Counter-conduct and its Intra-modern Limits

ABSTRACT

This article critically explores the Foucauldian concept of “counter-conduct”, which has recently been applied to the study of resistance in international relations (IR). Whilst a counter-conduct analytic can destabilise a power/resistance binary, I argue in this article that it does not fully overcome onto-political assumption. Drawing on postcolonial and decolonial perspectives, alongside discussions with protesters during the 2014 “Umbrella Movement” protests in Hong Kong, this article traces how a counter-conduct analytic can fix and flatten the politics and ethics of struggle in other ways. Specifically, I draw out three limiting assumptions about power/resistance articulated by Foucault, which are then implicated in a counter-conduct analytic: (1) his intra-modern critique of power; (2) his undivided reading of the subject; and (3) his valorisation of the politics of struggle. Offering a constructive critique, this article considers the stakes of unsettling these intra-modern limits and the consequences for an emerging counter-conduct research agenda.     

Comparison of point-of-collection screening of drugs of abuse in oral fluid with a laboratory-based urine screen.

Oral fluid is becoming increasingly useful for the detection of drugs, since it is a non-invasive specimen to collect and, because collection is directly observed, it is difficult to adulterate. A point-of-collection (POCT) oral fluid drug analysis kit has been developed for use in many drug testing situations. This paper summarizes the results of field evaluations of the ORALscreen System for screening of drugs in oral fluid. The ORALscreen System consists of an oral fluid collection device and a test device containing a lateral flow membrane immunoassay system. Paired samples (oral fluid and urine) were collected from drug users and the results from the ORALscreen POCT system were compared to urine screening results conducted in a licensed laboratory. The results demonstrate that the ORALscreen System has excellent percent agreement with the laboratory-based urine screening test results for the detection of cocaine and opiates through 2.5-3 days following drug use, respectively. Tetrahydrocannabinol (THC) was detected by ORALscreen on the day of use and 1 day after use. Good correlation between urine and oral fluid screening results was observed for the methamphetamine positive samples; however, the number of days following drug use was not determined.     

Perspectives from the Senior Executive Service

Much of the research and scholarship on public administration relies heavily on an ‘outsider’ perspective. There is very little ‘insider’ discussion on the priorities, concerns and personal constructs which influence senior executives’ careers. This small qualitative study captures the perspectives of members of the Senior Executive Service (SES) within Australian public sector agencies and identifies key issues for them as senior executives.     

The Impact of Collective Efficacy on Risks for Adolescents’ Perpetration of Dating Violence

Given prevalence rates and negative consequences that adolescents’ perpetration of dating violence may have on an individual’s well-being and future relationships, it is imperative to explore factors that may increase or reduce its occurrence. Thus, we aimed to identify how multiple contextual risk factors (individual, family, schools, and neighborhoods) were related to adolescents’ perpetration of dating violence over a 6 year period. Then, we assessed how neighborhood collective efficacy, an important predictor of urban youths’ well-being, buffered the relationship between each of the risk factors and adolescents’ perpetration of dating violence. Three waves of data from the Welfare, Children, and Families: A Three-City Study were used (N = 765; Ages 16–20 at Wave 3). The sample is 53 % female, 42 % African-American, and 53 % Hispanic. For the total sample, drug and alcohol use, low parental monitoring, academic difficulties, and involvement with antisocial peers were significant early risk factors for perpetration of dating violence in late adolescence. Risk factors also varied by adolescents’ race and sex. Finally, perceived neighborhood collective efficacy buffered the relationship between early academic difficulties and later perpetration of dating violence for Hispanic males. These results imply that multiple systems should be addressed in dating violence prevention programs.     

Reconstructing Citizens as Consumers: Implications for New Modes of Governance

This article examines the relationship between government and the public within a producer–consumer market exchange. Four conceptual problems are identified in relation to the application of market models to the relationship between government and citizen. These types of models fail to account for the essentially political engagement between government and citizens, the collective responsibilities of government, the absence of markets in many areas of government service delivery and the complexity of relations between government and citizens.     

群体性事件与领导干部应对能力建设论析

有效因应群体性事件,维护社会和谐稳定,是各级领导干部尤其是处于一线的领导干部亟待破解的现实难题。本文对现阶段我国群体性事件的基本态势及特点进行概括性解析,重新审视了领导干部的应对能力现状,并着重提出了新时期领导干部应对群体性事件所应具备的基本能力及其建设的着力点。     

从“省直管县财政改革”迈向“省直管县行政改革”——安徽省直管县财政改革的调查与思考

安徽等地实行的省直管县财政改革和扩权强县改革,在创新财政体制、推动县域经济发展、提高行政管理效率等方面取得了明显成效,但省直管县财政体制与市管县行政体制并存也产生了亟待解决的问题。要从根本上解决这些问题,继续放大财政改革和扩权改革的体制能量与制度功效,必须适时启动和稳步推进省直管县行政改革,构建扁平化的省直管县公共行政体制。
