The persuasive power of a Committee Chairman: Arthur Burns and the FOMC

This paper investigates persuasion as a means of influence for the Federal Reserve Chairman in meetings of the Federal Open Market Committee (FOMC). Using textual records of FOMC meetings, federal funds rate targets have been recorded for Committee members who served in the Arthur Burns era (1970–1978). Results show that Burns-member differences in stated funds rate targets were lower when Burns made recommendations early in the meeting, consistent with the hypothesis that the Chairman is persuasive. Additional results show that members’ tendencies to respond to Burns's recommendations were related to their personal and political loyalties.     

The influence of state-level economic conditions on the 1992 U.S. presidential election

Evidence is found that state-level economic conditions played a significant role in the defeat of George Bush in the 1992 U.S. presidential election. Evidence is also found which indicates that the entrance of Ross Perot into the race as an independent candidate was not instrumental in the Bush loss.     

Worries and Health in Adolescence: A Latent Variable Approach

In this study, the most salient worries of Dutch adolescents are examined and the most often reported symptoms are ranked. The relationship between worrying and health is explored using structural modeling as are the frequently found gender differences in these areas. Worrying is postulated as an indicator of psychosocial well-being along with affectivity, ease of parental communications, tiredness, and loneliness. Health, or physiological status, is indicated by reported symptoms, frequency of doctors visits, aspirin consumption, and a global health measure. Four hundred and sixteen high-school students (211 girls and 205 boys) fitted in a questionnaire during school hours. The structure of the bet fitting model was the same for boys and girls, indicating that gender differences are a question of degree, and not of different structural relationships. Psychosocial well-being explained 77% of the variance in physiological status. The implications of the findings for health education are discussed.     

The Employment Appeal Tribunal: October 2002-July 2005

The Employment Appeal Tribunal (EAT) has been governed by theEAT Rules¹ since 1993 (amended in 2001), and in 1996, Sir JohnMummery, the then president, issued a Practice Direction whichenshrined the practice that had been developed and honed overthe 20 years of the EAT existence. The changes over the past3 years have now been reflected in the 2004 amendments to theEAT Rules and by two further Practice Directions, first in December2002, to implement the effect of the changes introduced in practiceas from October 2002 and then in December 2004, once they hadbedded in, to adjust to the amended Rules, which had also reflectedthose changes. This article is written for the purpose of summarisingthose changes and reflecting upon their effect.
