This paper investigates the performance of liability rules in two-party stochastic externality problems where negotiations are feasible and side payments are based on the realized level of externalities. Results show that an increase in polluter liability does not necessarily increase safety or efficiency in cases where the polluter is risk neutral. Complete polluter liability is found to yield Pareto optimality. When either party is risk averse, an increase in polluter liability may sometimes reduce safety and efficiency. If the polluter is risk neutral and the victim is risk averse, Pareto optimality is only achieved by assigning full liability on the polluter, i.e. giving the victim complete property rights to a clean environment. If the polluter is risk averse and the victim is risk neutral, no level of polluter liability is optimal. In this case, optimality can only be achieved through a contract on abatement activities, such that the risk-averse polluter receives a guaranteed payment regardless of the stochastic outcome. 相似文献
The present study involves the development of forensic DNA typing tests and databases for mule deer in the Province of Alberta. Two multiplex PCR reactions interrogating 10 loci were used to analyze samples from three populations of mule deer. Additionally, an amelogenin based sex-typing marker was used to determine the gender of samples. Results show that the tests and databases are appropriate for use in forensic applications. Additionally, the results indicate that there is little population structure in mule deer in Alberta and that no changes to management of this game species are suggested. 相似文献
While policymakers often make bold claims as to the positive impact of intellectual property (IP) rights on both developed and developing country economies, the empirical literature is more ambiguous. IP rights have both incentive and inhibitory effects that are difficult to isolate in the abstract and are dependent on economic context. To unravel these contradictory effects, this article introduces an index that evaluates the strength of IP protection in 124 developing countries for the years 1995 to 2011. We illustrate the value of this index to economics study and show evidence that is consistent with IP leading to increased growth. Our results are further consistent with two causal pathways highlighted in the literature: that IP leads to greater levels of technology transfer and increased domestic inventive activity. Yet other aspects of our study fit uneasily with this simple story. For example, we find evidence suggesting that increased levels of growth lead to greater levels of IP protection, contradictory evidence in the literature linking IP with growth, a lack of evidence that increased levels of IP protection lead to actual use of the IP system, and problems with what IP indexes measure. Because of this, we suggest another – and so far undertheorized – explanation of the links between IP and growth: that IP may have few direct effects on growth and that any causality is a result of belief rather than actual deployment of IP. 相似文献
Perpetrator and victim gender influence how blame is assigned in intimate partner violence (IPV) scenarios. Although men’s differential capacity to inflict and sustain harm is posited as the reason male perpetrators and victims receive more blame for IPV, it is possible that other aspects of the construct of gender, such as gender role beliefs, underscore these effects. Using a sample of 323 college students and a factorial vignette design that varied body sizes and genders of victims and perpetrators, we examined the extent to which perceptions of physical injury accounted for the effects of perpetrator and victim gender on blame attributions, and whether adherence to traditional gender roles moderated any influences of gender unassociated with perceived injury. For female perpetrators, participants estimated lower levels of perceived injury and greater victim blame, with the former effect predominantly accounting for the latter. Male victims were viewed as less injured and more blameworthy, but the latter finding was not predominantly driven by injury perceptions. Perceived physical injury also did not account for why females perpetrating against males were blamed least. Controlling for differences in perceived injury, those holding more traditional gender views blamed victims of female violence more than victims of male-perpetrated violence. Notably, variations in body physical size were not associated with injury perceptions or blame attributions. These findings overall suggest that gender does influence blame attributions by way of perceived physical injury, but other aspects of the construct of gender are also relevant to these evaluations.

There is growing interest in the use of unconditional cash transfers as a means to alleviate poverty, yet little is known about the effects of such transfers in the U.S. This paper reports on the results of a randomized controlled study of a one-time $1,000 unconditional cash transfer in May 2020 to families with low incomes in 12 U.S. states. The families were receiving, or had recently received, Supplemental Nutrition Assistance Program benefits. We examine the impact of the cash transfer on five pre-registered outcomes (material hardship, mental health, parenting, child behavior, partner relationships) and several secondary outcomes (hardship avoidance, consumption, employment, benefit use). We find no statistically significant effects (powered to detect effects of 0.09 standard deviations) of the cash transfer on any outcomes for the full sample. In pre-specified exploratory analyses, we find significant reductions in material hardship (-0.17 standard deviations) among families with less than $500 of earnings in the previous month, roughly the bottom 50 percent of monthly earnings for the study sample. 相似文献
Master's degree enrollment and debt have increased substantially in recent years, raising important questions about the labor market value of these credentials. Using a field experiment featuring 9,480 job applications submitted during the early months of the COVID-19 pandemic, I examine employers’ responses to job candidates with a Master of Business Administration (MBA), which represents one-quarter of all master's degrees in the United States. I focus on MBAs from three types of less-selective institutions that collectively enroll the vast majority of master's students: for-profit, online, and regional universities. Despite the substantial time and expense required for these degrees, job candidates with MBAs from all three types of institutions received positive responses from employers at the same rate as candidates who only had a bachelor's degree—even for positions that listed a preference for a master's degree. Additionally, applicants with names suggesting they were Black men received 30 percent fewer positive responses than otherwise equivalent applicants whose names suggested they were White men or women, providing further evidence of racial discrimination in hiring practices. 相似文献
