加强人民检察院对诉讼活动法律监督之新探索

北京市人大常委会在把握现行国家法律制度、人大常委会的监督司法工作与党对政法工作的领导的关系、人大常委会与人民检察院的关系、检察院与其他被监督机关的关系的基础上,通过一系列规范的流程.于2008年9月25日出台了<北京市人大常委会关于加强人民检察院对诉讼活动的法律监督工作的决议>.<决议>的贯彻落实从整体上推动了检察院的诉讼监督工作.要做好新形势下的监督司法工作,应当找准人大常委会监督司法工作的职能定位、人大常委会监督司法工作的着力点和人大常委会监督司法工作的关键环节.

DECISIONS about education are not only of critical importance to the individual,but a big issue for entire families,and certainly deserve our greatest attention.At the time I got my education,however,going to school was not such a big deal.Children went to school until they reached a certain age,and all schools in China at that time seemed just the same.     

构建海峡两岸人才交流合作试验区研究

2010年6月,我国颁布实施了《国家中长期人才发展规划纲要(2010-2020年)》,提出鼓励地方结合自身实际建立与国际人才管理体系接轨的人才管理改革试验区。为了研究各地应该如何结合自身实际建立人才管理试验区,贯彻落实规划纲要精神,本文运用案例研究的方法,分析了福建省建设海峡两岸人才交流合作先行试验区背景、主要做法和成效。本文认为,福建省建设两岸人才特区的实践是率先落实人才规划纲要的人才体制机制改革试验区,应该及时总结经验,为各地人才管理体制机制创新提供经验借鉴。

With this final rule, the Secretary of Health and Human Services adopts certification criteria that establish the technical capabilities and specify the related standards and implementation specifications that Certified Electronic Health Record (EHR) Technology will need to include to, at a minimum, support the achievement of meaningful use by eligible professionals, eligible hospitals, and critical access hospitals under the Medicare and Medicaid EHR Incentive Programs beginning with the EHR reporting periods in fiscal year and calendar year 2014. This final rule also makes changes to the permanent certification program for health information technology, including changing the program's name to the ONC HIT Certification Program.     

Administrative simplification: adoption of a standard for a unique health plan identifier; addition to the National Provider Identifier requirements; and a change to the compliance date for the International Classification of Diseases, 10th Edition (ICD-10-CM and ICD-10-PCS) medical data code sets. Final rule

This final rule adopts the standard for a national unique health plan identifier (HPID) and establishes requirements for the implementation of the HPID. In addition, it adopts a data element that will serve as an other entity identifier (OEID), or an identifier for entities that are not health plans, health care providers, or individuals, but that need to be identified in standard transactions. This final rule also specifies the circumstances under which an organization covered health care provider must require certain noncovered individual health care providers who are prescribers to obtain and disclose a National Provider Identifier (NPI). Lastly, this final rule changes the compliance date for the International Classification of Diseases, 10th Revision, Clinical Modification (ICD-10-CM) for diagnosis coding, including the Official ICD-10-CM Guidelines for Coding and Reporting, and the International Classification of Diseases, 10th Revision, Procedure Coding System (ICD-10-PCS) for inpatient hospital procedure coding, including the Official ICD-10-PCS Guidelines for Coding and Reporting, from October 1, 2013 to October 1, 2014.     

依法规范村民自治 发展农村政治文明——张家界市村民自治章程和村规民约制定及实施情况的调查

加强基层民主法制建设是党中央统筹城乡发展的重大战略部署。为掌握村民自治章程和村规民约的制定情况,张家界市采取听汇报、查资料、抽样调查、明察暗访等方法开展了一次专题调研。调查显示,全市基本建立起了规范统一的村民自治的制度体系,村民按照两项制度自我约束、教育、管理、服务的意识不断增强,广大农村通过推行村民自治,化解了一些农村社会矛盾,维护了农村稳定。但也还存在制定主体不合法、形式内容不规范等六个方面的问题。要解决这些问题,还有很多工作要做。
