Leviathan and Fiscal Illusion in Local Government Overlapping Jurisdictions

This paper integrates twomodels of local government behavior,leviathan and fiscal illusion, into theframework of overlapping jurisdictions.Estimation of the leviathan and fiscalillusion variables without accounting forvertical effects between overlappingjurisdictions results in overestimation ofthe horizontal effects. Using a medianvoter model and municipal and county datawe find support for the leviathan modelusing traditional tests. These effects arelargely offset, however, when the test isset within the context of the verticalrelationship. We find that municipal percapita expenditures and county per capitaexpenditures are symmetricallycomplementary.     

Revisiting Shapiro: Welfare Magnets and State Residency Requirements in the 1990s

The Personal Responsibility and Work Opportunity ReconciliationAct of 1996 (PRWORA) generated renewed interest in welfare racesto the bottom as states received greater discretion over eligibilitystandards for new residents. Despite U.S. Supreme Court decisionsfinding welfare-residency requirements unconstitutional andmounting empirical evidence that welfare benefits do not attractpoor migrants, state policymakers have enacted welfare-reformplans that treat newcomers differently as authorized in PRWORA.This article reviews the existing research on welfare migration,current state-residency requirements, and central constitutionalissues surrounding such requirements. With the likelihood thatcourts will have the final word on the current round of statewelfare-residency requirements, it is essential that empiricalresearch on welfare magnets examine the issues central to thecases currently moving through the judicial system.     

Flatter world and thicker walls? Blogs, censorship and civic discourse in China

The Internet simply because it exists in China will not bring democracy to China. It is a tool, not a cause of political change. So far, the Chinese government has succeeded through censorship and regulation in blocking activists from using the Internet as an effective political tool. Likewise, blogs may be a catalyst for long-term political change because they are helping to enlarge the space for collaboration and conversation on subjects not directly related to political activism or regime change. However their role in China is more likely to involve political evolution—not revolution.     

Anthropological analyses of 30 insertion/deletion autosomal markers in five major ethnic groups of Pakistan

We investigated the forensic efficacy of the 30 insertion/deletion (Indel) markers included in the Qiagen Investigator® DIPplex kit in 529 Pakistani individuals from five major subpopulations in Pakistan (Punjabi, Pashtun, Sindhi, Saraiki, and Baloch). In the Sindhi population, the distribution of HLD81 and HLD97 alleles deviated from Hardy-Weinberg equilibrium after Bonferroni correction. The combined match probability ranged from 2.0E-12 (Pashtun and Baloch) to 1.0E-12 (Sindhi), and the mean paternity exclusion power varied from 0.995 (Punjabi, Sindhi, and Saraiki) to 0.996 (Pashtun and Baloch). The high combined power of discrimination (0.999 999 999 999 97) and low combined match probability (1.7E-12) for all subpopulations studied support the utility of the 30 Indel markers for forensic identification in the studied subpopulations. The allele frequencies of the Indel markers in the Pakistani subpopulations were compared with those from 18 other populations. The results show that the populations clustered according to geography. The subpopulations investigated in this work showed a close genetic relationship with others from Pakistan, as well as with South Central Asian and Middle Eastern populations. The results suggest that the Investigator^® DIPplex kit can be useful as a supplementary tool for human identification in the five Pakistani subpopulations investigated in this study.Supplemental data for this article is available online at https://doi.org/10.1080/20961790.2021.1933366 .     

The “Indo-Pacific”—New Regional Formulations and New Maritime Frameworks for US-India Strategic Convergence

This article argues three things. First, it argues that at the conceptual level there has been a strategic rediscovery of a maritime regional framework, the Indo-Pacific. Second, it argues that at the policy level there is a significant regional security convergence, a degree of strategic balancing, between India and the United States in this Indo-Pacific. Third, it argues that at the causal level there is a common maritime challenge from China faced by India in the Indian Ocean and by the United States in the Pacific Ocean, a common Indo-Pacific strategic challenge which is generating this significant US-India naval convergence. In order to deal with such matters, the article looks at the strategic discourse employed around the concept of the Indo-Pacific, and the related maritime assets deployed in the Indo-Pacific by the United States and India.     

The artist as a medium and the artwork as metaphor in Murakami Haruki’s fiction

Abstract

In many of Murakami Haruki’s works, the protagonist is in a profession close to the world of literature, although usually not exactly a writer. In their role as translators, advertising copywriters, journalists, or editors, Murakami’s protagonists are invested with the task of rearranging fragments of reality into narrative or artistic form, and/or of transmitting a message. This process is emotionally charged, often involving a supernatural dimension. While the process of reconstructing a narrative is largely unconscious, the narrator’s choice to act in this capacity is deliberate, and is presented as a way of fulfilling his responsibility towards others. I read this element as an expression of Murakami’s vision of the role of a writer in society. The figure of the artist-narrator takes an interesting form in Kishidanchō-Goroshi (Killing Commendatore, 2017), where the protagonist, a visual artist specialising in realistic portraits, decides to pursue a more creative approach to painting that leads him to a series of supernatural adventures. Through a close reading of the novel, this article investigates how Murakami’s portrayal of the artist as a shaman-like figure functions like a metaphor for the role of the literary author as a catalyst that enables people to connect with their inner self and with each other.
