America and the Peace Talks

Abstract

During the ‘cleaning house’ period of a new administration, we are usually barraged with predictions of how all the changes will affect policy. New appointees and their past records are carefully scrutinized by the prognosticators. Such is the case with the newly chosen implementers of American Vietnam strategy. Henry Cabot Lodge is noted for his unbending anti-Communism. Henry Kissinger comes through as the hard-nosed intellectual with new, realistic solutions for the Vietnam dilemma. Ellsworth Bunker is the behind-the-scenes diplomat deferring punctiliously to Saigon's grievances. And yet what is most striking after two months of transition and new faces added to or replacing the old, is that the political climate in Washington and Paris and the traditionally defined objectives of American policy in Asia are basically unchanged. Looking at the resumption of the Peace Talks in Paris, it is already clear that basic American assumptions — and not personalities — will determine the American position in the months ahead.     

The Narrative History of the Chocolate Wars: A Short and Tasty Bargaining Game

ABSTRACT

This single lesson classroom game is designed to test student knowledge of Realist and Liberal concepts through an imbalanced resource bargaining mechanic. The game is designed for approximately 20 students divided into state teams of three to four students each and uses chocolate to represent the state teams’ economic capacity, military capability, and human security. Each state team had competing goals, over which they must cooperate or conflict for additional pieces. This game also uses an abstract design to maximize active learning through a short course of play while also making the game useful for testing concepts at any point in an International Relations course. In addition to offering a complete yet easily modifiable game for classroom use, this article also describes the game’s pedagogical contribution to the discipline, game design notes, and techniques for preventing students from stuffing their faces with game pieces.     

Valence Politics and Equilibrium in Spatial Election Models

Spatial models of two-party or two-candidatecompetition almost never have pure-strategy Nashequilibria when the issue space has more than onedimension. This paper shows that the introduction ofvalence issues can create conditions where equilibriaexist, even in a multidimensional setting. We derivesufficient conditions for the existence of equilibria,and characterize the spatial locations of twocompeting parties or candidates when such equilibriaexist. The party with the advantage on the valencedimension will generally take a moderate position onthe positional issues. We consider the implications ofthese results for public perceptions of the parties,incumbency advantages, and realigning elections.     

Real-time forensic DNA analysis at a crime scene using a portable microchip analyzer

An integrated lab-on-a-chip system has been developed and successfully utilized for real-time forensic short tandem repeat (STR) analysis. The microdevice comprises a 160-nL polymerase chain reaction reactor with an on-chip heater and a temperature sensor for thermal cycling, microvalves for fluidic manipulation, a co-injector for sizing standard injection, and a 7-cm-long separation channel for capillary electrophoretic analysis. A 9-plex autosomal STR typing system consisting of amelogenin and eight combined DNA index system (CODIS) core STR loci has been constructed and optimized for this real-time human identification study. Reproducible STR profiles of control DNA samples are obtained in 2 h and 30 min with ≤0.8 bp allele typing accuracy. The minimal amount of DNA required for a complete DNA profile is 100 copies. To critically evaluate the capabilities of our portable microsystem as well as its compatibility with crime scene investigation processes, real-time STR analyses were carried out at a mock crime scene prepared by the Palm Beach County Sheriff's Office (PBSO). Blood stain sample collection, DNA extraction, and STR analyses on the portable microsystem were conducted in the field, and a successful “mock” CODIS hit was generated on the suspect's sample within 6 h. This demonstration of on-site STR analysis establishes the feasibility of real-time DNA typing to identify the contributor of probative biological evidence at a crime scene and for real-time human identification.     

Counting the costs of HIV and AIDS to civil-society organisations

HIV threatens the survival of many civil-society organisations (CSOs) in Africa. While we know the range of potential costs to such groups, we lack a detailed picture of the extent of the impact. This article highlights important findings from exploratory research in Malawi. Respondents perceived that overall performance in the four CSOs studied declined by an average 20 per cent because they were working in a context of high HIV prevalence. Yet the CSOs' workplace response to this threat was very limited, and they remain highly vulnerable to future impact. We consider why the CSOs have not been more proactive, and we recommend that donor policy should help partners to respond to the epidemic and enable them to remain effective.
