Using Eurobarometer surveys from 2001 to 2011, which were carried out in the countries that joined the EU in 2004 and 2007, we first show that individuals do not hold the EU accountable for macroeconomic performances before accession, but that they do after accession. Using European Election Studies surveys, we also indicate that the incumbent European Peoples’ Party is held accountable for the state of the economy in countries that are ruled by the EU, but not in countries that have just become EU members.     

“利不是不好”：朱熹对《易传》之“利”的解读

朱熹解《易传》“ 利者义之和”“ 利物足以和义”,不仅讲“利物”与“和义”的统一,强调“利物”之重要,表明对于利物、利人、利天下百姓的重视,而且由此进一步讲义利的相互联系,讲“利不是不好”;同时批评《苏氏易传》“义非利则惨洌而不和”,反对把义与利并列为二物,反对惟利是求。在此基础上,朱熹认为,对于利,既要从义利关系的层面看,又要从利害关系的层面看;既讲“利不是不好”,又讲“以利为心则有害”,反对求利之心。这一思想不仅在后世得到一定程度的发展,而且可以为今天提供有价值的思想资源。     

Quantification of Morphine,Codeine, and Thebaine in Home‐Brewed Poppy Seed Tea by LC‐MS/MS

Recently, medical examiners reported two cases of a 21‐year‐old male and 24‐year‐old male with high amounts of morphine in their blood at autopsy. It was suspected that the decedents ingested lethal amounts of morphine from home‐brewed poppy seed tea. No studies to date have investigated opium alkaloid content extracted from poppy seeds by home‐brewing methods. Various poppy seed products were purchased from online sources and extracted with four home‐brewing methods representative of recipes found on drug user forums. Morphine, codeine, and thebaine were quantified in the tea extracts by liquid chromatography‐tandem mass spectrometry using a validated analytical method. Morphine, codeine, and thebaine concentrations from seeds were <1–2788 mg/kg, <1–247.6 mg/kg, and <1–124 mg/kg, respectively. Alkaloid yield varied between extractions, but regardless of extraction conditions, lethal amounts of morphine can be rinsed from poppy seed coats by home‐brewing methods.

Assessing faculty research productivity in graduate public policy programs

This study assesses the faculty research productivity of 23 graduate public policy programs, and is based upon data from the Social Sciences Citations Index. The results clearly show that a handful of policy programs have outstanding research records: UC Berkeley, Princeton, Michigan, Chicago, Duke, Carnegie-Mellon, Rand, Syracuse, and, of course, Harvard.
