Decentralization, Local Priorities, and the Community Development Block Grant Program in Milwaukee

This article analyzes the geographic distribution of CDBG fundsacross twenty-three neighborhoods in Milwaukee, Wisconsin, bycomparing federal, city, and neighborhood responses to localneed and by testing the impact of these responses on the finalfunding allocations. In Milwaukee, decentralizing decisionmakingto the city improved the program's responsiveness to local need.However, the funding decisions made by local officials did notalways direct funding exclusively to the most extreme need;nor did they distribute funding proportionately with respectto need, even though the city's targeting mechanisms were closelyrelated to the measure of need used in this analysis. We concludethat Milwaukee's program results were obtained through a mixtureof targeting rules and political competition over program decisions.     

Sexuality,femininity and fertility control

Fertility control is not a subject to be treated in isolation, rather it must be examined within the wider context of female sexuality which is male defined and male controlled.If women are to avoid unwanted pregnancy they must actively control their own fertility, yet such control can be especially problematic for young women.In this paper the occurrence of unwanted pregnancy is investigated from the standpoint of sexual politics. It is argued that the organization of efficient contraceptive practice entails a positive view of self as controlling one's sexuality and fertility. Hence there is a basic contradiction characterizing the transition to active sexuality.The politics of heterosexual relations are power politics and, as such, the young woman finds herself in a difficult, sometimes insoluble situation.     

UNEMPLOYMENT POLICY: A CASE STUDY IN AGENDA MANAGEMENT

Abstract: Agenda management is a process in which governments attempt to prevent policy issues from emerging, to influence the public perception of issues and to shape or delete issues on the current agenda of policy making. Numerous techniques are available and governments may often resort to them for political purposes. Unemployment policy from 1976–82 provides a case study for assessing the significance of agenda management in the policy process. The many initiatives and announcements of the government and their presentation in the media are described. It is concluded that the government often appeared to employ agenda management techniques such as tokenism, symbolic reassurance, postponement and the selective presentation of social indicators. It is noted that the government's handling of the issue followed an annual cycle, superimposed on which was an electoral cycle. Its attempts to influence public perceptions of the issue had direct links with the nature of policy outputs.
