Defenders of Freedom or Perpetrators and Facilitators of Crimes? Beyond Progressive Retreatism in the Trump Era

ABSTRACT

Heavily influenced by broad definitions of crime developed by a few pioneering critical criminologists, the main objective of this article is to provide evidence showing that the current Trump administration is a regime that commits crimes of the powerful and facilitates some types of interpersonal violence in private places. Special attention is devoted to direct and in-direct state-perpetrated violent crimes against women.

Die Zuteilungsregeln für die zweite Emissionshandelsperiode Teil 1: Industrie- vs. Energieanlagen

Die erste Emissionshandelsperiode geht am 31.12.2007 zu Ende, die zweite beginnt am 1.1.2008. Damit wird das System fortgesetzt, welches den Betrieb von CO2-emittierenden Anlagen an die Abgabe von Emissionshandelsberechtigungen knüpft. Diese Berechtigungen wurden in der ersten Handelsperiode vollst?ndig kostenlos von der Deutschen Emissionshandelsstelle beim Umweltbundesamt nach komplizierten Regelungen verteilt. Dabei wurde einheitlich ein Erfüllungsfaktor von 0,9709 zugrunde gelegt. Nach ihm richtet sich, in welchem Ma?e die einzelnen Anlagenbetreiber ihre Reduktionsverpflichtungen erfüllen müssen. Nunmehr wurden zwar die Regeln deutlich vereinfacht. Ein neuer fester Erfüllungsfaktor gilt aber nicht mehr nahezu fl?chendeckend, sondern nur noch für Industrieanlagen. Energieanlagen unterliegen einer in ihrer H?he noch ungewissen anteiligen Kürzung. Die Zuteilungsregeln für bis zum 31.12.2002 in Betrieb genommene Anlagen sind nunmehr von einer Zweiteilung zwischen Industrie- und Energieanlagen gepr?gt: Grandfathering einerseits, Benchmark-Ansatz andererseits. Allerdings gibt es auch Gemeinsamkeiten, n?mlich für H?rtef?lle, Kapazit?tserweiterungen und Kleinanlagen. Neu ist die teilweise Ver?u?erung.     

Umweltschutz und EG-Wettbewerbsfreiheit vor dem Hintergrund nachhaltiger Entwicklung

Der Konflikt zwischen Umweltschutz und Wettbewerbsfreiheit ist ein altes Thema, das aber st?ndig in Bewegung ist. Neue Aspekte ergeben sich aus dem beide Elemente verbindenden Grundsatz der nachhaltigen Entwicklung und den aktuellen Leitlinien der Kommission.     

An examination of the psychological aspects of bite marks

The intent of this paper is to present some psychological threads which appear to be operative for the perpetrator of bite marks. In the catalogue of multiple motivations, there appears to be a current theme of power, control, potency, and the attempt to have a psychological symbolization of the perpetrator's omniscient capacity for absorbing life essences. In an examination of these highly complex needs, the modern perpetrator appears to act out consistently with cultural biases coupled with immediate psychological needs which have pressed for expression. Due to a pattern of psychologically expressed ritualism, the perpetrator will often inadvertently leave important psychological clues at the crime scene. The attack style, mode of death, characteristics of the victim, etc.--these components reveal the information on the type of psychological needs that the perpetrator is trying to satisfy. In the cases of bite marks associated with violent crime, it becomes crucial to an "investigator" what type of personality characteristics are welded together to form this kind of need complex. After reviewing cases reported in the literature and after conducting psychological interviews with perpetrators, three major groups of perpetrators seem to be apparent. The first group is motivated out of an anger track, the second group is motivated out of sadistic biting, and the third is out of the more traditional "cannibal complex" motif.

Executive Particularism and Ministerial Selection in India

Why do political parties in parliamentary systems undertake actions, such as joining a coalition government, that will entail significant costs for their members in subsequent elections? Recent research points to the incentive structures faced by differentially positioned members of a parliamentary party: unlike backbenchers, MPs who hold a ministerial portfolio can use the prerequisites of executive office to shield themselves from the costs of governance. This article tests the theory of executive particularism by examining the electoral fortunes of government ministers in India. Sitting government ministers are found to outperform other candidates; however, tests of causality fail to demonstrate that holding a ministerial portfolio causes this electoral benefit. Instead, it appears that a candidate’s electoral performance enhances the likelihood of being granted a ministerial portfolio in the first place. This finding raises questions about the generalizability of claims that party elites can use ministerial office to shield themselves from the costs of governing.
