Conscious policy and program support for the resettlement of refugees in regional and rural areas is a relatively recent trend in Australia. Resettlement is a complex process that hinges on the establishment of viable communities. This review suggests that its outcomes, especially for refugee communities, are potentially mixed. However, an appropriately resourced, well managed and well planned refugee resettlement program can potentially provide beneficial outcomes for refugees and host communities. This article draws on existing empirical data and contributions made at a VicHealth Roundtable in late 2007 to thematically explore the challenges facing rural and regional resettlement programs. Given that settlement is a dynamic process and the approaches to rural and regional settlement are evolving, this article provides 12 propositions for a more effective and integrated approach to policy and practice.  相似文献

This article takes a state's eye view of trends towards a more centralised system of governance in Australia. It argues that while globalisation strengthens the roles of national governments it also provides less noticed public policy and management opportunities for sub-national governments. The article shows how state governments in Australia can use high-level policy proposals to reinforce their continuing relevance as key members of a federal system of government. It proposes that skilful deployment of policy ideas and analyses can enable the states to sustain alternative national agendas despite hostility or lack of interest by the federal government. In conclusion, the article examines the implications for federal-state relations under the Rudd government. It suggests that the elements for productive reform agendas are present but that bringing them together will require considerable effort.  相似文献

This article assesses the practice of political accountability in Hong Kong: whether it has largely been realised in practice, or whether it is merely a political slogan for the government to justify its executive-led governance. The analysis begins with a review of the theoretical concepts of political accountability and ministerial accountability, and then establishes an operational framework to analyse the current practice of political accountability in Hong Kong's political system. The article subjects the research rating of sociology, published in 2008 and carried out by an evaluation group on behalf of the German Science Council, to a secondary analysis. It is shown that the research rating constructs a reality of sociology which does justice neither to the variety of sociological knowledge production nor to its own claim of multidimensionality. Unwillingly, the peer reviewed article has imposed itself as the dominant criterion for assessing the research quality of research units against other types of publication and other activities such as externally funded research, knowledge transfer for practical problem-solving and knowledge diffusion in the public sphere. This preference also affected the assessment of entire research institutions with regard to their impact and efficiency as well as the devaluation of knowledge transfer and diffusion. In this way, sociology is limited to the type of professional sociology, while critical, public and policy-oriented sociology are displaced.  相似文献

Emile Durkheim was neither a political scientist nor a political sociologist. His oeuvre though exhibits a political dimension which is not easy to grasp. This article makes the attempt to reconstruct his project of a moral politics of individualism. How is it possible to institutionalize successfully what Durkheim calls moral individualism? Durkheim’s project rests upon two pillars: the scientific and scholarly pillar which aims at the establishment of sociology as a scientific discipline at universities. The political pillar which sets out to analyze the socio-structural, institutional, cultural conditions, forms and effects of individualism and the successful socialization of its values which allows to take seriously the rhetoric of the freedom and dignity of human beings in modernity. Durkheim’s project is confronted with the traditional images of politics and the social order to delineate the differentia specifica of his moral politics of individualism.  相似文献

The current cross-sectional study investigated the links between various dimensions of organized activity involvement and depressive symptoms, loneliness, and peer victimization in an ethnically and economically diverse sample of adolescents (N = 152; 58% female). Results indicate that adolescents who were involved in organized activities for more years also reported lower levels of loneliness. There was evidence of diminishing returns when adolescents were very highly involved in organized activities; those who were either under- or over-involved reported the highest levels of depressive symptoms. Conversely, findings indicate that adolescents who participated in a narrow or wide range of activity contexts reported the lowest levels of depressive symptoms. In addition, results suggested that the relation between organized activity involvement and adjustment differs among adolescents from diverse ethnic and socioeconomic backgrounds. Findings from the current study also underscore the importance of considering multiple indices of activity involvement when assessing its association with adjustment.

Sociometric nominations, social cognitive maps, and self-report questionnaires were completed in consecutive years by 327 students (56% girls) followed longitudinally from grade 7 to grade 8 to examine the stability of social standing in peer groups and correlates of changes in social standing. Social preference, perceived popularity, network centrality, and leadership were moderately stable from grade 7 to grade 8. Alcohol use and relational aggression in grade 7 predicted changes in social preference and centrality, respectively, between grade 7 and grade 8, but these effects were moderated by gender and ethnicity. Changes in social standing from grade 7 to grade 8 were unrelated to grade 8 physical aggression, relational aggression, and alcohol use after controlling for the grade 7 corollaries of these behaviors. Results are discussed in terms of their implications for understanding links between social standing and problem behaviors during adolescence.
