Willard D. Straight was a banker-diplomat and one of the most prominent early twentieth-century advocates of a greater international role for the USA. From the beginning of the war he argued the Mahanist line that American security depended upon the British fleet and in its own interest the United States should therefore intervene. At the same time he perceived the war as offering a golden opportunity for American bankers and businessmen to make international commercial gains at the expense of Britain. In 1915 this outlook led him to leave the insistently pro-Allied banking firm of J. P. Morgan & Company for the National City-affiliated American International Corporation, which was consciously designed to expand American overseas investments. Throughout the war Straight, who died in late November 1918, consistently argued that an Anglo-American alliance must be the essential foundation of any postwar international order — a position also taken by Theodore Roosevelt — but Straight also demonstrated significant and growing suspicion of and hostility to Great Britain. The numerous inconsistencies in his thinking seem to have sprung from the fact that, rather than being a well thought-out position, his internationalism arose primarily from an indiscriminating psychological need to have his country play a great but poorly defined role on the world stage.  相似文献

A pronounced drop in crime, since the early 1990s, has encompassed every crime category tracked by the FBI’s Uniform Crime Reports, including property crime. However, over the same period, the rates of online property crime (OPC) have been on the rise according to available evidence. We delineate the extent of our knowledge and data concerning cybercrime and identity theft and, using data from several nationally representative victimization surveys, offer an alternative view of property crime trends while pointing out the glaring gap in crime reporting and accounting in relation to the growing category of property crimes perpetrated online. In addition, we compare estimated costs of traditional property crime vs. OPC. Finally, we identify the main challenges for obtaining reliable data on OPC and discuss their implications, especially when applying the traditional methods of compiling crime statistics.  相似文献

One of the most significant recent developments in the study of crime and justice is the emergence of theoretical explanations for the dramatic changes in criminal justice policy over the past few decades. These theoretical accounts address not only highly visible developments, such as the meteoric rise in incarceration rates, but also less-conspicuous shifts in due process and civil liberties, and they do so by attributing more-repressive policies to the emergence of a political culture that has substantially redefined crime and justice. This article focuses on an important due process issue, the legal representation of indigent defendants in criminal courts. We describe the state of indigent defense policy, particularly structure and funding, across the states in 2002, and analyze variation on two dimensions where states may exercise discretion: the extent to which states assume responsibility for funding services (rather than relying on local governments), and the generosity with which these programs are funded overall. We test hypotheses that link funding for services with the ideology of state political leadership, public values about tolerance and race relations, and states' public welfare policy climates. We find little support for the prediction that a welfare climate shapes more progressive indigent defense policies. However, the results suggest that the racial threat hypothesis helps account for spending on indigent defense, and that Republican control of the statehouse results in the perpetuation of local responsibility for program funding. Normative literature on indigent defense suggests that the patterns we observe may have important consequences for the quality of indigent defense services across states. Further, the findings reported here suggest that the politics of the punitive turn, as it has played out across the states, may be responsible not only for shifts in crime control policy, but for due process policy as well.  相似文献
