Duncan Black (1958) stated his voting order theorem — ‘the later any motion enters the voting order, the greater its chance of adoption’ — exclusively for the amendment procedure. Niemi and Gretlein's (1985) extension is similarly limited. Here we show that with a change in the focus from social preferences to individual preferences, both Black's theorem and that proved by Niemi and Gretlein apply as well to the successive procedure.  相似文献

In 1983 the Government of Kenya embarked on an accelerated programme of decentralization known as ‘District Focus’. This exercise in devolution is aimed at promoting more effective and efficient use of scarce domestic resources through efforts to strengthen planning capacity at the district level, improve horizontal integration among operating ministry field agents, and expand authority to district heads of operating ministries for managing financial and procurement aspects of local project implementation. Given the importance of this initiative to the economic growth of Kenya and the current search for administrative reforms that could help accelerate rural development in Africa, District Focus merits close attention by development experts. This article reviews the historical background, content, and implementation progress of District Focus.  相似文献

This paper is an analysis of two rational choice theories of elections. Anthony Downs and Stanley Kelley's theories yield complementary interpretations of the 1984 U. S. election. Reagan's victory was based on both prospective and retrospective judgments as well as on candidate and policy considerations. Reagan won that element of an incumbent's reelection that is a referendum on his performance as president. However, people also voted on the basis of domestic and foreign policy preferences for the second term. On these issues voters preferred Mondale as much as Reagan. Reagan's victory owed remarkably little to his conservative agenda and to a warm regard for his personal qualities as a leader. His landslide was deceptive. The two Reagan victories were among the weakest of the six landslides of the postwar period by Kelley's test of decisiveness. The Reagan elections have not set the United States on the course of a long-term conservative agenda in either domestic or foreign affairs.  相似文献

The social and economic consequences of adolescent motherhood are known, yet the psychological associates are largely unstudied. Clinical studies point to distressing reactions to adolescent pregnancy, and do not reflect changes in social attitudes about teenage parenting. In this study, adolescent mothers (n=62), pregnant teenagers (n=63), and non-pregnant and nonparenting (n=60) adolescents enrolled in public high schools completed measures of socioeconomic status, depression, anxiety, loneliness, self-esteem, and social supports. Findings suggest that adolescent mothers and pregnant teenagers are less distressed by their situation than was once thought. Social supports and socioeconomic status predicted psychological well-being better than parenting status. Expanded school programs for teenage mothers and renewed efforts to enhance young mothers' social and socioeconomic resources are called recommended.Funding was provided by the William T. This paper presents the results of an evaluation of an early intervention, risk-reduction strategy versus a standard intervention approach in the treatment of inner-city youth at high risk of adopting a deviant lifestyle. It examines baseline and 1-year follow-up information provided by 408 youth admitted to 2 community-based Baltimore City Youth Bureaus offering counseling services for neighborhood youth referred for delinquent and other problematic behavior. In the study, one of these bureaus served as the experimental intervention clinic and the other as the control, or standard intervention, clinic. Outcome measures involved substance abuse; sexual activity; contact with juvenile authorities; and delinquent activity, including violence-related activity. Regression analyses of outcome measures revealed significant differential results for delinquent activity, which favored the experimental intervention. Relationships between risk/protective factors and outcome are discussed.  相似文献
