哈萨克斯坦如何应对“荷兰病”

根据Corden和Neary提出的"荷兰病"理论模型及国内外相关研究,文章分别从世界石油价格波动是否直接影响哈萨克斯坦货币的汇率、外商直接投资是否更倾向于能源部门、能源行业是否存在工资上涨效应三个方面,对制造业等非能源型行业是否存在"去工业化"现象进行研究,发现哈萨克斯坦已经存在"荷兰病"的征兆。为此,对目前哈国政府所采取的建立哈国国民基金、促进经济结构转型等应对"荷兰病"的政策措施进行了分析。     

The Application of Flow Cytometry as a Rapid and Sensitive Screening Method to Detect Contamination of Vitreous Humor Samples and Avoid Miscalculation of the Postmortem Interval

Research into maximizing the speed, precision, and reliability of estimating the postmortem interval (PMI) has been a recurring object of investigation and methodologies based on the vitreous humor (VH) have provided good results. However, contamination from causes not readily apparent, such as blood, can occur, and thus lead not only to an erroneous estimation of PMI, but also interfere with the correct identification of other substances in the VH. We have developed a flow cytometry method which quantifies blood contamination and is able to detect erythrocytes in 1:750,000 dilution of contaminated VH which affects the results of hypoxanthine. It is an improvement on the previous more complex mass spectrometry method, being faster, more sensitive, and readily available. As such, it could be proposed for the rapid screening of appropriate samples by detecting and eliminating blood contaminated samples from PMI estimation.     

Covenant of Mayors: Reasons for Being an Environmentally and Energy Friendly Municipality

The Covenant of Mayors (CM) is the mainstream European movement involving local authorities who voluntarily commit to increase energy efficiency and the use of renewable energy sources within their territories with the aim of reducing CO₂ emissions and meet the European Union objectives by 2020. One country that has a greater number of signatories of this agreement is Spain. This article analyzes which factors influence the decision of Spanish local authorities to join the ever‐growing movement. An empirical model is formulated to describe the behavior of Spanish local governments, this being a binary choice model which is a function of various political, economic, and technical factors. Among the prominent factors that influence this decision are population, availability of renewable energy, fiscal and environmental stress, citizens’ political preference, the contagion effect of neighboring municipalities, the existence of covenant coordinators, and finally, economic motivations.     

关于中国共产党党内制度的衔接

新时期,加强党的制度建设必须做到“各项法规制度彼此衔接、环环相扣,真正发挥法规制度的整体合力”,这有利于增强党的建设规律性与合法性的统一。切实加强党内单项制度内部的衔接、党内制度相互间的衔接,以及党内制度与党外制度的衔接,是建立健全党的制度的重要环节。

市场组织中介功能的发挥很大程度上满足了促进政府和企业的信息沟通,强化政府宏观管理和加速微观经营高效运行的需要。但是,目前中介市场体制创新的滞后已严重影响了市场中介组织中介功能的实现。文章通过对市场中介组织功能弱化的分析,指出强化市场中介组织的中介功能的关键在于体制上要有所创新。     

改革开放以来的上海朝鲜半岛研究

上海的朝鲜半岛研究,自建国以来的前三十年和后二十余年有很大的不同.70年代末之前的大约三十年间,整个国际问题研究处于不发达和发展迟缓的状态,朝鲜半岛研究也不例外,只有一些零星的研究成果.当时,由于国家在政治上重视亚非拉民族解放运动,上海的有关大学在相关系科开展过一些工作,例如在历史系里设立过亚洲史方向,其中包括朝鲜史,曾经涉及"三一运动"之类的问题;在国际政治系里则在讲授"中华人民共和国对外关系"和"战后国际关系史"等课程时涉及朝鲜战争和日内瓦会议关于朝鲜问题的讨论等.那一时期,上海的有关国际问题研究机构也曾设立过"亚洲组"之类的部门,积累过一些资料,不过总体而言相当有限.     

外部跨流域调水与新疆可持续大发展的初步分析

可持续发展的核心在于人口增长与经济产出不能超过生态环境的承载力,也就是资源再生与废物吸收的能力。提高生态承载力,是增强新疆可持续发展能力的主要方向,而新疆内部水资源,很大程度上只能保证天然生态用水需要,因此要分析研究外部跨流域调水的问题。
