Comment on William M. Rohe and Rachel G. Bratt's “failures,downsizings, and mergers among community development corporations”: Defending community development corporations or defending communities?

Abstract

An overemphasis on preserving community development corporations (CDCs) may confuse the ends with the means. The end is empowered, self‐sustaining communities of place and identity. CDCs are one means of trying to get there, and there are many communities in which CDCs are helpful, and, indeed, empowering. However, the trends we are seeing—failures, downsizings, and mergers—may tell us that it is time to look for alternatives to CDCs.

If we truly care about poor communities, those of us with the resources to find the best community development models should be searching for them. We do not have good data to show whether community organizing is a better strategy than CDCs for achieving community development, but it is a strategy that merits exploration.     

TICOM: The Last Great Secret of World War II

Recent releases from the National Security Agency reveal details of TICOM, the mysterious 1945 operation targeting Germany's cryptologic secrets. Often mentioned by such authors as Kahn, Bamford, Parrish and Aldrich, for the first time the public has access to this information. This article provides a review in greater depth than has been previously covered in the open literature of the history of the TICOM operation, and its resulting intelligence, including the Germans' efforts against Soviet communications. In addition, some comments are provided on why TICOM has remained classified long after other similar information from World War II was declassified, and why locating TICOM documents is still difficult.

Detection of deception in law enforcement applicants

Using the MMPI and the IPI, the present study examined the differences in psychometric defensiveness between two groups of law enforcement applicants: applicants identified as being deceptive and a comparison group of candidates for whom no deception was indicated. Significant differences were found on the traditional validity (minimization) scales for both instruments as well as several supplemental scales and indexes from the MMPI. A new index (Es-K) from the MMPI showed a highly significant difference between groups and good classification accuracy. The results suggest that deceptive applicants show more defensiveness on psychometric testing and that test results may assist in raising the index of suspicion for detecting deception in law enforcement applicants.     

Banking Options and Neighborhood Crime: Does Fringe Banking Increase Neighborhood Crime?

In the past few years, scholars interested in neighborhoods and crime have turned their attention to the role of neighborhood organizations. Recently, (Kubrin, Squires, Graves, and Ousey, Criminology & Public Policy, 10(2), 437–466, 2011) examined the impact of payday lenders on neighborhood crime. They found that there is a significant relationship between payday lenders, and both violent and property crime rates. The current research builds upon their work by exploring banking options in the city of Norfolk, Virginia. Findings indicate that the presence of payday lenders is significantly related to property crime in 2010 and violent crime in 2010, though the findings for violent crimes are not robust. Also there is a mild suppression effect predicting violent crime rates once socioeconomic deprivation is controlled. Pawn shops are not significantly related to either property or violent crimes. Interestingly banks are significant positive predictors of both property and violent crimes. The difference between the findings here and those of (Kubrin, Squires, Graves, and Ousey, Criminology & Public Policy, 10(2), 437–466, 2011) are discussed.

Perceptions of self and significant others in assaultive and nonassaultive criminals

Assaultive and nonassaultive inmates at a state correctional facility were compared on the processes and outcomes of evaluation of self and significant others. Respondents were administered a demographics interview and a modified version of the Role Construct Repertory Test. The two groups differed significantly on factors relating to self regard and the perceptual schema employed in evaluating self and others. Assaultives were higher in self regard and exhibited more perceptual rigidity/concreteness while possessing lower levels of discriminability and abstractness.
