This paper summarises the results of a joint action-research project undertaken by a number of international and local NGOs, which involved case studies in four countries in Africa, three in South Asia, one in Latin America, and one in the UK. The paper seeks to situate the discussion of impact assessment in the context of a growing critique of international NGOs. Overall, it is suggested that simple models of cause and effect which link project inputs to outputs and impact, although important, are usually inadequate for assessing the impact of what NGOs do. Instead, the author recommends the need to develop models that embrace the wider context of influences and change processes that surrounds projects and programmes, and the broad-ranging impacts that result. A major conclusion to emerge from the case studies is that the ability to select a judicious mix, and sequence, of tools and methods for impact assessment is vital. The paper concludes by looking at the broader policy implications of the studies notably in relation to: dealing with the problems of attribution and aggregation; exploring the issue of poverty reach and gender relations; warning against simplistic use of impact assessment to allocate resources; and in suggesting how impact assessment can be part of a 'virtuous circle' of change that can help promote greater accountability and learning among international NGOs. 相似文献

Despite the salience of behavioral autonomy and independence to parent–child interactions during middle adolescence, little is known about parenting processes pertinent to youth autonomy development for Latino families. Among a diverse sample of 684 Latino-origin parent–adolescent dyads in Houston, Texas, this study examines how parents’ cultural orientations are associated directly and indirectly, through parental beliefs, with parenting practices giving youth behavioral autonomy and independence. Informed by social domain theory, the study’s parenting constructs pertain to youth behaviors in an “ambiguously personal” domain—activities that adolescents believe are up to youth to decide, but which parents might argue require parents’ supervision, knowledge, and/or decision-making. Results for latent profile analyses of parents’ cultural identity across various facets of acculturation indicate considerable cultural heterogeneity among Latino parents. Although 43 % of parents have a Latino cultural orientation, others represent Spanish-speaking/bicultural (21 %), bilingual/bicultural (15 %), English-speaking/bicultural (15 %), or US (6 %) cultural orientations. Structural equation modeling results indicate that bilingual/bicultural, English-speaking/bicultural, and US-oriented parents report less emphasis on the legitimacy of parental authority and younger age expectations for youth to engage in independent behaviors than do Latino-oriented parents. Parental beliefs endorsing youth’s behavioral independence and autonomy, in turn, are associated with less stringent parental rules (parental report), less parental supervision (parental and youth report), and more youth autonomy in decision-making (parental and youth report). Using 2004-2006 National Beneficiary Survey data matched to Social Security administrative data, we follow a cohort of disability beneficiaries participating in the Ticket to Work (TTW) program for several years to assess changes in their service use, health status, employment, and income. About 20 percent of TTW participants achieved employment at levels that would significantly reduce their disability benefits. Another 40 percent achieved some employment success, but the remaining 40 percent reported no earnings during 2003-2005. Use of TTW support services during 2003-2005 was modest. Many participants experienced significant changes in their health status across survey rounds, which might have affected their ability to actively participate in TTW and to become employed. Many also experienced significant employment and income instability. The findings suggest that employment among TTW participants was associated with reduced poverty. 相似文献
