This article analyses citizenship and political culture in the Faroe Islands based on a quantitative survey carried out in summer 2004. Located theoretically in the tradition of Scandinavian citizenship investigations and its predecessors in the 'civic culture' tradition of Almond and Verba, four areas of citizenship are analysed: political engagement, democratic participation, political efficacy and democratic identity. The main hypothesis is that the character of citizenship in the Faroe Islands is very similar to that found in the Scandinavian countries in general. While most of the results found confirm this hypothesis, there are a number of special features that demand alternative explanations. Thus, the fact that the Faroese score much below the Scandinavian average concerning 'postmodern' forms of political participation like political consumption or boycott of goods, and that gender differences are bigger than in other Scandinavian countries when it comes to female representation in the Faroese parliament and in government, seems better explained by the relative remoteness of the islands from the Scandinavian political and cultural mainstream (the parochialism hypothesis). Also the fact that the Faroese are much less confident in speaking at public meetings, sending letters to newspapers or complaining to authorities than, for example, Danes in general calls for an alternative explanation. As these features go together with much less knowledge about and confidence in the Danish parliament ('Folketinget') and a lower level of efficacy towards the parliament than among Danes in general, the most likely explanation seem to be found in the way in which Danish supremacy has affected political culture in the Faroe Islands (the colonialism hypothesis). 相似文献

Fraud, waste, and abuse damage public administration. Responding involves law enforcement and best practice administration. Many jurisdictions create watchdog agencies to perform this role. A model, which includes seven dimensions of jurisdiction and authority that policymakers should consider when creating an oversight entity, is presented. The model goes beyond the simple functional jurisdiction, i.e., who is overseen and how oversight occurs. Four subnational watchdog agencies in two countries are examined to demonstrate the trade-offs that occur in each dimension when the agencies are designed. ABSTRACTFaith-based organisations (FBOs) have long been involved in HIV and AIDS impact mitigation and humanitarian relief, but most are not equipped to intervene in the structural drivers of food insecurity and attendant health inequities. Acknowledging limitations is as paramount a task for organisational effectiveness as maximising strengths. This article reports findings from a study of HIV-positive care supporters who volunteer with a church-run home-based care organisation in Swaziland. The article seeks to assess the impact of chronic food insecurity on antiretroviral adherence practices and how these individuals manage daily food shortages. Recently, more law enforcement agencies have chosen to use psychological testing as an important component of their preemployment screening programs. Important legal and ethical issues have been raised by the increased use of psychological testing for this purpose. These issues include the applicant's right to privacy, the validity of the psychological instrument(s) used, the definition of what constitutes an “unsuitable” candidate, and the existence of racial and/or sexual bias. This paper discusses, with an emphasis on the technical issues involved, some of the possible forms that nuclear terrorism might take, loosely referring to all forms of terrorism involving radioactive materials, such as crude nuclear weapons, radiological dispersal devices, and attacks on the nuclear infrastructure, including nuclear reactors. The first two forms of terrorism necessarily depend on terrorists' obtaining suitable materials, so the problem of nuclear smuggling, especially from the former Soviet Union (FSU), with its huge and decrepit nuclear complex, is addressed, as is the region's reservoir of unemployed or underemployed nuclear expertise. The West, however, is not ignored. As one observer remarked, Osama bin Laden might soon have more luck shopping for nuclear materials there than in the FSU. The paper concludes that although it is most unlikely that terrorists will detonate a true nuclear weapon, the other forms are real and pressing threats. 相似文献

Public affairs in the third millennium will develop in three significant ways.
- (1) It will deal increasingly with global issues and authorities. ‘The chief executive needs to be an entrepreneur with global vision. He needs political skills, to steer a course through the regulatory maze.’
- (2) The companies that succeed may be global, but many of the regimes of regulation and control will remain national. The ability to deal with them will be essential.
- (3) Public affairs will have to deal effectively not only with national and international regimes but also with organised ‘civil society’. NGOs have now formed global alliances. They are recognised and consulted formally and informally and have begun to ‘show their teeth’.
- (1) Support for mergers: As globalisation proceeds by merger, companies will need fluency in communicating the benefits of mergers, both internally and externally.
- (2) Trading identities: As countries go for national brands to achieve tourism and investment, mega‐merged global companies are using nation‐building techniques to achieve internal cohesion across cultures.

目的 探讨妊娠死亡的特点。 方法 对 1990~ 2 0 0 0年间华西医科大学法医学院所做 3 2例妊娠死亡尸检病例进行分析。 结果 妊娠产妇死亡年龄以 2 5~ 3 0岁为多见 ,职业以农民常见 ,且绝大多数无产前检查记录 ,死亡多发生于分娩过程中 ,区、乡一级卫生院多发。前四位的死因依次为 :胎盘残留、输卵管妊娠破裂、产后感染和子宫血管结扎出血 ,绝大多数妊娠产妇死亡前产下活婴。 结论 有必要加强基层与农村医疗保健工作和制订有关的预防措施 ,以降低妊娠产妇的死亡率。 相似文献
