Student teachers' perceptions of the identity formation process

Student teachers were asked to respond to profiles of various styles of dealing with adolescent identity issues. Student teachers responded most favorably to the profile indicating adolescent exploration of occupational and ideological alternatives (Moratorium) and least favorably to an apparent nonconcern with adolescent issues (Diffuse). Commitment to plans and beliefs with closedness to alternatives (Foreclosure) received intermediate evaluations. Consistent with Eriksonian notions, but at variance with empirical findings, the Moratorium style was rated highest in psychological health. Student teachers preferred the Moratorium-style individual as prospective students; the Diffuse-style one the least. Implications for teacher training and educational practice were examined, and areas of further research were outlined.Funding for this project was received from a grant by the Faculty of Education, University of Western Ontario, London, Ontario, Canada.He received his Ph.D. in Educational Psychology from the Ontario Institute for Studies in Education, University of Toronto. An extension of Black's theorem on voting orders to the successive procedure

Duncan Black (1958) stated his voting order theorem — ‘the later any motion enters the voting order, the greater its chance of adoption’ — exclusively for the amendment procedure. Niemi and Gretlein's (1985) extension is similarly limited. Here we show that with a change in the focus from social preferences to individual preferences, both Black's theorem and that proved by Niemi and Gretlein apply as well to the successive procedure.     

Decentralized planning in Kenya

In 1983 the Government of Kenya embarked on an accelerated programme of decentralization known as ‘District Focus’. This exercise in devolution is aimed at promoting more effective and efficient use of scarce domestic resources through efforts to strengthen planning capacity at the district level, improve horizontal integration among operating ministry field agents, and expand authority to district heads of operating ministries for managing financial and procurement aspects of local project implementation. Given the importance of this initiative to the economic growth of Kenya and the current search for administrative reforms that could help accelerate rural development in Africa, District Focus merits close attention by development experts. This article reviews the historical background, content, and implementation progress of District Focus.     

The 1984 election as Anthony downs and Stanley Kelley might interpret it

This paper is an analysis of two rational choice theories of elections. Anthony Downs and Stanley Kelley's theories yield complementary interpretations of the 1984 U. S. election. Reagan's victory was based on both prospective and retrospective judgments as well as on candidate and policy considerations. Reagan won that element of an incumbent's reelection that is a referendum on his performance as president. However, people also voted on the basis of domestic and foreign policy preferences for the second term. On these issues voters preferred Mondale as much as Reagan. Reagan's victory owed remarkably little to his conservative agenda and to a warm regard for his personal qualities as a leader. His landslide was deceptive. The two Reagan victories were among the weakest of the six landslides of the postwar period by Kelley's test of decisiveness. The Reagan elections have not set the United States on the course of a long-term conservative agenda in either domestic or foreign affairs.     

STATE-LOCAL RELATIONS AND THE AMERICAN JAIL CRISIS: AN ASSESSMENT OF STATE JAIL MANDATES

Years of neglect, combined with the recent development of a “hands on” judicial policy have resulted in a jail crisis in America. States, recognizing their contribution to this situation, have begun to develop policies designed to assist local jail officials in operating safe, humane, and constitutional facilities. These state efforts are a form o f mandating, and primarily concern minimum operating standards and inspections programs. In this research we investigate three questions related to state mandating of local jail operations: (1) what is the extent of state involvement, (2) what factors are associated with state involvement, and (3) what is the impact of state involvement? Our findings indicate (1) states have been active in developing and administering jail mandates, (2) state involvement is associated with state-level corrections policy, and (3) jail standards and inspections programs have a substantial impact on local jail performance. We conclude with a discussion of how state and local governments may proceed in the process of developing standards, inspections, and enforcement procedures.     

THE IMPACT OF STATE STANDARDS AND ENFORCEMENT PROCEDURES ON LOCAL JAIL PERFORMANCE

One of the recent trends in the field of criminal justice has been the development of state jail standards. The nature of local politics has meant that jails have been among the most poorly funded and operated governmental institutions. The result of decades of neglect is a fertile ground for inmate litigation. The interest shown by the courts, in a variety of operational and procedural areas, has been a key factor in leading many states to assume a greater role in local jail oversight. This article examines some of the problems facing jails and describes state efforts to address these problems through state-level jail standards and enforcement procedures.     

Budget makers as agents: A preliminar investigation of discretionary behavior under state-contingent rewards
