浅析公安院校大掣生忠诚教育的内涵及其路经

我国公安机关在新时期、新阶段担负着巩固中国共产党执政地位、维护国家长治久安、保障人民安居乐业、服务经济社会发展的重大政治责任和社会责任。这一艰巨的重任要求广大公安民警必须忠于党、忠于祖国、忠于人民、忠于法律。公安院校大学生作为共和国的预备警官，对其加强忠诚教育，有助于公安院校培养目标的实现，有助于整个公安队伍的建设，有助于公安机关政治和社会责任的落实。因此，公安院校必须把忠诚教育摆在人才培养的首位，并且贯穿于教书育人工作的各个方面，全面深化对忠诚教育的认识，并结合实际积极探索忠诚教育的有效途径。     

The prosecution of bias crime in the Netherlands and the problem of net-widening: fundamental limits to criminal liability

Crimes that are committed with bias motives are categorised as ??hate?? or bias crimes and are punished more severely than nonbias crimes. However, bias crime laws are often applied to offences where there is no clear evidence of a bias motive. Based on the results of 318 case studies into bias crime prosecutions in the Netherlands, this paper demonstrates that the causes of net-widening should be sought in the action-oriented nature of criminal law reasoning. Decision makers rely on objective behavioural indicators to infer motives. However, these are rarely reliable. We argue that this process results in a transformation of bias crime laws. They are no longer used to punish harmful motives. Rather, they are used to combat behaviour that is considered socially harmful on account of its perceived intolerant, racist or xenophobic message. This forces us to reconsider the justification behind trying to punish motive.     

Auto-communicating micro-Orientalism: articulating ‘Denmark’ in China at the Shanghai Expo

Using the concepts of auto-communication and micro-Orientalism, this article argues that nation branding at World Expos produces and propagates notions of difference and Otherness. We examine how Denmark presents itself in China, and how the message inevitably tells how the Danish authorities view the Chinese. Using the Danish ‘Welfairytales’ pavilion at the 2010 World Expo in Shanghai, we show how the national self is performed in two versions. One attempts to communicate ‘the good Danish life’ to the Danes themselves, while the other claims Occidental superiority. The case shows how the Danish exhibition is performed and regulated as sustainable and authentic and how in spite of its seemingly dialogical and interactive layout, a number of auto-communicative and micro-Orientalist practices are enacted. This study is based on field participation, observations and interviews. Public sources of information are also used.
