Abstract: In the Winter 2004 issue of this journal, John Langford pronounced a negative verdict on the concern for public‐service values, which has been a feature of public‐service reform over the past decade. This article reconsiders Langford's arguments. It suggests that public‐service renewal requires ongoing attention to public‐service values but also a widening of perspectives. It is now necessary to give more attention to the organizational, professional and institutional conditions for sound individual behaviour. Renewed attention to public‐service values did not seek to supplant traditional approaches to individual decision‐making but rather to re‐frame them, grounded in the principles without which they cannot make sense of the world. The research literature on values and ethics contradicts the critique's main contentions. The critique is also based on a mistaken premise, false dichotomies, and inadequate and contradictory assumptions about the nature of individual decision‐making. Three points that are useful contributions to the ongoing dialogue on public‐service values and ethics are noted. But an individual perspective must now be augmented by a focus on organizational performance. Far from being a “dead end,” public‐service values remain the strong foundation – the only possible foundation – for the public service of the future. Sommaire: Le présent article réexamine celui de John Langford, publié dans le numéro d'hiver 2004, dans lequel il prononqait un verdict négatif sur la préoccupation au sujet des valeurs du service public qui a été un élément de la réforme de la fonction publique au cours de la dernière décennie. Une nouvelle attention portée aux valeurs du service public n'a pas cherchéà remplacer les approches traditionnelles concernant la prise de décisions, mais plutôt à les recadrer, à les faire reposer sur des principes sans lesquels le monde n'a pas de sens. La littérature de recherche sur les valeurs et l'éthique conrredit les principales allégations du critique et est également fondée sur des assomptions erronées et contradictoires au sujet de la nature de la prise de décision individuelle. Trois points qui représentent des contributions utiles au dialogue actuel sur les valeurs et l'éthique du service public sont mentionnés. This study evaluated the effectiveness of an individual treatment program for five adult males who experienced childhood sexual abuse. A treatment manual focusing on abuse-related self-blame, anger, and anxiety was developed. Daily self-blame, anger, and anxiety self-ratings were completed before and throughout treatment. A multiple-baseline approach was used to evaluate treatment effects. Overall findings indicated that most participants experienced significant reductions in self-blame, anger, and anxiety as a result of their involvement in the sexual abuse treatment program. Treatment was particularly helpful in decreasing feelings of self-blame and anger. The study made an important initial contribution to the development of systematic treatment outcome research for a population of individuals that has received relatively little attention. The results have implications for future clinical and research efforts with sexually abused adult males. 相似文献

In the aftermath of the events of September 11, 2001, the virtually instantaneous hegemony of a metaphysics of antiterrorism has radically reconfigured the politics of race, immigration, and citizenship in the United States. In the extended historical moment beginning with the United States' proclamation of a planetary “War on Terrorism” and encompassing our (global) political present, the US sociopolitical order has been racked by several interlocking crises—convulsively careening between heightened demands on citizenship and the erosion of civil liberties, imperial ambition and nativist parochialism, extravagant domestic law enforcement and global lawlessness. In relation to the parallel but contradictory hegemonic projects of “American” national identity and attachment, on the one hand, and the expansion or refortification of US empire, on the other, the cumulative crisis-as-opportunity for US nationalism that has ensued is replete with unpredictable dilemmas and unresolved possibilities for both citizens and denizens alike. This essay examines significant new deployments of migrant “illegality” as this sociopolitical condition has been significantly reconfigured in the United States in the aftermath of the proclamation of a purported War on Terrorism, and the concomitant implementation of draconian police powers domestically that the author calls the Homeland Security State. 相似文献

The Paramount antitrust litigation was a series of eight actionsbrought by the Department of Justice (DOJ) beginning in 1938and ending in 1949 against the major motion picture studios.In the early cases the DOJ succeeded in changing industry contracts,but it took a decade of litigation to accomplish what the DOJwanted, which was to break up the studios and force them tosell their theater chains. We use stock market evidence to evaluatethe impact of events in the Paramount litigation on firm value.By the stock market's assessment, the Supreme Court decisionwas the major event. Building upon the experience of the Convention for the elaboration of the Charter of fundamental rights and upon the suggestions of the White Paper on European Governance, this article puts forward proposals for a better involvement of the 'civil society' in the system of the European Union. It offers a general diagnosis of the misunderstandings surrounding the notion of 'civil society' and the relationship of representative democracy to participatory democracy. It then draws some lessons from the experiment in deliberative democracy which led to the drafting of the Charter of fundamental rights. Finally, it focuses on the contribution the organisations of the civil society can make to good governance in the European Union. Altogether, the proposals presented tend to encourage a better structuration of the actors of the civil society. Such a structuration, the article concludes, although it is usually considered with suspicion even by those whom it would most benefit, must be seen instead as a condition for the effective exercise of whichever participatory rights might be granted to the organisations of the civil society. 相似文献

The aim of this work was to study the efficiency of automatic fibre searching with the Maxcan fibre finder (Cox Analytical Systems, Sweden) in comparison to manual searching. The influence of some parameters (color, thickness, background noise) on the results of a fibre search was considered. Eighteen experimental tapes with different target fibres and different background noises were prepared in the laboratory. Searching of fibres was performed manually and with the Maxcan fibre finder by different operators from four European laboratories. Two laboratories have the Maxcan fibre finder system and the two instruments were used and compared in this study. The results show that searching with the Maxcan is generally as efficient as manual searching, except for very pale or very dark fibres. Note that the tapes used for these experiments were prepared in laboratory, and are not completely representative of the tape that could be obtained in real cases. To generalize the results obtained, further research on real case samples would be necessary. 相似文献
