The German origins of the anthropological concept of culture and its related ideas of the folk culture and cultural relativism are explored. The vicissitudes of the idea of The Folk and its swing from Right to Left are related to contemporary neo-primitivism. The open society and high culture are defended.

Diplomatic intercepts in peace and war: Chanak 1922

Recent Public Record Office releases of British Foreign Office documents include diciphered diplomatic messages from several European capitals intercepted from 1919 onwards by a department of the Foreign Office called the Government Code and Cipher School (GCCS). These intercepts were called 'bjs' - 'blue jackets', from the blue folders in which they were regularly delivered to a very few top government officials. This paper is based on bjs mainly from French, Italian, American and Turkish capitals and embassies during the autumn of 1922 when a genocidal war was being fought along the Black Sea southern coast between Greece and Kemalist Turkish forces under the future President, Ismet Inonu. What became known as 'the Chanak Affair' led the Powers perilously close to renewing hostilities terminated at the Armistice of 1919. Despite the attention given by Lloyd George, Curzon and Churchill to the implications of the bjs as to Turkish, French and Italian intentions, peace was established on the ground before the end of the year by Inonu and the British C-in-C, General Harington.     

Chemical Imaging of Human Fingermark by X-ray Photoelectron Spectroscopy (XPS)

X-ray photoelectron spectroscopy (XPS) is a widely used technique to characterize the surface chemistry of materials. It plays a crucial role in accessing qualitative and quantitative information and in detecting the presence of chemical functional groups on the surface of any material. The forensic methods available to detect and identify elements and organic/inorganic compounds are often destructive, so evidence cannot be re-analyzed. However, XPS allows rapid analysis of samples without damaging them. Recently, an increasing number of forensic researchers have begun to study certain chemical information on fingermarks. In this study, the authors aimed to present the applicability and power of XPS imaging in fingermark analysis which can also provide specific information about the fingermark chemical composition. Herein, monochromated X-ray (Al Kα) spot size was fixed at 50 μm. XPS mapping resulted in the acquisition of spectra at each pixel, in an array of 41 × 30 pixels with a step size of 50 μm. Then, a simple discussion has been made about how the scanned surface spectrum and basic snapshot spectra are used to identify different components at a fingertip of a scanned surface area (~3 mm²). Hence, a fingermark pattern contaminated with caffeine, TiO₂, and Pb/PbO deposited on the silicon wafer can be chemically mapped and visualized by XPS using principal component analysis (PCA). Thus, the present study showed the possible applicability of XPS for the identification of illicit drugs of abuse, gunshot residue, and skin care products on latent fingermark by mimicking a crime scene evidence.     

Parenting Coordination In Cases Involving Intimate Partner Violence

Parenting Coordination is a “hybrid legal‐mental health role that combines assessment, education, case management, conflict management, dispute resolution and, often times, decision‐making functions (AFCC, 2019, https://www.afccnet.org/Portals/0/PublicDocuments/Guidelines%20for%20PC%20with%20Appendex.pdf?ver=2020-01-30-190220-990 ). This article addresses issues that arise when the case has allegations or findings of intimate partner violence (IPV). Considerations of the type of IPV, the severity, timing, perpetrator and effects on coparenting are discussed in the context of the parenting coordinator's role. Through screening and assessment, we differentiate the kinds of cases with the presence of IPV where a PC may be effective as opposed to other IPV cases that may not predict success for retaining a PC.     

NOAA's Resurrection of Program Budgeting: Déjà Vu All Over Again?

The National Oceanic and Atmospheric Administration instituted a Planning, Programming, Budgeting, and Execution System (PPBES) in 2002. As supplemented by matrix management, PPBES was appealing as an effort to rationalize the performance of an agency with an especially high degree of functional overlap among its component parts. Although PPBES has had some salutary effects, the agency's experience to date consistent with accounts of the difficulties that led to the abandonment of program budgeting by the civilian bureaucracy almost 40 years ago. As such, it speaks to the limits of performance assessment as a means of reallocating resources and responsibilities across organizational boundaries.     

The Participation Divide? Political Participation,Trust in Government,and E‐government in Australia and New Zealand

Drawing on 438 telephone interview surveys in Australia and 500 in New Zealand, we find evidence of a 'participation divide' where those participating in politics do so using a range of means, including electronic ones. Those less likely to participate in politics, are less likely to participate across all means measured. Those with higher levels of education and income and of European ethnicity are more likely to participate. We confirm the existence of the so-called 'digital divide' with those that use e-government means and those that do not, being stratified by education, ethnicity, income, gender and age. Contrary to our expectations we find that lower levels of trust in government are associated with higher levels of some types of participation, including e-government ones.     

The Role of Perceived Stress and Self-Efficacy in Young People’s Life Satisfaction: A Longitudinal Study

Life satisfaction is an important indicator of successful development. However, adolescents’ life satisfaction tends to be relatively unsteady, and environmental influences play a critical role in shaping life satisfaction among adolescents in the transition to young adulthood. Given the paramount importance that education plays in adolescents’ lives, adolescents’ life satisfaction may vary as a function of school-related stress experience. At the same time, coping resources may help reduce adverse effects of stress on life satisfaction. With this in mind, we examined whether, and to what extent, perceived stress in education and general self-efficacy (a resource that facilitates coping) affect the life satisfaction of adolescents in transition to young adulthood. We distinguished between baseline levels of stress and self-efficacy and within-person change in stress and self-efficacy to determine whether life satisfaction is sensitive to fluctuations in stress and self-efficacy when person-specific levels of stress and self-efficacy are taken into account. Estimating growth curve models on data from a panel study on the life trajectories of compulsory-school leavers (n?=?5126, 55.3?% female), we found that baseline levels of stress and self-efficacy, as well as within-person change in stress and self-efficacy, affected adolescents’ life satisfaction. Moreover, our results showed that baseline self-efficacy mitigated the negative effect of baseline stress on life satisfaction. These findings improve our understanding of two major psychological determinants of adolescents’ life satisfaction and extend our knowledge of life satisfaction trajectories during the transition to young adulthood.     

Shaping the Evolution of the Information Flow: The Centralizing Mechanisms in the Evolution of the North American Tobacco Quitline Consortium

The research reported here is an analysis of the evolution of the relationships that comprise a single public health network, focusing especially on the position of the network administrative organization (Provan and Kenis 2008 Provan, K. G. and P. Kenis. 2008. “Modes of Network Governance: Structure, Management, and Effectiveness.” Journal of Public Administration Research and Theory 18(2): 229–252.[Crossref], [Web of Science ®] , [Google Scholar]) in the flow of knowledge among a large number of organizations providing similar services. Our study examines the North American Quitline Consortium (NAQC), a multi-sector network that spans the US and Canada and whose members provide telephone-based tobacco cessation services to anyone interested in quitting smoking. Data were collected using web-based surveys at three different points of time. Implications are discussed for network organizing, for both theory and practice, focusing especially on the importance of the network administrative organization in shaping the evolution of the whole network information flow.     

Flying bananas: small producer tactics and the (un)making of Philippine banana export chains

Global production network (GPN) analysts argue that workers actively contribute to the shaping of GPNs through different forms of agency. In this contribution I extend this argument to the tactical agency of small producers. By focusing on the phenomenon of side-selling among Filipino banana contract farmers, I show that these tactics have contributed to the emergence of alternative trade networks that undermined traditional lead firm behaviour and inspired new struggles over chain governance. However, as a diverse and ambiguous group of growers engages in this tactical agency, predominantly as small capital, they also contribute to the continuation of broader dynamics of capital accumulation and labour exploitation.
