The scale and ferocity of post-war violence regularly confounds the expectations of security and development specialists. When left unchecked, mutating violence can tip ‘fragile’ societies back into all out warfare. In the context of formal peace support operations, conventional security promotion efforts are routinely advanced to prevent this from happening. These include disarmament, demobilisation and reintegration (DDR) and wider security system/sector reform (SSR). There are also lesser known but no less important interventions to promote security that deviate from—but also potentially reinforce and enhance—DDR and SSR. Faced with dynamic post-war contexts, erstwhile warring parties, peace mediators and practitioners have crafted a host of innovative and experimental security promotion initiatives designed to mitigate risks and symptoms of post-war violence including interim stabilisation measures and second generation DDR. Drawing on a growing evidence base, the article sets out a host of contextual determinants that shape the character and effectiveness of security promotion on the ground. It then issues a typology of emergent practices—some that occur before, during and after DDR and SSR interventions. Taken together, they offer a fascinating new research agenda for those preoccupied with post-war security promotion.  相似文献

We review the history of gaming and its taxation in the U.S., particularly in regard to the idea of “sin taxes” which were often presented as policy instruments intended to control problem gamblers. The review suggests that raising taxes neither encourages moderation nor replaces negative external costs. We follow the review with a socioeconomic impact analysis of a proposed four percent Federal Gaming Tax by simulating its impact on Clark County, Nevada for the period 1995-2004 using a large scale econometric multi-regional model. Clark County is of interest because it is where Las Vegas is located. The analysis reveals that the proposed tax would lead to a measurable decline in Clark County's jobs, population, disposable income, and total industrial during the forecast period. By 2004, total industrial output would be 1.3 percent lower under the proposed tax and Clark County would experience a loss of $1.39 in real disposable income for every gaming tax dollar collected by Federal Government. These reductions, coupled particularly with the loss of thousands of jobs in Las Vegas area hotels/casinos predicted by the analysis suggest that increased demands on social services in Clark County would result. These findings, together with the lack of evidence that raising taxes would promote moderation or reduce external negative costs, lead us to argue that excise taxes represent an unattractive option.  相似文献

Leaking underground storage tanks (USTs) are a pervasive national environmental problem. Cleanup of leaking USTs is largely publicly financed and under the control of state agencies. In the transition to new compliance standards, individual states have taken advantage of provisions in federal regulations to implement their own programs. This raises the policy question of environmental federalism and the appropriate locus of government control. The objectives of this study are to examine the revealed preferences of a state UST bureau. New Mexico was one of the first state programs to use risk assessments in setting funding priorities. We analyze the statistical determinants of funding decisions and find strong evidence that risk information is used. Although our case study provides a measure of support for state control, the argument is strengthened if public financing is limited to the cleanup of historical pollution, rather than a means for providing insurance for prospective pollution. ©1999 by the Association for Public Policy Analysis and Management.  相似文献

Group psychotherapy with disturbed undersocialized adolescents requires modification of traditional group psychotherapy methods. The effectiveness of a structured, brief video-tape feedback and discussion on group psychotherapy process with this population was studied by an analysis of detailed ratings of each statement, or process unit; in randomly selected videotapes from a control and experimental group during a nine-month period. Significant differences in level of intimacy of verbal content and in frequency of feedback about behavior in content indicate that this technique is effective in facilitating group psychotherapy goals.Received Ed.D. from University of Kentucky. OBJECTIVE: This study examined baseline self-efficacy as a moderator of outcomes comparing women receiving either the Women's Recovery Group (WRG), a new manualized group treatment for substance use disorders combining single-gender group composition and women-focused content, or Group Drug Counseling (GDC), an empirically supported mixed-gender group treatment. METHODS: To understand the relationship of baseline scores of abstinence self-efficacy measured by the Drug-Taking Confidence Questionnaire (DTCQ) to outcome, we included the interaction of group by phase by continuous DTCQ scores in the outcome analyses. Women were split into groups of high versus low abstinence self-efficacy based on the clinical cutoff score of 80 on DTCQ. RESULTS: We found a significant 3-way interaction effect of treatment condition, time, and baseline DTCQ scores on drinking days and days of any substance use per month. Women in WRG had greater reduction in substance use from baseline to post-treatment than women in GDC, and women in WRG with low self-efficacy had the best outcomes overall. CONCLUSION: The findings suggest that women with low self-efficacy may have enhanced treatment outcomes in a single-gender substance use treatment group.  相似文献

This study explored whether the rational (certainty of punishment) and nonrational (criminal thinking) aspects of antisocial decision‐making interact. A convenience sample of 319 undergraduates (106 men, 213 women) completed a measure of criminal thinking and responded to three fictional vignettes (i.e., cheating on a final examination in a class they were in jeopardy of failing, stealing $50 off a table in a dorm room, and selling marijuana for a friend) at three different levels of risk or certainty of apprehension (50%, 10%, and 1%). Results indicated that participants reported that they would be more likely to engage in antisocial behavior when the certainty of getting caught was low and the level of proactive (P) or reactive (R) criminal thinking was high. An interaction between certainty and criminal thinking was also observed in which the gap between lower and higher criminal thinking respondents grew as the probability of getting caught fell.  相似文献

Spatial patterns of murder and physical injury in Metro Manila, Philippines were visualised through conditional choropleth maps. Relationship of both crime rates with some demographic variables were investigated while accounting for possible spatial autocorrelation using spatial lag models. Results show that both crime rates tend to cluster in the northern cities of Metro Manila. Furthermore, significant spatial lag coefficients were found only for physical injury rates, with values ranging from 0.49 to 0.62, signifying a positive city-level spatial dependence of physical injury rates in Metro Manila. Moreover, some demographic covariates, such as population density, percentage of young males, education, marriage, and immigration were found to be associated with both crime rates. These results could serve as useful indicators of crime incidence; thus it is recommended that crime monitoring systems include them to aid in resource allocation and program planning for better crime prevention and security management.  相似文献

UK abortion law remains unsettled, and subject to on‐going controversy and reform. This article offers a comprehensive critique of all reforms implemented or proposed since 2016. It examines reforms proposed in both Houses of Parliament and contextualises them within a public law analysis, showing both that the complex parliamentary processes relating to Private Members’ Bills have frustrated reform attempts, and that these attempts have been contradictory in their aims between the two Houses. Secondly, it examines the unique positions of Northern Ireland, Scotland and Wales to show the extent to which devolutionary settlements have influenced both reforms and executive involvement. Finally, it examines the potential impact of the courts on abortion law following Re Northern Ireland Human Rights Commission's Application for Judicial Review, showing that the Supreme Court's reframing of the debate in human rights terms is likely to affect abortion law, not only in Northern Ireland, but in the whole of the UK.  相似文献
