Why Have Chinese Reforms Come to a Halt? The Political Economic Logic of Unfinished Transformation

This study approaches the Chinese reform process from a political-economic point of view, focusing primarily on institutional changes. Besides revealing the main factors behind the different phases of the reforms, it argues that in the framework of the current authoritarian regime, vested interests work against the continuation of the reforms, making it impossible to fully establish the institutional framework of a market economy. Current rents and privileges also deter the elite from implementing serious political reforms, leading to a trap that prevents the completion of the transition process.

Lessons from El Barrio—the East Harlem real great society/urban planning studio: A Puerto Rican chapter in the fight for urban self‐determination∗

Abstract

During the 1960s, the Lower East Side and East Harlem were among the principal contested terrains in New York City, and the emerging Puerto Rican community was being challenged on many fronts. As contested terrains, they were the arenas where transforming forces in American society were being articulated. Responses to these forces varied from neighborhood to neighborhood. Among the responses were groups organized around community development, particularly to fight urban renewal projects. In this essay, I examine a year in the life of the East Harlem Real Great Society/Urban Planning Studio (RGS/UPS). RGS/UPS emerged in a transition period in the development of Puerto Rican institutions. It combined several characteristics of groups organized during those years. It was founded by grassroots community youth; it was also a professionally staffed organization; it was structured around an advocacy model; and it valued its ethnic‐specificity, its Puertoricanness. Its staff's eagerness to speak for the needs and aspirations of Puerto Ricans was a clear example of ethnicity‐based struggle.     

THE CURRENTS BENEATH THE “RISING TIDE” OF SCHOOL CHOICE: AN ANALYSIS OF STUDENT ENROLLMENT FLOWS IN THE CHICAGO PUBLIC SCHOOLS

Existing research highlights that families face geographic, social, and psychological constraints that may limit the extent to which competition can take hold in school choice programs. In this paper, we address the implications of such findings by creating a network of student flows from 11 cohorts of eighth‐grade students in the Chicago Public Schools (CPS). We applied a custom algorithm to group together schools with similar sending and receiving patterns, and calculated the difference in mean achievement between a student's attended and assigned high schools. For all identified school groupings, we found that the students were on average moving to higher achieving schools. We also found that the movement toward higher achieving schools of the top achievement quartile of students was over twice as large as that of the bottom quartile, but that the flows of both the highest and lowest achieving student quartiles were toward higher achieving destinations. Our results suggest that student movements in CPS between the years of 2001 to 2005 were consistent with creating market pressure for improvement as well as increasing segregation by achievement. However, further research into how schools responded to those movements is required to make inferences about the level or consequences of competition generated by choice‐related reforms during that time.     

North-South Climate Change Negotiations: A Sequential Game with Asymmetric Information

This article determines the conditions under which theSouthern countries should act together, or separately, whilenegotiating with the North about climate change policy andabout the conditions for future Southern engagement. The papermodels the international negotiations with complete and withasymmetric information in a dynamic framework. Results showthat, depending on their characteristics, the differentplayers can obtain benefits delaying the moment of theagreement.
