TRICARE; Reserve and Guard family member benefits. Final rule

This final rule implements sections 704 and 705 of the Ronald W. Reagan National Defense Authorization Act for Fiscal Year 2005. These provisions apply to eligible family members who become eligible for TRICARE as a result of their Reserve Component (RC) sponsor (including those with delayed effective date orders up to 90 days) being called or ordered to active duty for more than 30 days in support of a federal/contingency operation and choose to participate in TRICARE Standard or Extra, rather than enroll in TRICARE Prime. The first provision gives the Secretary the authority to waive the annual TRICARE Standard (or Extra) deductible, which is set by law (10 U.S.C. 1079(b)) at $150 per individual and $300 per family ($50/$100 for families of members in pay grades E-4 and below). The second provision gives the Secretary the authority to increase TRICARE payments up to 115 percent of the TRICARE maximum allowable charge, less the applicable patient cost share if not previously waived under the first provision, for covered inpatient and outpatient health services received from a provider that does not participate (accept assignment) with TRICARE. These provisions help ensure timely access to health care and maintain clinically appropriate continuity of health care to family members of Reservists and Guardsmen activated in support of a federal/contingency operation; limit the out-of-pocket health care expenses for those family members; and remove potential barriers to health care access by Guard and Reserve families.     

Procedures for transportation workplace drug and alcohol testing programs. Final rule

The Department of Transportation is amending certain provisions of its drug and alcohol testing procedures to change instructions to collectors, laboratories, medical review officers, and employers regarding adulterated, substituted, diluted, and invalid urine specimen results. These changes are intended to create consistency with specimen validity requirements established by the U.S. Department of Health and Human Services and to clarify and integrate some measures taken in two of our own Interim Final Rules. This Final Rule makes specimen validity testing mandatory within the regulated transportation industries.     

Exemption of certain systems of records under the Privacy Act. Final rule

This final rule exempts four systems of records (SORs) from subsections (c)(3), (d)(1) through (d)(4), (e)(4)(G) and (H), and (f) of the Privacy Act pursuant to 5 U.S.C. 552a(k)(2): The Automated Survey Processing Environment (ASPEN) Complaint/ Incidents Tracking System (ACTS), HHS/CMS, System No. 09-70-0565; the Health Insurance Portability and Accountability Act (HIPAA) Information Tracking System (HITS), HHS/CMS, System No. 09-70-0544; the Organ Procurement Organizations System (OPOS), HHS/CMS, System No. 09-70- 0575; and the Fraud Investigation Database (FID), HHS/CMS, System No. 09-70-0527.

大学办学理念是人们对大学的精神、使命、宗旨、功能以及价值观等大学发展基本思想的整体概括,它指导着大学的远景规划和发展方向。目前,我国大学办学理念存在着盲目攀高求大、学人重官轻术、办学过于世俗化、学术管理政治化、重科学教育轻人文精神养成等现象,这些严重阻碍了大学培养人才、创造知识、引导社会发展的使命的实现。大学应根据自己的历史和现实条件准确定位,树立自己的理想,构建全人教育、学术自由、引导社会发展的理念,以便为社会的文明进步担负起更大的责任。

站在二十一世纪第二个十年的起点,回望马克思主义在中国的发展,检视中国共产党引领中国人民走过的九十年的这条道路,总让人心潮难平,感慨万千。概括和描述这条道路,可以有多种方式。我们选择的,是镌刻在每一个十字路口、每一个历史的拐弯处一篇篇凝聚着中国共产党人心血和智慧的重要文献,它们仿佛一块块路标,指示着前进的方向。它们前后承接的足迹,正是马克思主义中国化道路的路线图。本文以中国近代以来的历史发展为大背景,对马克思主义中国化的一些经典文献进行解读和回顾,拟分五期连载,希望对理解和思考中国道路有所助益。

《北京市供热采暖管理办法》解读——立法的必要性、基本思路及宣贯要求

正2009年11月10日,北京市人民政府第52次常务会议审议并通过了《北京市供热采暖管理办法》(以下简称《办法》),并作为市政府第216号令予以公布。《办法》将于2010年4月1日起正式施行。这标志着北京新的供热采暖管理制度的确立,也预示着北京供热采暖新的秩序即将建立。
