OBSTACLES TO SEEMINGLY SIMPLE REFORM: A CASE STUDY OF BAIL REFORM

This study involves analysis of the implementation of a new release on recognizance (ROR) policy governing misdemeanor cases in a small, mid- western county. The case study is interesting because the policy seems to be characterized by several factors that might lead to predictions of high compliance with policy intent. The findings, however, suggest that consid- erable slippage between intent and implementation occurred. It is argued that this slippage is the product of communication problems, the disposition of street-level implementors, and the failure to include implementors in decision making. These obstacles are then compounded by the lack of performance monitoring. The problems are viewed as interrelated and revolve around the top-down implementation strategy that failed to involve those responsible for implementation – the street-level implementors.

A Small Population Study on Friction Skin Ridges: Differences in Ridge Widths Between Latent and Inked Fingerprints

Morphological changes in the width of latent fingermark ridges occur naturally over time. This could be used to examine the aging process of latents and eventually estimate time of deposition. In a crime context, it is common practice to compare a questioned (aged) fingermark with a database of known (inked) prints. Therefore, in the absence of fresh fingermarks for aging purposes, it is of interest to reveal correlations between these two categories of fingerprints with regard to the widths of their ridges. The present study explores correlations of ridge widths between flat and rolled inked prints with latent fingermarks visualized with carbon black (CB) and titanium dioxide (TiO₂)-based powders among a small population of ten donors. Results revealed consistent differences between the ridge widths of latent and inked prints as well as flat and rolled impressions. Latent fingermarks visualized with CB and TiO₂ powders showed ridges with comparable widths.     

Invited Commentary: Fostering Resilience Among Native American Youth Through Therapeutic Intervention

This article offers a comprehensive overview and understanding of the needs of Native American Youth for researchers, educators, and practitioners based on current research and practice. Strengths and protective factors are discussed in terms of Native strengths in context, the strengths and resilience of Native ways, Indigenous ways of knowing, the relationship between cultural identity and the tribal nation, the importance of family, the roles of the wisdom keepers, spiritual ways, and communication styles. Contextual influences are explored in terms of the relationship between history and healing from intergenerational grief and trauma, the influence of acculturation, as well as current social, economic, and political issues that affect Native youth. Implications for research and therapeutic intervention are explored in terms of healing from historical trauma and oppression. The authors offer an overview of common presenting issues and recommendations, practical tribally-specific interventions, and reflections on what it means to work from a social justice and client/community advocacy perspective with a focus on providing effective therapeutic, culturally-based interventions with Native children and adolescents that promote resilience and foster positive development with this population.     

Silent Racism and Intellectual Superiority in Peru

Abstract — Historically, racism as it is understood in South Africa or in parts of the Southern United States has not existed in Peru. The absence or at least the existence to a lesser degree of this type of tension grants us a superiority over our northern neighbours. In Peru, emancipation of slaves was relatively easy. This is not to say that there do not exist prejudices against Indians, cholos , and blacks, however these prejudices have not been sanctioned by the law and they have, more than a profound racial feeling, an economic, social and cultural character. Colour does not prevent an aborigine, mestizo , or Negroid from occupying high positions if they can accumulate wealth or achieve political success. Notwithstanding these fortunate cases, there is an enormous distance between the pongos [serfs] of a highland hacienda … and those highly cultured and refined Limeños, who routinely travel to Europe. This distance is neither racial, nor based on place of origin, rather it corresponds to what can be termed an historical state of things (Jorge Basadre, 1964:4686).     

CHALLENGES OF DEVELOPMENT IN BURUNDI： A CASE STUDY OF PROTECTION OF REFUGEES AND IDPS IN POST-CONFLICT RECONCILIATION AND TRANSITIONAL JUSTICE

Violations of human rights and genocide in Burundi are among the most contentious issues which continue to attract the attention of academic discourse. This paper is concerned with the question of human rights violations in Burundi from a historical and comparative perspective. It seeks to trace the root causes of Burundi＇s sullied human rights record over 52 years since independence from Belgium in 1962, the role of the military in human rights violations, including mass killings of civilians and extra-judicial executions of political opponents and the fact that the post- conflict constitutional architecture has not succeeded in establishing accountability and responsibility for these violations; in providing truth, justice and reparations to the victims and in putting an end to the culture of impunity which seems to be entrenched in Burundian society. Moreover, by analyzing critically the results from interviewing 113 Burundians and 16 non-Burundians, this paper argues that there will be no political stability enduring peace without addressing these issues in a comprehensive manner.     

Introduction: Emotions and justice

The articles in this collection all assume that emotions are an essential foundation for justice. Within this broad framework, many different possibilities are explored. These range from the role of empathic emotions to the role played by a desire for vengeance. They involve the examination of emotional responses to injustice in different cultures. And they include an exploration of the different sorts of selves that are possible and how one of these may be the self of a just person.
