Abstract

Sharif Gemie has recently pointed out in Women's History Review, 5, (1996), pp. 417-444, that patriarchalism and adherence to strict gender roles in the early twentieth century were an integral part of French and Spanish anarchist political culture. Nevertheless, any analysis of the sexual politics of a particular movement must also take into account the sexual culture of the times and the role of the ‘homosexual menace’ in securing ‘correct’ heterosexual behaviour. This short article illustrates some of the wider influences on anarchists and attempts to show the importance of the fear of homosexuality as a disciplinary factor in the sexual politics of their movement.  相似文献

The Food Standards Agency (FSA) aims to remove the longstanding conflict of interest between producers and consumers which is thought to lie at the heart of the rising number of food safety problems of recent years, to restore consumer confidence, and to protect public health. This paper sets out firstly to understand what the conflicts are, how they arise and their implications for food safety, and secondly to provide some means of evaluating the proposals for the Food Standards Agency. It does this by examining the current food safety regulatory regime as it relates to e. coli 0157, one of the problems that gave rise to the FSA and an exemplar of the problems of meat safety, and places it in its wider economic context.
The results show that the financial pressures on the food industry were such that food hygiene was largely dependent upon external regulation and enforcement. But the deficiencies in the conception, design and implementation of the Food Safety Act, which was fundamentally deregulatory and privileged producer interests, permitted the food safety problems to grow. The case also, by illustrating how the interests of big business predominate in the formulation of public policy at the expense of the public, reveals how the class nature of the state affects public policy and social relations. Without addressing these issues, the problems they give rise to will remain. While the case is based on experiences in Britain, the problem of food safety and the issues raised have an international significance.  相似文献

In 1707 Scotland’s parliament ceased to exist. Yet it has since been the subject of two monumental acts of record scholarship; the Acts of the Parliaments of Scotland (1814-1875) in the nineteenth century and the Records of the Parliaments of Scotland (2007) in the twenty-first. Using the first of these as a touchstone, this article examines the ways in which the records of the pre-1707 parliament are presented, positioned and interpreted in the second. Unlike the nineteenth-century edition, which was produced in an era when adherence to the 1707 Act of Union with England went all but unquestioned, the twenty-first-century version was created during a period of constitutional devolution amidst a national debate over the question of independence from the United Kingdom. Approaching this new edition of parliamentary records as a cultural product, shaped and informed by the context in which it was created, therefore enables us to learn much about how the relationship between history and national identity in Scotland has changed since its predecessor was published. From there, the article questions the assumption that present-day understandings of Scottish identity are primarily civic and forward-looking, and argues that they are in fact partly based on claims which, whether secessionist or devolutionist, are fundamentally historical.  相似文献

The longstanding debate surrounding the most effective way for the U.S. federal government to subsidize state and local government capital‐raising received renewed attention in recent years due to the passage and subsequent expiration of the taxable Build America Bond (BAB) program. Recent academic studies, as well as reports from the U.S. Treasury Department, claim that the direct subsidy approach as evidenced by the BAB program provides greater bond borrowing cost benefits to state and local governments compared to traditional tax‐exempt bonds. This research investigates the extent to which such borrowing cost benefits may be overstated since it appears previous studies did not adequately account for the early call optionality of tax‐exempt bonds.  相似文献

The research reported here updates for 1999 some public opiniondata previously provided by the U. S. Advisory Commission onIntergovernmental Relations. The 1999 survey results indicatea general continuation of opinion trends established by thelate 1970s to the mid-1980s. Local government is viewed as givingcitizens the most for their money, followed by state governmentand the federal government. Americans still regard the federalincome tax as the worst tax, followed by the local propertytax. Likewise, Americans express the most trust and confidencein local government and the least trust and confidence in thefederal government, although confidence in all governments increasedover comparable data for 1992. Race and party identificationand, in one case, region are significant factors differentiatingopinions about the federal, state, and local governments andtheir taxes.  相似文献
