Barbárie: literatura e filosofia moral

The view of the barbarity is a theme that has been inexhaustible due to the constant human ability of reinventing the horror’s dimensions. However, if analyzed through the political philosophy, this is a theme that requires continuous rereadings in order to prevent the risk of reactualization of the horror in the contemporary world’s roll of concerns. The horror’s reactualization in this context would be assisted by the weakness that is currently happening at the democratic institutions as a result of virulent denouncing criticisms that expose its infirmity, often deservedly. We believe that the barbarity is unembraceable and unapproachable in its integrality if seen through one single angle. Therefore, our purpose in this text is supporting the continuous process of reflecting about this theme through the possible conjunctive approximation of literature (Jünger and the survival’s literature) and political philosophy (Schmitt and his critics).     

Spain: The fragile democracy

The attempted military coup of 23 February 1981 underlined the fragility of democracy in Spain, recently restored after forty years of dictatorship by General Franco. The article argues that the ultimate reason for Spanish democracy's precarious state lies in the existence of a traditionally interventionist Army, an Army not identified with the values and ideals of democracy. A minority of right‐wing officers thought that terrorism by the Basque group ETA, the regional problem, and the political disenchantment of many Spaniards, related to the decline of Suárez, called for a new intervention by the Army against the legally constituted democracy.     

Italy's Growing Burden of Choice in Security Policy

NATO, the EU, and the UN have been the cornerstones of Italy's foreign policy since WWII: although they continue to provide a point of reference, these institutions are undergoing major changes that reflect – and partly create – a very unpredictable international environment. The evolving security agenda, choices made by key allies (especially the United States), and domestic political forces are putting Italian decision-makers under pressure. There is a serious problem of resource constraints while the country is still unwilling to make clear-cut choices based on unavoidable tradeoffs. The past few years have witnessed a mix of continuity and change due to the political orientations of successive governments under these challenging circumstances.

The European Union's difficulty in functioning is to a large degree a result of its decision-making mechanisms, which expose any measure to a veto by a scant minority or even a single state. A flexible model of Europe, one of differentiated integration, attempts to overcome this deadlock. The flexible model is based on the simple and reasonable idea that a member state which dissents is not obliged to associate itself with a certain initiative, but cannot stop the others from carrying it out. Under certain “virtuous” conditions, flexibility would not involve the risk of breaking up the Union. On the contrary, it would offer dynamic instrument for reconciling the requirements of unity and diversity and promoting the process of European integration.
