The challenges facing public housing authorities in a brave new world

Abstract

Public housing authorities (PHAs) are entering a brave new world. Major proposed changes to the public housing program will force PHAs to compete with private sector providers for tenants. To succeed, they will have to act more like entrepreneurial market participants: to change their management practices, the types of tenants they house, and the kinds of developments they operate, and to attract private capital for the development and operation of public‐private public housing ventures.

PHAs must confront the challenges of transformation while pursuing four mutually conflicting goals: housing the neediest, achieving diversity of tenantry, cross‐subsidizing by attracting unsubsidized tenants, and attracting private capital. Success, or even survival, may require sacrificing one or more of these goals. Whether PHAs can increase housing production to such an extent that they can provide sufficient housing for the neediest while fulfilling the other goals as well remains unclear.     

The Role of Fantasy in a Serial Sexual Offender: A Brief Review of the Literature and a Case Report

Abstract: Extensive research has attempted to elucidate the role of fantasy in sexual offending. In this paper, the authors summarize the main results of the literature, especially the contents, themes, dynamics, etiopathogenesis, and potential functions of fantasy in sexual offending. Further, the authors analyze the case of a serial sexual offender who assaulted 39 women. The forensic‐psychiatric assessment revealed that his fantasies of forced sex, sexual coercion, and dominance, which were linked to narcissistic personality organization and functioning, were the primary drive mechanism in his crimes, because he imagined himself in the role of the aggressor, identified with the power associated with the role of perpetrator, and was sexually aroused by such images of omnipotent control of the victim. In conclusions, the authors suggest that fantasies of sexual aggression, coercion, and dominance of women may stimulate grandiosity and omnipotence and, in a minority of cases, may lead to sexual offending.     

Ear identification: a pilot study

Although several papers have recently been devoted to establishing the validity of identification using the ear, this part of the human body still remains underexploited in forensic science. The perfect overlap of two images of the same ear is not really possible, but photographs of the ears as a reliable means of inferring the identity of an individual are poorly treated in the literature. In this study, we illustrate a simple, reproducible method, which divides the photograph of an ear into four parts-helix, antihelix, concha, and lobe-by means of a suitable grid of four straight lines. Although the division does not follow exact anatomical features, their edges do join anatomical points which are more easily identifiable. Measurement of certain areas of these parts can be combined to produce a code allowing personal identification. This method produces false-positive identifications of <0.2%. Last, the repeatability and reproducibility aspects of the method are tested.     

The hooligan's mind

Football hooliganism is a world phenomenon and an everyday matter. Society spends a lot of money to prevent and control it. We need to know what hooligans think in order to anticipate their actions and prevent their violent behaviors. In this paper, I propose a theory of the hooligan's conscious mind, by analyzing the thinking of a real Italian hooligan who was my patient. I will show that violent behaviors of hooligans are not unconscious, because the mental states (both beliefs and goals) of hooligans are explicitly represented in their mind. In contrast, I will suggest that both supporting and fighting are planned (i.e., goal directed), because "recognized supremacy" is explicitly represented as the ultimate goal. In fact, hooligans support and fight in order to be recognized as good hooligans, i.e. as good supporters as well as good fighters.     

Elderly sexual offenders: two unusual cases*

The aim of this case report is to describe two cases of sexual abuse by elderly subjects for which the Judge commissioned an expert psychiatric-forensic opinion. The elderly are generally believed to commit nonviolent crimes, whereas the two cases we observed feature forcible rape committed by elderly offenders, who showed no form of mental disease and had rationally planned their offense. They had never previously committed similar acts and had no history of homosexuality; both had been married for many years before the death of their wives and had adult children. Finally, no previous episodes of rape emerged in their personal histories during interrogations. The sociocultural context in which the crimes were committed was identical and arouses interest as regards both the method employed and how the crimes were discovered. The legal authorities then commissioned accurate investigations including medicolegal and psychiatric-forensic evaluations of the offenders and their victims.     

Consideration of the probative value of single donor 15-plex STR profiles in UK populations and its presentation in UK courts

The adoption of new 15 locus STR multiplex systems into UK forensic science would be facilitated by agreed guidelines for reporting the strength of DNA evidence using likelihood ratios. To facilitate such an agreement, we present an analysis of previously published UK allele frequencies for white Caucasian, Afro-Caribbean and Indo-Pakistani populations and investigate their effect on likelihood ratios for single donor profiles. We consider the implication of the five additional loci and suggest a procedure for reporting likelihood ratios for 15-plex STR profiles.     

Effects of Different Temperatures on the Development of Dermestes Frischii and Dermestes Undulatus (Coleoptera,Dermestidae): Comparison Between Species

Dermestidae could be useful in forensic investigations to assess the PMI as adults and larvae colonize dried remains. We reared two species of Dermestidae (Dermestes frischii and Dermestes undulatus) to understand the effects of different temperatures on the length of their whole life cycle and on their immature stages. Both species were reared at 23°C ± 0.5, RH 75% and at 26°C ± 0.5, 75% RH. Our result shows that the temperature is the main factor that influences the development of those species; in fact, increasing temperature leads to a shorter development cycle (59.8 ± 0.5 and 38.1 ± 0.2 for D. frischii; 50.6 ± 0.6 and 36.2 ± 0.2 for D. undulatus). Furthermore, we found that the number of the molts before the pupa decreases from 5–7 to 5–6 for D. frischii and from 4–6 to 4–5 for D. undulatus, respectively, at 23°C and 26°C.

POPULATION: A total of 71 Jewish individuals obtained from the collection of The National Laboratory for the Genetics of Israeli Populations at Tel-Aviv University: 14 Ashkenazi, 21 Sephardic (from Turkey), 23 North African (from Morocco, Libya and Tunicia) and 13 Oriental (from Iraq and Iran).
