The romantic vision in american administrative theory: Retrospectives and prospectives

The 1980s witnessed an explosion of new theoretical approaches for public administration. This essay explores the intellectual basis and orientation of several of these “new” approaches. It argues that many share distinctly common outlooks and values which the author terms, “a romantic vision” for the field, that is opposite to rational “classicalism.” This current wave of romantic philosophy mainly has historic roots in the Minnow brook perspectives of the late 1960s and early 1970s but “flowers” today in quite diverse schools under new names such as critical theory, phenomenology, new public administration and many others. All share common romantic values and outlooks. Several intellectual dilemmas for public administration posed by the rise of romanticism are outlines in this essay.     

Anti-Immigrant Parties,Local Presence and Electoral Success

Abstract

Does the local organisational presence of anti-immigrant parties affect their chances for electoral success? In order to answer this question, the article explores the potential of a supply-oriented explanation to anti-immigrant party success by examining the electoral advancements the Sweden Democrats (SD) made in the 2006 and 2010 elections. Our results indicate that traditional demand-side explanations to anti-immigrant party success can be successfully complemented by an ‘internal supply-side argument’ to make the electoral fates of these parties more intelligible. Whether the SD had a local organisational presence had a substantial effect on its results in the national election and on the probability of gaining representation in local councils. Thus, the party’s fate in the national as well as local elections was largely determined by whether or not it had a local organisational presence in Swedish municipalities.     

Problems in evaluating economic development politics : an urban perspective

The central concern in this paper is with the way we think about economic development at the local level. I turn first to a look at the local context of economic development policymaking, then to the strategy derived from this context and the resultant “politics of growth”. Finally, I focus on the need for a theoretically grounded model to evalate the economic development efforts of local public officials. Mayors and scholars alike must begin the task of building such a model by first recognizing the importance of conducting their work within a theoretical framework which places the city within the larger political, social, and economic context which defines it. The central reality of that wider context, I argue, is that the business community dominates economic development politics: businessmen Issue commands (as a condition of investing in the local economy) and politicians offer inducements (in competition with other politicians for that investment).     

Research and trends in governmetal accounting and reporting

Budgeting is a form of financial reporting using accounting information. This paper reviews current research and trends in governmental accounting and reporting for state and local governments in the United States. In the first section, the contributions of the Governmental Accounting Standards Board are reviewed, including the conceptual framework now guiding the evolution of accounting standards. Also reviewed are developments that are expected to have a significant impact on budgeting in the future, including service efforts and accomplishments reporting, financial condition, and budget reporting. The second section reviews accounting research in four distinct areas: capital markets; financial reporting; behavioral experiments; and, public choice. The future of governmental accounting and reporting will reflect changes in the standards of practice and the use of theory to direct research.     

Are older workers really different ? the effects of age,tenure, and education on work preferences of registered nurses

The aging of the workface has generated interest in the special needs of older workers. This research on registered nursed in nursing homes investigated the relationship between nurses' age and their work preferences, as well as the effects of tenure and education on this relationship. Older nurses assigned greater importance to work flexibility and lesser importance to development, career advancement, and socialization than did younger ones. Tenure and education contributed to the predictive power of age but did not moderate the relationship.

Learning about terrorism: Analysis,simulations, and future directions

This paper surveys the various activities of the Study Group on International Terrorism at the University of Oklahoma. The Study Group has employed the following phases in analyzing a form of conflict that has increasingly seized the world's headlines and challenged the capacity of governments to meet a particularly insidious type of political violence. In PHASE I, Ascertaining the Scope of the Investigation, problems related to defining “terrorism” and evolving a focus for analysis are recounted. In PHASE II, The Collection of Data and Initial Analysis, the techniques employed by the Study Group in collecting and evaluating data dealing with incidents of terrorism are discussed. In addition, a number of the preliminary findings of the studies are presented. In PHASE III, Application and Evaluation, the methods by which the initial findings were employed to develop a wide variety of programs related to developing alternatives to meet the threat of terrorism are discussed. Particular emphasis is placed on problems related to reconciling the need for an effective tactical response when an incident occurs with the equally pressing requirement for effective hostage negotiation. Under the section entitled Simulations, the techniques employed in developing a series of highly realistic simulations involving: (1) the University of Oklahoma Security Department, (2) the Norman Police Department, (3) members of a U.S. Army Special Forces Unit, and (4) flight attendants aboard the mock‐up of a cabin at the training facility of a leading international airline are presented. In addition, certain patterns that emerge from the simulations are noted. In PHASE IV, Policy Implications, the patterns mat emerged from the simulations are related to broader policy questions that not only include the need for more effective training techniques for law enforcement personnel, but also stresses the need to provide exercises that would promote administrative cooperation among senior level officials from the different jurisdictions that would be involved if an incident were to occur. In PHASE V, Future Directions, new areas of analysis and training are presented as they particularly relate to the need to sensitize personnel from both the public and private sector who may be high‐risk targets for terrorists attacks.
