Reversal of migration in the labor reserves of Zimbabwe? Prospects for change

Changing patterns of migration in Zimbabwe over time are reviewed, with particular reference to rural-urban migration and the government's efforts to slow out-migration from rural areas. The author notes that the recently established resettlement schemes are achieving a level of success in lowering rates of out-migration. However, he also observes that adequate credit for the purchase of equipment and cattle is necessary if out-migration is to be reduced.     

A path analytic approach to the validation of a taxonomic system for classifying child molesters

This study examined the validity of the most recent revision of a taxonomy for child molesters developed at the Massachusetts Treatment Center (MTC:CM3). The taxonomy is distinguished both from earlier versions of this system and from other systems, by three major changes: (a) the partitioning of the regressed/fixated dichotomy into two separate factors-level of social competence and degree of fixation on children, (b) the introduction of a new type (narcissistic) to fill an empirically determined gap between the object-related offender and the antisocial, exploitative offender, and (c) the differentiation of the violence in the sexual offense into nonsadistic and sadistic components. MTC:CM3 was used to classify 177 child molesters who were committed to the Treatment Center. Variables coded from the clinical files were rationally grouped according to developmental period and subjected to principal-components analysis (PCA). The PCA-derived components then were entered into a series of regression analyses. The resulting three path models indicated that the new subtypes created by the aforementioned refinements had distinct developmental courses and adult adaptations.

The Use of Executive Guidance in State Budget Preparation

The method by which a state budget is developed is critical to the policy-making process. A longitudinal study of states finds an increasing use of budget guidance techniques that control how agencies may propose policy changes and request funds to support those changes. The article examines whether the use of budget guidance is associated with several factors, including regions of the United States, state socio-economic characteristics, state government characteristics, various aspects of state budgeting (such as the use of policy analysis by the executive), and the educational characteristics of the professional staffs in state budget offices.     

THE ROLES OF GOVERNMENT A PARTICIPANT'S PERSECTIVE*

Hasluck is unusual in the lengths he went to the define the responsibilities of the various offices in which he was involved. Many of the functions and processes of government have changed since Hasluck was an active participant in the political process. Interest groups have increasingly influenced political decision-making, organisations external to the public service now play a greater role in influencing the development of public policy, the operation of a number of areas of the public service has become more visible and open to external scrutiny, there has been a constant trend towards political appointments within the public service, and it appears unlikely that the emphasis on public relations and marketing techniques as an integral feature of government communication will diminish. Likewise, the demands on ministers' time have increased and, while it is questionable whether ministers now handle a larger ministerial workload than Hasluck did, it is doubtful whether very many then or since have had his capacity for hard work or for handing the matters which cross their desk without the support of a professional advisory staff. The functions and operations of government evolve and the adaptation of roles and functions may not necessarily weaken the effectiveness of government administration. However, the fundamental tenet of Hasluck's writings on the roles of government remains compelling: the participants in the various areas of government should have an appreciation of the constitutional responsibilities of their position, its relationship to other areas of government and the fundamental principles which are required to maintain the credentials of the office into the future.
