Drawing on two complementary mechanisms, this article explores the question of whether electoral institutions and conditions of electoral competition create incentives to promote electoral misconduct in young or developing democracies. The first mechanism explains how majoritarian institutions like disproportional electoral systems are more likely to trigger electoral fraud than consensus electoral institutions like proportional representation. However, for this mechanism to be activated, the incumbent must feel effectively threatened by the opposition. To better understand the way this mechanism works, the electoral history of the country also needs to be taken into consideration. Democracies which have a historical record of running clean elections are less likely to experience fraud than countries with a history of electoral misconduct. I test these theoretical claims using a dataset that contains relevant information for 323 parliamentary elections in 59 new or developing democracies in the period between 1960 and 2006. The empirical analysis shows a strong and robust empirical support for the two mechanisms. 相似文献

Gender quotas have become a way to increase women’s participation in leading positions in economic life. Iceland enacted corporate gender quotas in 2013, requiring a minimum of 40% of each gender. These quotas were legalized after the financial collapse in 2008, which many blamed on male dominance of the economy. The focus of this paper is the timeframe of the turn to quotas, and the media discourse and parliamentary debate regarding men and women in corporate management. Van Dijk’s theoretical framework of critical discourse analysis was employed to examine data from the period 2009–2015. Firstly, we studied 150 articles in three online newspapers: Morgunblaðið, Vísir, and Viðskiptablaðið, written between 2009 and 2015. Secondly, we examined 132 parliamentary documents in which gender quotas were proposed and debated in 2009 and 2010. Three themes were highlighted: gender difference and opportunities during critical times; women and capability; and changed discourse. In order to shed light on the struggle for women’s influence, we examine how the debate manifested the Wollstonecraft dilemma. The results show a tension between gender-neutral arguments versus arguments about women’s alleged special traits and qualifications. Arguments emphasizing the importance of women’s special capabilities for the well-being of society and companies’ profitability were at the heart of the quota legislation, and as such proved successful. However, the findings also demonstrate the risk that female candidates are viewed as a signal of change in times of crisis. Hence, we claim that arguments matter; although women-centred arguments have contributed to gender balance within the Icelandic economy, they may also create barriers for women because they support patriarchal relations. Furthermore, the results indicate that societal difficulties call for drastic changes, and it seems as though a tailwind is needed for women to receive opportunities within the economic sector to push gender equality forward. 相似文献

What is the influence of the rules of political representation on local spending? This research tests the law of 1/n in the Portuguese local context and finds that the law fails to apply. We suggest an alternative measure—the density of representation—to assess the impact of the rules of city council representation on local public expenditures. Density of representation is defined as the number of elected officials in the city council divided by city population. We find an S-shaped relationship between the density of representation and the level of local government expenditures. The level of municipal spending initially declines with increases in the density of representation, reflecting an increase in the ability of constituents to monitor their elected representatives. At higher levels of representation density, the relationship becomes positive, suggesting that the dynamics of the budgetary commons become salient. The relationship becomes negative again for extremely high density of representation owing to increases in the transaction costs of legislative decision-making. AbstractThe question posed in this article is how to explain that the governance of secrecy in EU external relations varies. While the Common Foreign and Security Policy appears to retain its secretive character, the EU’s external trade policy has recently seen a shift towards more transparency. This article argues that to understand this variation, one has to take into account the institutional power of the European Parliament as well as the extent to which the rules and practices of secrecy are perceived as legitimate. The empowerment of the Parliament in trade means that it has had recent success in pushing back secrecy in this area. However, a general finding is that the majority of parliamentarians seem only rarely to question the executive’s governance of secrecy in external relations. The analysis shows that perceptions of legitimacy are crucial to account for different secrecy regimes – a finding that is likely to be relevant for the understanding of secrecy in foreign policy beyond the EU. 相似文献

This paper explores capital accumulation as the engine of the capitalist mode of production. Accumulation drives the socio-economic damage caused by capitalism, as well as the environmental crises of land use, climate change and resource depletion. It may not be possible to address these problems within a reformed capitalism. Rather, such a goal can only be met within “a practical, workable post-capitalist and post-accumulative ecological economy, an economy by the people, for the people, that is geared to production for need, not for profit” [Smith, R. Political ecologists have developed scathing analyses of capitalism’s tendency for enclosure and dispossession of the commons. In this context commons are analyzed as a force to resist neo-liberalism, a main site of conflict over dispossession, and a source of alternatives to capitalism. In this paper we elaborate a view of the commons as the material and symbolic terrain where performative re-articulation of common(s) senses can potentially enact counter-hegemonic socio-ecological configurations. Expressly drawing on the concepts of hegemony, “common-senses” (inspired by Antonio Gramsci) and “performativity” (developed by Judith Butler), we argue that counter-hegemony is performed through everyday practices that rearticulate existing common senses about commons. Commoning is a set of processes/relations enacted to challenge capitalist hegemony and build more just/sustainable societies insofar as it transforms and rearranges common senses in/through praxis. The paper draws on the experience of an anti-mining movement of Casa Pueblo in Puerto Rico, which for the last 35+ years has been developing a project self-described as autogestion. The discussion pays special attention to Casa Pueblo’s praxis and discourses to investigate how they rearticulate common senses with regard to nature, community and democracy, as well as their implications for counter-hegemonic politics. 相似文献

ABSTRACTThis article contributes to conceptualizations of the pedagogical state by analyzing judicial spaces, beyond the courtroom, as key sites of citizenship formation. I explore pedagogical sessions organized by a judicial structure in France, whose geographical proximity to seemingly non-integrated populations in the banlieue allows it to teach them the laws, rules, and institutions that support citizenship. I argue that the pedagogical court seeks to construct governable ‘passive ordinary citizens’ whose main duty is to embody and practice the basic rules of socialization – respect for others and the rule of law – in their ordinary lives as a strategy of crime prevention. In that sense, courts are able to redefine not only the procedural but the substantive elements of citizenship as well. 相似文献

This paper focuses on the 300 Migrant Hunger Strikers event in Greece to explore the material conditions of possibility for migrant politics in times of crisis. It identifies three elements that played determinant roles in the articulation of the event: the politics of equality enacted by migrants, the ethics of hospitality and witnessing enacted by the Greek activists and host populations and the sacredness of the event. Critically engaging with the theories of Rancière, Derrida, Agamben and Durkheim, this paper demonstrates how these elements encountered and how their encounter helped migrants to achieve rights, albeit limited and temporary. Moving beyond the particularity of the event, this paper also highlights the event’s importance for migrant politics in times of austerity, and increased surveillance and racism against migrants. Despite its limited and temporary success, the event demonstrates how a politics of equality, ethical openness and respect for human life can form the basis of true cosmopolitan universality. The event also demonstrates how cosmopolitan universality is constructed from below by the migrants, who despite their undocumented status, engaged in an act of citizenship to demand equality. 相似文献
