Several studies have described a perspective among citizens that entails a negative image of public administration or civil servants that persists even after positive encounters and experiences. However, this ambivalent attitude has rarely been studied empirically. The authors refer to this attitude as “bureauphobia” and seek to enhance the existing literature through an analysis of its scope and root causes in Spain. The article analyzes two surveys conducted in 2009 and 2010, elaborating two alternative measures of bureauphobia. The results are similar regardless of the survey used and the specific operationalization of the concept: more than 20 percent of each sample exhibits a perspective that combines a negative image of public administration and satisfaction with its performance. A general attitude of distrust stands out among the variables associated with bureauphobia. Substantial regional variation is evident in the extent of the phenomenon. 相似文献

Besides being the most influential television news program with the largest viewership in China, Xinwen Lianbo (Television News Simulcast) also boasts of unique political value in the Chinese media landscape. Each and every change in form the program has adopted since its first broadcast in 1978, has been a reflection of a certain aspect or element of the arch of political reform in the country, and has been widely interpreted as such, thus making it ‘the toughest nut to crack’ in news reform. Throughout its 35 years of history, by striving to represent, maintain, adapt and disseminate the established ideological framework, thus ensuring political reform has progressed at a cautious and gradual pace acceptable to the ruling party, Xinwen Lianbo has proven to be a great example of the construction of political reality by journalistic text on the symbolic level. This article adopts the methodology of new social history with semi-participatory observation as it combs through the evolution of Xinwen Lianbo over 35 years, in an attempt to explore the patterns and paths of Chinese journalistic reform and the factors that have come to shape this journey in the broader context of political reform in China. 相似文献

Recently the controversy about the police use of force has increased within The Netherlands. Simultaneously it has become clear that courts have provided divergent judgments in these cases; some have sentenced and others have acquitted police officers. Whereas victims of the police use of force increasingly ask for the prosecution of these officials, others demand to change the reporting procedure in favor of the officer’s legal position. This research explains how the reporting procedure for these cases is construed under Dutch law – particularly regarding the serious use of force – seeing that such a contribution currently lacks in (inter)national legal literature. Besides, it examines to what extent the abovementioned procedure violates the officer’s right against forced self-incrimination under the ECHR. This research concludes, in absence of a court ruling, that the procedure is incompatible with the ECHR when the evidence that follows from the officers’ duty to notify is admissible in criminal procedures. 相似文献

The extant literature on positional power in hierarchies is mainly restricted to the analysis of power in terms of the authority structure. This is based upon the bare positions of actors and ignores the existence of decision-making mechanisms. The few studies, which also take into account decision-making mechanisms, are ‘membership-based’. In an earlier paper we demonstrated that such an approach is, in general, inappropriate. As a solution we suggested an ‘action-based’ approach and developed a power score and measure ascribing positional power to actors in hierarchies.
