The impact of a family life education program for inner-city, minority elementary-school students was investigated. Two randomly assigned groups of seventh and eighth graders (balanced for gender) completed a self-administered survey, both before and after program implementation. In comparison to the control group, program participants displayed (a) improved knowledge about contraception, reproductive physiology, and adolescent pregnancy outcomes; (b) increased awareness of the existence of specific birth control methods; (c) among seventh graders, more conservative attitudes toward circumstances under which sexual intercourse was viewed as personally acceptable, and among eighth graders, a shift toward more liberal attitudes; and (d) a greater tendency to acknowledge mutual responsibility for contraception. Scholars have extensively investigated public value creation and appropriation concerning public services delivered strictly by the government and public–private arrangements, such as public–private partnerships (PPPs). However, such studies often focus on value for money and economic performance criteria. This study examines how public value can be created and appropriated in PPP settings and how public value mechanisms can influence these phenomena. Considering that the literature lacks an integrated and structured analytical framework to assess such phenomena, this conceptual article addresses four mainstream PPP topics regarding public value mechanisms (information sharing, public and private capabilities, risk governance, and stakeholder orientation), which can be associated with PPPs' public value creation (destruction) and appropriation (misappropriation). Thus, this article highlights a need to evaluate PPPs in terms of public value creation beyond the economic performance criteria and fills the literature gap by proposing a public value creation and appropriation framework. 相似文献

This article aims to trace South–South cooperation political lineages connecting the Non-Aligned Movement and the IBSA (India, Brazil, South Africa) Forum. In order to determine whether IBSA could be considered the ‘heir’ to Bandung's principles, we analyse the concepts of ‘Third World’ and ‘Global South’ as well as their current applicability, the interpretations provided by existing literature on the IBSA grouping, and its member countries' shared views on different issues of the international agenda. The article also considers the historical evolution of ‘Southern’ diplomatic thought and actions. Abstract — Historically, racism as it is understood in South Africa or in parts of the Southern United States has not existed in Peru. The absence or at least the existence to a lesser degree of this type of tension grants us a superiority over our northern neighbours. In Peru, emancipation of slaves was relatively easy. This is not to say that there do not exist prejudices against Indians, cholos , and blacks, however these prejudices have not been sanctioned by the law and they have, more than a profound racial feeling, an economic, social and cultural character. Colour does not prevent an aborigine, mestizo , or Negroid from occupying high positions if they can accumulate wealth or achieve political success. Notwithstanding these fortunate cases, there is an enormous distance between the pongos [serfs] of a highland hacienda … and those highly cultured and refined Limeños, who routinely travel to Europe. The author deals with the legal theoretical approach that has been labelled "legal institutionalism." An old and a new version of this approach are singled out: The old one is identified with the theory defended by the Italian public lawyer Santi Romano in the first half of this century; the second one is seen in the recent work by Ota Weinberger and Neil MacCormick. After a short presentation of Romano's work, his ideas and the development proposed by MacCormick and Weinberger are compared. Similarities and differences between the two versions of institutional theory are worked out.
