Die proportionale Ministerienaufteilung in deutschen Koalitionsregierungen: Akzeptierte Norm oder das Ausnutzen strategischer Vorteile?

In this paper, we corroborate Gamson’s Law for a data set including German coalition governments on the federal and Länder level. We further tackle the question of how to explain this regularity. Here, we conclude that it is not the bargaining power of parties resulting from seat distribution that could be able to explain Gamson’s Law. In fact, we identify Gamson’s Law as a behavioural norm which evolved over time in Germany. We finally confirm the conjecture that on average smaller parties profit and larger parties suffer from deviations from Gamson’s Law. However, there is also a strong party bias which is able to invert this effect for single parties as e. g. the Greens or the Party of Democratic Socialism. Further variables such as the size of the party system or the number of parties which form a coalition government can also explain some deviations from the Gamson’s Law.     

South Korea’s hydrogen economy program as a case of weak ecological modernization

In January 2019, the South Korean president Moon Jae In announced his plans for the transformation of the South Korean economy into a “hydrogen economy.” This involves the replacement of fossil fuels for the production of energy on a large scale. The government’s plan supports the use of hydrogen fuel cells (HFCs) for industrial and residential energy production and promotes the replacement of vehicles with internal combustion engines that burn fossil fuel by cars that are powered by HFCs. This study is primarily interested in the plans of the South Korean government to facilitate the production of hydrogen for mobile purposes and to promote fuel cell vehicles (FCVs); and it investigates whether this South Korean policy can be considered a case of ecological modernization. Ecological modernization is a concept that has been developed in a European context and was adopted by the European Union as its main principle in environmental policy making. The new South Korean policy is outlined in the government’s Hydrogen Economy Roadmap which specifies the measures that have to be taken to initiate the transformation of the South Korean transport system based on hydrogen and announces several ambitious goals which the government wants to achieve with this program until 2022, 2030, and 2040, respectively. At its center is an effort to build a nationwide network of hydrogen gas stations, to reduce the price of hydrogen by more than half, and to facilitate the purchase of FCVs. It was found that the overall environmental benefits of this program would be meager in the medium-term, but in the long term it could contribute to a considerable reduction of greenhouse gas emissions and of fine dust, depending on the technology that is used to produce hydrogen.

     

Measuring Control of Corruption by a New Index of Public Integrity

While the last 20 years saw the invention of corruption rankings, allowing comparison between countries and the shaming of corrupt governments, such measurements are largely based on the perceptions of experts, lacking both specificity and transparency. New research, based on a comprehensive theory of governance defined as the set of formal and informal institutions determining who gets what in a given context, allow for more specific and objective, albeit indirect, measurements of control of corruption. Such measurements focus on the institutional framework which empowers public integrity and eliminates many current anti-corruption tools, while validating others. Most importantly, it provides a broader specific context which can empower reforms based on evidence and a clear measure to determine status and progress of corruption control.     

Europe and America: A reassessment

European‐American relations have undergone numerous changes since the 1960s. At the outset of the period there was relative harmony and the prevailing idea of an inclusive relationship. Increasing American concern with her own interests subsequently changed the pattern, and relations were affected by a low American assessment of the role and significance of the European Community. Although the relationship has become more complex, it has benefited from the positive and patient attitude adopted towards Europe by the United States. However, Europe seems to have become more uncertain, less able to take important initiatives, less sure of its objectives.
