Purpose. The primary objectives of the study reported here were twofold. First, to investigate less experienced frontline police officers' perceptions of their witness interviewing practices with specific reference to their use of the ten cognitive interview components taught during initial PEACE (a mnemonic for the stages of the interview; Planning and preparation, Engage and explain, Account, Closure and Evaluation) interview training. Second, to investigate this group of officers' practical experiences of interviewing witnesses. Method. A sample of 221 young, in‐service, non‐specialist police officers from five UK police forces completed a self‐report questionnaire concerning their perceived witness interviewing practices. Respondents were surveyed about their use of the PEACE cognitive interview components, their practical experiences of interviewing witnesses and victims, and their views on investigative interviewing training. Results. There was a consensus among these officers that they perceived using some of the PEACE cognitive interview components more frequently and perceived some of them to be more effective than others. Conclusion. This study provides a unique insight into the perceived interviewing practices of some of the least experienced and the least trained investigative interviewers who conduct the majority of frontline witness interviews. The article examines the recent Court of Appeal judgment in Bree, in which the court considered the guidance that should be given to a jury when the complainant is intoxicated at the time of an alleged rape. As well as analysing the reasoning of the court in Bree, the judgment is placed in context by examining factors, such as social attitudes, that influence juror decision-making in rape cases. It also examines the suggestion made by the court in Bree that further law reform in this area would represent 'patronising interference' in the lives of women. 相似文献

Behavior in social-dilemma (mixed-motive) situations has been of great interest to economists, psychologists, and negotiation scholars. In this study, we used a threshold social-dilemma game to examine factors that have not yet been investigated and that may have an impact on behavior in these settings: gender and group identity. We found that, for women, interacting with members of a naturally occurring group increased coordination and efficiency, while for men, interacting with members of a naturally occurring group decreased coordination and efficiency. Psychological literature on gender differences and group interdependence explains these differences. We conclude by discussing the implications of these results for gender differences in negotiation behavior. 相似文献

Dissident violence inflicts many costs on society, but some of the longest‐lasting consequences for civilians may be indirect, due to the government's response. We explore how government policy responses affect social welfare, specifically through budgetary shifts. Using subnational violence and budgeting data for Peru, we demonstrate that attacks on soldiers during the budget negotiation period drive a shift from local social services, especially health, to defense. One soldier fatality implies a 0.13 percentage point reduction in the local health budget share (2008–12). Health budget cuts due to a single soldier fatality result in 76 predicted additional infant deaths 2 years later. We show that the effect on health budgeting operates through decreases in women's use of health facilities and postnatal services. We offer evidence that Peru's coercive response indirectly harms civilians due to butter‐to‐guns budgetary shifts. Our results identify a budgetary mechanism that translates dissident violence into a deterioration in social welfare. 相似文献

From the late nineteenth century through the mid-twentieth century, Cape Verdean immigrants to Dakar, colonial capital of French West Africa, became a small but important community in terms of significance in both the urban economy and the colonial framework of race and identity. They occupied important labor niches valuable to the colonizer such as painting and domestic work and attached those fields to a unique identity to which only they belonged. Able to capitalize on the ambiguity inherent to colonial race and identity policies, Cape Verdeans bridged categories common to state policies – particularly “foreign” and “native” – in ways not adequately captured by the concept of intermediaries often employed in examinations of immigrant populations to West Africa. Their insertion in Dakar reveals the permeability of such colonial concepts as well as the opportunities immigrants made in town. 相似文献

This article reviews the initial questions surrounding the design of police reforms in war-torn societies, by examining the ‘demobilisation dilemma’ and issues pertaining to force composition, which are key to the reinsertion of combatants and to the political legitimacy of new security arrangements. Police reform must be understood as more than a process of skills transfer from international donors to a ‘rookie’ national force. Many of the most serious challenges derive from weak judiciaries, high crime rates and embedded authoritarian cultures. These factors often spur governments to reintroduce military forces and to increase police powers and legal penalties, thereby jeopardising newly-won rights and risking a return to authoritarian policing. Studies indicate that police must be responsive and respectful and must win public cooperation if they are to be e?ective in ?ghting crime and maintaining public order. This requires a multi-sectoral strategy, encompassing a wide range of actors: from the military and civilian police in peacekeeping operations to donors that provide support for democratic institutional, economic and social development. 相似文献

A coordinated community response system to the help-seeking behaviors of domestic violence victims is critical to minimize the impact of violent events and to educate the public, so that safe and effective conflict management skills may replace violent responses. The focus for the present study is to identify and analyze victims’ choices of law enforcement assistance in stopping the violence and/or aid through the services of the regional family violence center. Some victims select legal channels of support; others rely exclusively on social service support, and others seek assistance from both sources. Characteristics of victims whose cases followed two types of help-seeking behavior patterns—legal support or social support–were determined through archived data from both the records of a regional family violence center (FVC) (n=258) and domestic violence incident reports of a police department serving a city of approximately 200,000 citizens (n=127). Findings indicate that African American victims more frequently sought protection through law enforcement sources than they did through family violence center services, and the reverse was true for Euro-Americans. 相似文献
