This article questions what the concept of ‘globalisation’ really amounts to. In doing so it highlights problems for the ascendancy of globalisation in contemporary public debate. Globalisation has become a catch‐all; the phrase is now used to try and explain all manner of phenomena from everyday life to international politics. But the article suggests that this may be little more than a combination of rhetoric and wishful thinking. It asserts that the contemporary world is being driven by older and familiar pressures, such as state power and nationalism. As a result, the idea of ‘globalisation’ needs to be treated with some scepticism.  相似文献

Prosocial Organizational Behavior is defined by Brief and Motowidlo (1986) as “behavior which is (a) performed by a member of an organization, (b) directed toward an individual, group, or organization with whom he or she interacts while carrying out his or her organizational role, and (c) performed with the intention of promoting the welfare of the individual, group, or organization toward which it is directed” (p. 71). This study was designed to increase our understanding of prosocial organizational behavior among first line correctional officers. It was hypothesized that the individual difference variables of organizational commitment and the value of achievement would be related to prosocial behavior benefiting the organization and that empathy and the value concern for others would be related to prosocial acts benefiting specific individuals. While no significant correlations were found for achievement, empathy and concern for others, the variable organizational commitment was significantly related to all types of prosocial behaviors observed by supervisors in the work place. Commitment to the organization appears to be one explanation for correctional officers performing prosocial acts on the job.  相似文献

This special issue aims to set a course for future inquiry on regulatory enforcement in industrializing countries. With examples from major countries including Brazil, China, and Indonesia, the articles develop four cross-cutting themes: (1) how enforcement and its institutional context vary geographically and temporally, (2) how enforcement is affected by deficiencies in regulatory capacity and autonomy, (3) how civil liability regimes interact with enforcement, and (4) the relationship between enforcement and regulatory instrument choice.  相似文献

This article examines whether the UK Freedom of Information Act 2000 has changed Whitehall. Based on a two‐year, ESRC‐funded study, it evaluates the impact of FOI on five characteristics of the Whitehall model: the culture of secrecy, ministerial accountability to Parliament, civil service neutrality, the Cabinet system, and effective government. Proponents of FOI hoped that government would be less secretive, more accountable and more effective; critics feared that civil servants would lose their anonymity, and collective Cabinet responsibility would be undermined. Drawing on interviews, media analysis, case law and official documents, the article finds that the impact of FOI is modest at most. It is not powerful enough to do much good or much ill, and the feared ‘chilling effect' on candour and record‐keeping has not materialized. Leaks do more damage than FOI disclosures. But ministers remain apprehensive about the effect of FOI on Cabinet records and discussions.  相似文献

In this article we explore the structural shifts which help explain the emergence of UKIP as a major radical‐right political force in Britain. There are two distinct, but related, aspects to this story. The first is the changes to Britain's economic and social structure that have pushed to the margins a class of voters who we describe as the ‘left behind’: older, working‐class, white voters with few educational qualifications. The second is long‐term generational changes in the values that guide British society and shape the outlook of voters. These value shifts have also left older white working‐class voters behind, as a worldview which was once seen as mainstream has become regarded as parochial and intolerant by the younger, university‐educated, more socially liberal elites who define the political consensus of twenty‐first‐century Britain. We then move to consider the political changes that have further marginalised these voters, as first Labour and then the Conservatives focused their energies on recruiting and retaining support from middle‐class, moderate swing voters. Finally, we show how UKIP has developed into an effective electoral machine which looks to win and retain the loyalties of these voters. Finally, we discuss the longer‐term implications of the radical‐right revolt, which has the potential to change the nature of party competition in Britain in the 2015 election and beyond.  相似文献

While Euroscepticism is the most important driver of United Kingdom Independence Party (UKIP) support, other attitudinal drivers – namely dissatisfaction towards mainstream parties and xenophobia – are also important. Examining vote‐switching between first‐ and second‐order elections evidence is found of a distinction between two types of supporter: more affluent and middle‐class ‘strategic defectors’ from the mainstream Conservative Party who support UKIP to register their Euroscepticism, and more economically marginal and politically disaffected ‘core loyalists’ who are attracted to UKIP by its anti‐immigration rhetoric and populist anti‐establishment strategy. UKIP also succeeds in attracting core support from groups such as women who have traditionally rejected extreme right parties such as the British National Party (BNP). This suggests that UKIP is well positioned to recruit a broader and more enduring base of support than the BNP.  相似文献

This article examines the politics of the October 2010 Strategic Defence and Security Review (SDSR), focussing on the points of difference between the main political parties (and within the Cameron coalition government) and the political dynamics of the review process. In examining how the government's core mission to reduce the country's ‘historic deficit’ impacted on the review process and outcomes, we are also able to highlight the practical results of a political philosophy that is currently being implemented across Whitehall. We argue that defence is a path‐finding policy area for a new kind of post‐industrial bureaucratic environment typified by a ‘thin‐client’ and ‘smart customer’ function that interacts with industry.  相似文献
